OPUS FOUNDATION GRANT

INSTITUTIONAL STRENGTHENING OF THE PHILIPPINE ALLIANCE


I. Over-all development objective:
Pursue HPFP, PACSII and their Alliances institutional development and strengthening in implementing and advocating for community-led approaches to city
level slum upgrading, relocation, and risk management for secure tenure, decent affordable shelter and basic services, through the building of appropriate
capacities, setting up of responsive strategies, structures and systems, and nurturing a participatory community-driven culture.

II. Specific Objectives:


1. Enhance HPFP and PACSII financial, legal and technical capacities for community-led secure tenure, slum upgrading, housing, and risk management in
city scale- levels;
2. Build on and establish appropriate institutional / organizational strategies, structures, systems, staffing, and culture to address scaled-up
undertakings for community-led secure tenure, upgrading, risk management and response;
3. Maximize learning on community-led approaches to secure tenure, housing, upgrading, relocations and risk management, translate them into policy
proposals / reform measures, and advocate for their adoption and implementation in the city or national arena.
4. Identify and implement the necessary measures for establishing a national level, community-managed institution / facility that provides the appropriate
administrative, financial, technical and legal support to enable communities to implement, manage and propose enabling policies for community-driven
upgrading, housing and risk management at city scale;
