Adopting Revised Procedure in the Conduct of Interview of
New Authorized Managing Officer (AMO)
All new AMOs, AMOs of firms upgrading for category B and above, all foreign AMOs,
and AMOs whose qualification cannot be fully determined by their submitted documents,
will be interviewed by the Board on or before their respective applications are deliberated
by the Board.
Interviews may be conducted by a panel of all three board members or by an individual
member.
Interviews may be conducted in the PCAB Office in Makati or in Visayas and Mindanao.
All interviews are conducted by appointment. Interviewees will be notified thru email, fax
or any other expedient means and in turn should confirm their attendance.
Specific time will be allotted to each interviewee and they are advised to come on time
otherwise, their slots are forfeited and will be rescheduled
Failure to appear in the scheduled interview may cause the disapproval of the application.

Adopting a Revised Procedure in the Processing of
License Renewal Applications starting CFY 20112012
Ten (10) working day maximum processing time (in compliance to Citizens Charter)
Upfront payment of renewal fees
Provisions by applicants of selfaddressed self stamped or prepaid couriers envelopes
together with renewal applications for delivery of signed licenses to the official address of
contractors. (to reduce the cost of doing business)
Initial evaluation of networth and STE compliance requirements together with pre
screening.
Post audit and post verification of documents submitted once every three (3) years.
Role of ROG:
Immediate sending via email of General Information Sheet (PCAB Form No. 102), Balance
Sheet, and List of STEs (PCAB Form No. 204) for early processing of license at PCAB office.
Timely transmittal of Applications and Attachments to PCAB ( 2 to 3 days from receipt)

Safety Seminar for New Proprietors/AMOs and Licensees Applying
for Upgrading of License Category
To require the following Proprietors or AMOs of:

Applicants for change of AMO; and
Applicants upgrading for license category, regardless of whether the proprietor or
AMO has served in such a capacity prior to the application.

to submit on or before 30 June 2011 proof of completion of the 40hour Construction


Safety and Health Course for Site Safety Officers (COSH) conducted by a DOLE
accredited safety course provider.
Noncompliance with the COSH shall be a bar to the renewal of the license until compliance.
Failure to comply within two (2) contracting fiscal years after June 30, 2011, the license shall
be delisted.

Prescribing Comprehensive Written Examination for New AMOs
and Licensees Applying for Upgrading of License Category
To prescribe a comprehensive and responsive written examination to screen new AMOs and
AMOs of applicants for upgrading of license category with a pool of at least five hundred
(500) questions and complete answers to be made available to all license applicants as part
of the education process.
The written examination shall consist of at least fifty (50) questions taken from the pool at
random.
The passing score shall be thirtyfive (35) correct answers out of fifty (50) questions.
There will be fifteen (15) mandatory questions on building, safety & health, tax and labor
laws that have to be correctly answered by an examinee to pass.
The written examination is meant to eventually phase out the oral examination/interview
presently given to same license applicants.
The comprehensive and responsive written examination shall be formulated jointly by with
Philippine Domestic Construction Board and the Construction Manpower Development
Foundation by the Board.

New License Application
To require the passage of the written examination by all proprietors or
nominated AMOs as prerequisite to the filing of new license applications
starting July 31, 2011.

Accreditation of Contractors Associations and Professional Organizations
to Assist the Public Assistance Desk (PAD) of PCAB
Qualifications of contractors associations and professional organizations to be accredited by
PCAB to provide advisory services to contractors and set up their public assistance desk
The contractors association or professional organization is duly registered entity and in
existence for not less than five (5) years.
A contractors association has a membership of not less than 20 licensed contractors and
affiliate/chapter of a national constructors association duly recognized/accredited by the
Construction Industry Authority of the Philippines (CIAP).
Activities to be undertaken by the contractors associations and professional organizations:
Prescreening and evaluation of all types of applications
Followup of pending applications
Verification of documents submitted by contractorapplicants
Reporting of unlicensed contractors to PCAB
Other functions as the Board may assign

Granting of Additional Credit Points to ISO Certified Construction
Contractors as an Incentive
PCAB shall grant ISO certified contractors a total of one hundred fifty (150) additional
credit points for categorization purposes broken down as follows:

Ordering Moratorium on Acceptance and Processing of Applications for
New Regular License of Cooperatives
A moratorium on the acceptance and processing of applications for regular license
cooperatives was ordered by the Board in view of the following:
Philippine Cooperative Code of 2008 has no specific provision authorizing
cooperative to undertake construction contracting per se;
RA 9520 enumerated different types of cooperative but only the agrarian reform
cooperatives are given privilege to undertake construction but with a very limited
scope.
RA 9520 enumerated three (3) other activities (Electric, Housing, and Water
Service) which obliquely refer to construction but with the limitation to serve only
the household members or regular members of the specific cooperative.
RA 9520 warrants only the grant of a special license for specific purposes.
