Thank you to all of you who have agreed to receive
my weekly newsletter. Quite a few people signed up
this week. Staying connected and partnering with the
community is very important to all of us at Central
Station.
Central Station Officers have been working to address
crime and have made some great arrests. We have
been planning for both the North Beach Festival
scheduled for this weekend and the Pride Parade on
June 26th.
This will be the first year for us at Central Station
providing police coverage for the Pride Parade. Our
district boundaries changed last July and we missed the
parade by less than a month. We are now responsible
for Market Street from the Ferry Building to 3rd Street.
However, we will handle the entire length of the
parade.

Commanding Officer Central Station

This weekend I look forward to seeing many people


from the community at our annual North Beach Fair. I,
along with a group of officers, will be covering the fair
for two days. As a reminder, other than the designated
beer gardens, this is an alcohol free event. We are
going to work to ensure that it is another safe event this
year.
Great Arrests
Yesterday, Officers Van Koll and Anderson arrested an individual who we believe was responsible for 4 auto thefts. The suspect would pose as a valet at a hotel on Geary Street and when the victim provides the suspect with the car, the suspect would just drive off.
Officers Harris and Nestor from Tenderloin Station assisted us this week when they
arrested a person who was responsible for several thefts and robberies at retail
stores downtown. Based on a thorough investigation from Centrals Investigations
Team, we put the suspects photo in a bulletin. Officers Harris and Nestor knew who
the suspect was, drove to a particular location where they believed he would be
and took him into custody. Great work!
Speaking of retail theft, our Station Investigations Team, led by Lieutenant Valerie
Matthews, arrested a prolific thief from Union Square, responsible for several
thousand dollars worth of merchandise from the retail area. Excellent work!

Central Police Station

On May 23rd, Officer Milligan was made aware of a burglary/carjacking with a gun incident on the 900
block of Union Street in the middle of the day. Officer Milligan made other officers aware and Plainclothes
Officers Huang and Reyes saw the car and called in their observation. Officers from Northern Station
pursued the vehicle which ended up in the Bayview District. Three of the four suspects were taken into
custody!
On May 27th, Officer McFall was working alone and conducted a traffic stop at Geary and Jones resulting
in the seizure of a firearm.
On May 30th, Officers Cheng and Guerrero responded to a person with a gun call at Market and Kearny at
1:00 a.m. Upon arrival, they detained numerous juveniles, including one who was in possession of a .22
caliber handgun.
On June 1st, Officers Busalacchi and Montague, assisted by Officers Graziano and Williams, arrested an
individual for burglary on the unit block of 1st Street.
On June 5th, Officers Lowe, Ferraresi, Unser and Kerrigan arrested an individual for pushing a 69 year old
male into San Francisco Bay. Fortunately, the victim survived.
Quite often we hear about mail and package thefts in the community. On June 7th, Officers Tano and
Mcauliffe arrested an individual for stealing a package on the 2100 block of Vallejo Street.
This is just a sample of the great arrests happening every day in the Central District!
Barricaded Suspect
I would like to thank all of the officers who responded to the 900 block of Pacific last Friday regarding the
armed and barricaded suspect. I am also grateful for the community who were inconvenienced by the street
closures and restricted access to their residences. The officers did an outstanding job ensuring the public was
safe. In the end, 6 officers received minor injuries. The suspect is in custody and the District Attorneys Office
has charged the suspect with numerous criminal offenses.
Traffic Enforcement
The Traffic Company assisted us the other day conducing traffic enforcement along the Broadway Corridor
from Powell to Battery Street. This was a morning commute operation. As a result, 9 drivers were cited for
texting while driving, 2 for speeding, and 5 for failing to yield to a pedestrian in the crosswalk!
Last Friday, around 7:30 a.m., I was traveling down Market Street on duty, in an unmarked police car. I
noticed bicycles were running red light after red light. My attention was focused on one individual who ran a
red light at Market and 4th Streets where a car on the green light had to come to an abrupt stop. Finally
after several red lights, the bicyclist ran their final light at Market and Grant and took a left turn, rode on
the sidewalk and then walked their bicycle. I pulled up, parked my car, approached this person, asked for
their identification and issued a citation. In the nicest way possible, I explained, Better a future reflection on
receiving this citation and stopping next time then by being hit by a car. Citations are good educational
tools as well.

Crimes of Note
Definitions
Robbery Robbery is the taking of property from another by using force or by using fear.
Assault An assault is an unlawful attempt, coupled with the present ability, to commit a violent injury
on another person.
Battery - (Misdemeanor battery) is any willful and unlawful touching of another.
(Felony battery) is the use of force or violence upon the person of another that causes
serious bodily injury.
*Assault is when a person swings their arm and battery is when that arm makes contact with
another person.
Aggravated Assault Assault upon another person with a deadly weapon or instrument other than a
firearm or by any means of force likely to produce great bodily injury.
Burglary The intent upon entry into a property to commit grand theft, petty theft, or any felony.
Grand Theft Grand theft is theft committed when the value of the money, labor, or property taken
exceeds $950.
Petty Theft Theft where the value of the property taken is less than $950.

An unknown suspect tried to grab the victims camera from the


victims hand. The victim struggled with the suspect for the camera.
A second suspect pepper sprayed the victim, but the victim
continue to fight with both suspects while holding the camera. The
suspects pushed the victim to the ground and fled away.
An unknown suspect grabbed the victims cell phone as the victim
was trying to put the cell phone in her rear pants pockets. The
victim struggled with the suspect for the cell phone, but the suspect
was able to pull the cell phone from the victim.
An unknown suspect pulled the victims wallet purse which was
wrapped around the victims wrist. The suspect fell and dropped
the purse. The victim bend down to pick up the purse, but the
suspect pointed a gun at the victim. Fearing for her safety, the
victim let the suspect take the purse.
An unknown suspect grabbed the victims purse strapped across
the victims body. The suspect punched the victim in the face and
pulled the purse off of the victim. A second suspect grabbed the
second victims camera hanging from the victims neck. A struggle
ensued, but the suspect was able to pull the camera from the
victim.
An unknown suspect struck the victim with a purse causing the victim
to fall down. The suspect reached into the victims pants pocket
and stole the victims wallet.
An unknown suspect told the victim that he had a gun and
demanded $20. Fearing for his safety, the victim gave the suspect
$20. The suspect demanded more money and the victim gave him
more money. The suspect demanded the victim to go to the ATM.
Fearing for his safety, the victim started walking. The victim then
ran into a store and called police. The suspect fled away.

Four unknown suspects were observed by the two victims dumping


stolen backpacks. The suspects chased the victims and struck one of
the victims with a vehicle and pepper sprayed the other victim.
An unknown suspect was in a verbal argument with another tenant.
The victim went to see what was going on and was struck in the
head by the suspect with a pan cover.
An unknown suspect entered the building and the victim did not
recognize the suspect as a residence. The victim confronted the
suspect and the suspect grabbed the victims shirt and pulled the
victim forward.
An unknown suspect stabbed the victim when the intoxicated victim
approached the suspect and verbally berate the suspect.
The suspect was intoxicated and started a verbal argument with a
passenger on the bus. The victim told the suspect to exit the bus
and the suspect threw coins at the victim. Arrest made.

the IRS. The suspect told the victim that she was subject to arrest
for not filing her tax return and owed money. The suspect told the
victim to stay on the phone and purchase gift cards and provide
him with the gift card numbers.

hair coloring scales.
The suspect was intoxicated and banged on the victims front door
thinking it was his friends residence. The suspect was able to force
open the front door and damaged it. Arrest made.
An unknown suspect entered the restaurant and was told the
restaurant was closed. The suspect exited the restaurant and
kicked the front window shattering it.
The suspect shattered the bathroom window and entered the
apartment while the victim was inside the apartment. Arrest made.

damaged the sliding door.
An unknown suspect entered through the unsecured patio doors
and stole a purse while the victims were sleeping.

An unknown suspect entered the residence through an unlocked
sliding glass door and stole laptops, wallet and watch, while the
victims were sleeping in the bedroom.

Each month Central Police Station features one


of its officers in an effort to learn more about the
men and women who police our neighborhood.
This month, we interviewed Officer Jared Lovrin,
a 2-year member of Central Police Station.

Officer Jared Lovrin was born in San Francisco and raised in the Bay Area. He attended
college in Utah at Brigham Young University, where he obtained a degree in Mechanical
Engineer.
Officer Lovrin joined the San Francisco Police Academy in 2005, following in his Uncles
footsteps. After graduating from the Police Academy, he was assigned to Ingleside Station
for field training. After completing field training, he was assigned to Central Station for his
probation station. Officer Lovrin was then assigned to Mission Station for his permanent
station. Officer Lovrin worked at Mission Station for seven years where he worked Plainclothes and Vice. In 2014, Officer Lovrins Uncle Tom Lovrin retired from the Department.
Tom passed on his star # to Officer Lovrin. Officer Lovrin now proudly wears star #2235,
carrying on his Uncles legacy.
In January of 2015, Officer Lovrin took his transfer and returned to Central Station, the
station that he loves most. Officer Lovrin was excited to return to Central Station; he fell in
love with the district when he worked here on probation. Officer Lovrin waited seven years
to return to Central Station.
Officer Lovrin works in a sector car. Officer Lovrin can be seen patrolling the North Beach,
Telegraph Hill, Pier 39 and Embarcadero area.

The CENTRAL DISTRICT commences at a point on the water north of where Mission St. intersects with The
Embarcadero and proceeding west on Mission St. (excluding both sides) to 3rd St.; north on 3rd St. (including
both sides) to Market St.; west on Market St. (excluding both sides) to Powell St.; north on Powell St.
(including both sides) to Geary St.; west on Geary St. (including both sides) to Larkin St.; north on Larkin St.
(including both sides) to Bay St.; west on Bay St. (including both sides) to Van Ness Ave.; north on Van Ness
Ave. (including both sides), and continuing north on the Municipal Pier Access Road (including both sides) to
a point on the water just west of the Municipal Pier; east and south from a point on the water just west of the
Municipal Pier, following the shoreline, to the origin at a point on the water north of where Mission St.
intersects with The Embarcadero.
