CALL TO ORDER
The meeting was called to order by Yvonne Walker, President, at 10:30 am on Sunday,
March 13, 2016.
ROLL CALL
The quorum of the Local 1000 was present as determined by the roll call by Theresa
Taylor, Vice President and Secretary Treasurer.
REPORT OF THE AGENDA COMMITTEE
Vice President and Secretary Treasurer, Theresa Taylor gave a report of the Agenda
Committee. The committee met at approximately 8:30 am on Sunday, March 13, 2016.

That the Board adopt the recommendation of the Compensation
Committee, including the following amendments to the Policy File:
shall be paid a stipend equal to the difference between her or his State
salary and the annualized salary of the one thousandth highest-paid state
employee represented by our union.
(d) Stipends for the other three statewide officers: Local 1000s three other
statewide officers shall be compensated an amount at least equal to fifteen
percent less than the one thousandth highest-paid state employee
represented by our union. Statewide officers shall be paid their State salary,
consistent with paragraph (b) above, however, if fifteen percent less than
the annualized salary of the one thousandth highest-paid state employee
represented by our union during the prior month exceeds the statewide
officers State salary, that statewide officer shall be paid a stipend equal to
the difference between her or his State salary and fifteen percent less than
the annualized salary of the one thousandth highest-paid state employee
represented by our union.
Background:
The four statewide officers of Local 1000 work long hours and are
responsible for oversight of our unions resources, staff, and operational
functions. The officers are on full-time union leave and forego promotional
opportunities that are available to other state workers, causing a disruption
to their promotional and earning potential over time. While the officers
continue to receive their State salaries, these amounts fail to adequately
compensate them for the long hours and significant responsibilities they
undertake as officers of a statewide labor organization representing 95,000
workers and managing an annual budget in excess of $64 million.
It is within the purview of the Board of Directors to establish a
compensation philosophy and to determine a reasonable level of
compensation for our statewide officers. In setting and approving the
compensation of our officers, the Board of Directors has reviewed the
Compensation Committee Report, including the salaries paid to leaders of
comparable organizations that are considered to be among Local 1000s
peer group in order to set an appropriate level of comparison.
By adopting this motion, the Board of Directors establishes a compensation
philosophy that the President and the other statewide officers should be
paid comparably to leaders in Local 1000s peer group who fulfill similar
roles and responsibilities.
By adopting this philosophy, the Board of Directors recognizes that there
are wide differences between the State salaries drawn by Local 1000
members in different bargaining units and classifications. This approach
will better enable all members to hold statewide officer positions and carry
out the responsibilities associated with the office whether they are modestly
or highly compensated in their career with the State.
This change to the Policy File helps close the gap between the
compensation our statewide officers receive for their activity on behalf of
our union and the compensation paid to persons who perform similar
activities on behalf of comparable organizations. Compensation paid to our
statewide officers shall be their State salary, plus a stipend in an amount
necessary to bring their income to the same level as the one thousandth
highest-paid state employee represented by our union, for the President,
and fifteen percent less than the one thousandth highest-paid state
employee represented by our union, for the other three statewide officers.
Estimated Cost: Total annual cost is approximately $143,102.1

This amount is for our current statewide officers. In future years, this amount may vary
depending on who is elected to hold statewide office and their respective classification.
Furthermore, complying with federal and state taxes and other such regulatory
requirements may result in a slightly higher cost to our union than what is listed above.
For example, if the statewide officers stipends are subject to payroll taxes, our union
will have an additional 7.65 percent expense for Medicare and Social Security taxes.

RECOMMENDED ACTION:
That Local 1000 support repeal of North Carolinas House Bill 2 and support actions
taken to sanction the State of North Carolina while its provisions remain in effect.
BACKGROUND:
North Carolinas House Bill 2, the Public Facilities Privacy & Security Act will:
Prevent minimum wage ordinances of localities and counties from superseding state laws.
With big money in politics, local initiatives are often the only way to get the voice of
working people heard. A living wage is a priority for our union.
Preempt municipalities in the state from adopting their own ordinances to protect the civil
rights of gay and transgender people.
Again, big money, big politics vs. the people. The city of Charlotte voted these civil
rights earlier this year.
Require people in public schools and government buildings to use restrooms and
changing facilities consistent with their biological sex, as listed on their birth
certificates.
Enemies of working people have always succeeded by sowing suspicion and fear by
some against others. Or by promoting reasons for some to feel superior to others. There
has been no credible evidence brought forward of transgender women assaulting women
in womens public bathrooms. Our union opposes divide and conquer tactics.
After Governor McCrory signed the law, PayPal and Deutsche Bank abandoned
expansion plans in the state because of the measure. The companies planned to employ

hundreds of people in North Carolina, and state officials said these expansions would
have brought millions of dollars to local economies.
The National Basketball Association will move the All-Star Game from Charlotte next
season if the law is not changed, while tourism agencies have said the legislation has cost
the state millions in lost business and possibly much more depending on how many
groups cancel events.
