PRIMARY FUNCTION
Assists in implementing the public policy agendas of Target Corporation at the state and local
level. Tracks legislative issues impacting the company, develops and coordinates messaging
with internal and external partners, and provides grassroots outreach. Represents the company
with external association partners and elected officials.

PRINCIPAL DUTIES AND RESPONSIBILITIES


Tracks legislation and/or limited regulatory activity through external association partners
and bill tracking service. Partners with internal subject matter experts to determine
impact of proposals on Target, influence public policy outcomes, and allow for better
informed business decisions.
1. Identifies key legislative issues and emerging trends at the state and local level.
2. Manages legislative tracking database and prioritizes areas and bills of focus.
3. Coordinates issue management with internal issue experts, including determining
impact to Target and developing messaging; and external partners, including
sharing proactive messaging and reactive feedback.
4. Coordinates with Washington, D.C. federal team on issues to ensure continuity of
Target strategy, messaging and engagement with internal subject matter experts.
5. Coordinates with internal partners and compliance teams to ensure awareness of
new laws and/or limited regulations impacting the company.
6. Represents Target Corporation at the state and local level on association
committees and coalitions.
7. Develops correspondence with state and local government officials in
coordination with respective internal and external partners on priority legislative
issues.
8. Participates in internal issue task forces/committees as a Government Affairs
liaison providing legislative and political perspective.
9. Responsible for Citizens@Target content and editing according to production
schedule.
10. Provides relevant succinct content for quarterly Region SVP calls and State
Retail Association board member calls.
REPORTING/WORKING RELATIONSHIPS
Reports to Manager of Government Affairs. Works closely with internal partners
including subject matter experts, legal, compliance, communications, community
relations, stores and distribution teams. Coordinates activities with Washington, D.C.
federal office and other department personnel. Works closely with external partners
including state and federal trade associations, consultants, and other companies.

JOB REQUIREMENTS
MINIMUM REQUIREMENTS
• 4 year college degree
• Knowledge of government affairs/public policy department or similar working
environment
• 5 years of professional work experience in a legislative/public policy capacity
• project management experience
• Knowledge of the political process, both legislative and regulatory, at the local,
state, and federal level
• Superior organizational and communication skills, with particular focus on
collaboration and attention to detail
• Ability to effectively work with internal and external partners in identifying
common goals
• Effective at prioritization, self-motivated and able to meet tight deadlines on
multiple projects
• Ability to interact and motivate varied levels of people
• Skilled at interpersonal relationship management
