On 8 November 2015 the following report was submitted to Humberside Police:


North East Lincolnshire Council produced a false witness statement (thereby committing
perjury) with regards a council tax liability hearing at Grimsby Magistrates' Court. The District
Judge (Daniel Curtis) was aware that the evidence surrounded a false and corrupt statement,
but nevertheless granted the council a liability order to enforce a fraudulent sum which
presently stands at 120.00. This sum is likely to increase if the council appoints its criminal
firm of bailiffs, Rossendales. My allegations are that the council has committed perjury with the
intent to fraudulently obtain money from me by the use of Grimsby Magistrates court and that

Judge Daniel Curtis has perverted the course of justice by being complicit to that crime.

On 11 November 2015, Humberside Police responded stating spuriously that the reported
crime (one punishable as an offence whether occurring in criminal or civil proceedings), was a
civil matter, as follows:
With regards to your report that was submitted to Humberside Police on 08/11/2015.....please
be advised that this is not a Police matter and is civil which I suggest you seek further advice
from a solicitor/legal advisor

On 12 November 2015 after being advised as above, I wrote asking that the matter be
escalated for the attention of the Chief Constable in order that any subsequent investigation
into the person against whom I intended making the complaint would not be undertaken by
the force itself. However, the force chose not to comply with my wishes and prematurely took
that correspondence as the complaint submission.
Police Sergeant Graeme Smithey advised in an email on 13 November 2015 to collate all
evidence to support the allegations as follows:
I would advise that you collate all evidence and intelligence that would support the claims you
are making against the court.

It was confirmed that my concerns were mishandled in a letter dated 23 November 2015 from
DCI Andy Oliver explaining that the Professional Standards Branch is in receipt of my
complaint.
By this time a significant amount of work had been undertaken toward producing a
comprehensive statement after acting on PS Graeme Smitheys advice to collate all the
evidence etc., to support the crime(s) that had been committed against me.
In producing that statement alone the advice has put me to the trouble of having to dedicate
(therefore waste) at least two weeks of my time. PS Graeme Smithey should have known, or
at least found out before giving the advice that the force does not function as an investigatory
body where crimes are committed by local authorities / HMCTS, and to do so has contributed
to a significant element of the overall gross injustice Ive been caused by Humberside police
in this matter.
It is not unreasonable to assert that the force had no intention of dealing properly with the
matter and therefore just going through the motions, because the evidence supporting my
claim did not only prove the case beyond reasonable doubt, but beyond all doubt whatsoever
and still not investigated.
