2. Notes of the Meeting.

The dialogue started at 10:20 A.M. with Hon. Alfeo U. Baguio, as


the presiding officer. It was formally opened with an invocation
led by Dr. Kharinine Escasinas.

AGENDA: Complaints from Barangay Maluko to Montery Food


Corporation regarding the alleged obnoxious odor and Direct
Discharge of Waste Water from Montery Piggery Farm.

Hon. Alfeo U. Baguio MMT Chairman read the findings and


observation of the MMT Bukidnon field investigation and
validation dated May 4, 2016 regarding the complaint of Brgy.
Officials of Maluko, Manolo Fortich Bukidnon.

Mr. Mancawan said that there is a presence of a flexible


rubberized hose of around 6 inches which was still on the field
that was allegedly used to discharge their waste water and he
also show the picture of the actual monitoring.

Mr. Rio James Flores (Plant Manager) said that they have two
functional tanks that can accommodate the waste water. The
presence of the flexible rubberized hose in the farm was for the
adjacent farms of MAPALAD Farmers who were requesting water
for their farms due to dry season.

Mr. Solero asked Mr. Flores on the number of farmers who


requested for water. Mr. Flores was also asked to name those
farmers.

Mr. Flores answered that he cannot determine and identify the


names of the farmers. But he said that almost 30 hectares was
benefited from their requested water.

Mr. Solero added that last two years ago the same problem
arises, to address such problem there was a memorandum of
agreement that no discharging of wastewater even if the
neighboring farmers will request for it.

Hon. Linohon (Brgy. Kagawad) said that, they cannot use the
water from the river because it is polluted already and even pig
manure is visible in the said area.

Mr. Flores explained that, those waste was not directly coming
from their operation area it came from their series of earthen
lagoon before they gave it to the farmers.

Ms. Doydoy reminded the Montery that there was an existing


memorandum of agreement that the company will contained all
waste water generated by the operation and no or zero
discharging of waste water. She added that it was possible to

discharge but there was a certain standards of procedures to be


followed. She also said that she received a text message that the
company were practicing the said complaints since 2015. She
said to Stop giving waste water to the neighboring farmers
because they cant contained the excess of it.

Mr. Romano said that they will no longer give water to MAPALAD
farmers. They will also request the EMB to conduct water sampling to
their waste water and will also invite the MMT Bukidnon together with
the two Barangays Maluko and Sumilao as witnesses.

Hon. Andam (Kagawad) narrated that last year the selling of dead pigs
were rampant in their community which causes diseases and even
alleged death of some consumers which was allegedly coming from the
mortality pit of Montery.

Mr. Romano answered that they were able to apprehend people who
were doing it. Some of those people were below 18 years old thats
why they cannot file a case against them. He added that they have
already established two perimeter fence with 24/7 on duty security. The
Montery was also alarm of that issue because they were putting some
disinfectant chemicals before burying and it was not good for human
consumption. They asked for assistance from the neighboring
Barangays to have information drive in their barangay about the said
issue and to make ordinance to penalize the responsible person.

Mr. Solero suggested that, the company must render their full
commitment in imposing the zero discharging of waste water
generated by the proponent.

Mr. Romano, in behalf of the company, committed that they will call for
a conference with the MAPALAD farmers to inform and discuss to them
that Montery will stop giving water to them to address such issue. He
added that they will exert efort to fully operationalize their waste
water treatment facility.

As an answer to Mr. Romanos statement about the stealing of dead


hogs, Hon. Ubal-ubal said that the Barangay council of Barangay
Maluko will make an ordinance to penalize the person who are stealing
dead hogs from Montery.

Hon. Baguio said that the problem arises has massive efects to the
environment and he hoped that the problem will be addressed as soon
as possible.

There were no other matters has been discussed, the meeting was
adjourned at 11:30 am
