Subject : Hiring of services of NABL accredited Laboratory for


environment monitoring of Madhyamaheshwar, Kaliganga-I and
Kaliganga- II SHP under ADB Loan-2903

During the ADB consultation mission during 27-29 th January 2016, it was
informed by the mission that reconstruction has commenced at all the
three project sites; safeguard monitoring reports should be submitted as
per the loan agreement 2903. Earlier the work was entrusted to SMEC
but as the contract with the consultant has been closed the said report
is being prepared by the Environment & Social Safeguard Specialist at
PMO. As per the ADB environment safeguard standards monitoring of
environment variables (noise, soil, water and air), appropriate
monitoring agencies (NABL accredited Laboratory) would be engaged by
the Implementing agencies or through contractors (wherein cost to be
included in the contract based on specific monitoring plan). As the
provision of the environment monitoring was kept in all the three project
i.e. Madhyamaheshwar, Kaliganga-I & Kaliganga II SHP. The terms of
reference for the proposed monitoring are enclosed as Annexure for your
kind reference.
In view of the urgency of the work few Laboratories from the open
market was approached by the Environment and Social Safeguard
Specialist, PMO-ADB. The comparative rates of the Laboratories are
enclosed as Annexure II. The minimum quotation was received from the

SCOPE
HIRING SERVICES OF ENVIRONMENTAL LABORATORY FOR MONITORING
OF ENVIRONMENT PARAMETERS.
BRIEF DISCRIPTION OF THE SCOPE
One season (January-March 2016) study of soil, water, air and noise
environment from the project site at three locations in each namely
Madhyamaheshwar, Kaliganga I & Kaliganga II SHP in district
Rudraprayag for the preparation of Quarterly Environment and Social
Compliance Report is required from the NABL accredited Laboratories.
PROJECT DETAILS
Uttarakhand Power Sector Investment Program (UPSIP),
supported by the Asian Development Bank (ADB) under the multi
tranche financing facility approved on 30 March 2006, is part of the
Investment Program for 20062012, whose goal is to increase power
capacity to meet demand in the state and achieve a year-round
exportable surplus by 2010. New small hydropower plants (SHPPs) will
provide additional clean power to local grids in rural areas and meet
about one third of the projected nonindustrial power demand in the
state at the time of commissioning. Under this construction of new Small
Hydro projects were proposed in district Rudraprayag namely
Madhyamaheswar, KaligangaI and Kaliganga II SHP and work started in
the year 2007. On June 17, 2013 due to unprecedented floods in
Mandakini and Kali rivers project site were affected drastically and most
of the components were washed away. Project works were started again
in January 2016.
TERMS OF REFERENCE:Terms & Conditions for Environment Laboratories: Current valid copy of accreditation certificate obtained from
National Accreditation Board for Testing and Calibration
Laboratories (NABL) and ISO 9001 & 14001.
The Laboratory should have approved by MoEF (Ministry of
Environment and Forests)/CPCB (Central Pollution Control Board)
or other designated body for approval.
The bidder should furnish evidence of One/Two/Three jobs of
requisite amounts of the type of same works in the past.
The bidder should have all the necessary equipment, trained
qualified manpower and its consumables to carry out such tests at
different locations of said project sites.

Note:

All instruments, equipment, laboratory wares, consumables,


chemicals etc. are to be arranged and borne by the contractor.
All equipment, motors, sockets which would be used for sampling
of ambient air are to be flameproof.
The requisite manpower required for carrying out sampling and
analysis of ambient air is to be deployed by the contractor at his
own cost.
The procedure for testing shall be as per the CPCB guidelines for
Ambient Air, noise, water and soil Quality Testing.
Power supply will be made available to the contractor within 100
meter of the proposed locations free of cost.
However, all necessary cables/ extension boards and connections
shall have to be arranged by the contractor at his own cost.
GPS and photographs (at the time of sampling) may be provided
with the report.
Sample should be properly sealed packaged & labeled, so that
there is no leakage & seepage during transit.
All the testing & submission of reports will be completed within 15
days after release of work order.
Submit list of technical staff of laboratory.
