Purpose and Intent


To preserve and enhance the long-term economic viability of the

Memorial Drive (Hambrick Road to Covington Hwy) & Covington Hwy


(Memorial Drive to I-285) corridors
To encourage investment that increases the tax base and provides

employment opportunities
To improve the visual appearance and increase property values;
To allow flexibility in development standards in order to encourage the

design of innovative development projects that set high standards for


landscaping, green space, urban design, and public amenities; and
To promote uniform and visually aesthetic architectural features which

serve to unify the distinctive visual quality of the corridor.


Promote themed communities to be a target area attraction for tourism and

other economic development goals


To determine appropriate boundaries for the proposed overlay.

MEMORIAL DRIVE- A Unique


Economic Development Opportunity
With the proposed significant investment of Avondale
Park & Avondale Hills ($200.0 million), 100+ acres of
government owned lands; location of two MARTA
stations; easy access to I-285, and proximity to Stone
Mountain Park (4.0 million guest each year-most visited
attraction in the State of Georgia), the creation of an
overlay district will enhance the long term economic
viability of the Memorial Drive corridor by encouraging
additional investment that increases the tax base and
provides employment opportunities.
