TheHomeMinister(Central)istheChairmanforalltheZonalCouncils.
TheChiefMinisteroftheconcernedstateistheViceChairmanoftheZonalcouncilon
rotation.
NOTE:Themeetingsalsoheldonrotationbasis.
EachZonalCouncilconsistsoftheChiefMinisterandtwootherministersofeachofthe
statesinthezoneandtheadministratorinthecaseofaUnionTerritory.
Theholdingjointmeetingof2ormoreZonalcouncilscanalsotakeplace.

FIVEZONALCOUNCILS:
NorthernZonalCouncil:Haryana,HP,J&K,Punjab,Rajasthan,DelhiandChandigarh.
ThecentralZonalCouncil:Chhattisgarh,Uttaranchal,UPandMP.
TheEasternZonalCouncil:Bihar,Jharkhand,Orissa,SikkimandWestBengal.
NOTE:Sikkimwasexcludedfromtheeasterncouncilintheyear2002.
The Western Zonal Council: Goa, Gujarat, Maharashtra, Daman and Diu, Dadra and
NagarHaveli.
TheSouthernZonalCouncil:AP,Karnataka,KeralaandTamilNaduandPondicherry.

The North eastern states Assam, Arunachal Pradesh, Manipur, Mizoram, Meghalaya,
TripuraandNagalandarenotincludedintheZonalCouncils.
NortheastCouncilwassetupintheyear1972.
SikkimwasincludedintheNorthEastcouncilintheyear2002.

TheUnionHomeMinisteristheChairmanforallthezonalCouncils.
The Chief Minister of the concerned state where the meeting is led acts as the Vice
Chairmanonrotation.
The Chief Secretary of the concerned state is the secretary for the Zonal Council on
rotation.
