INTRODUCTION

C ommunity Based Disaster Preparedness Programme, a joint


initiative of Caritas India, Kerala Social Service Forum (KSSF)
and Diocesan Social Service Societies is being implemented since
2006. Th programme has entered into the final stage of resilience building.
In this phase the programme focuses on the transferring the knowledge on Contents

Inauguration of vigilance week at


Thiruvananthapuram
MSSS/TSSS, Thiruvananthapuram, 27 May 09: Malankara Social Service
Society and Trivandrum Social Service Society jointly organized the
inaugural function of launching of third year activities of CBDP Program
and the district level disaster vigilance week observation on 27th May at St.
Lisieux Church Parish Hall, Animation Centre Compound,
Vellayambalam. Sri. Mullakkara Ratnakaran, Hon Minister for
Agriculture-Kerala inaugurated the district level launching of third year
activities.

The Minister appreciated the efforts taken by the societies in the field of
disaster preparedness. He added that the Government also realized the
importance of disaster preparedness and was organizing many
programmes in this line. Fr. Wilson Thattaruthundil, Director, MSSS
welcomed the gathering. Rev. Fr. Eugin H Pereira, Vicar General-Arch
Diocese of Trivandrum presided over the meeting. Fr. Romance Antony,
Director-KSSF addressed the gathering. Fr. Sabbas Ignatius, Director-
TSSS, proposed vote of thanks.

Vigilance week inauguration at Edathwa

CHASS/Bodhana, Edathwa, 25 May 09: CHASS and Bodhana jointly


organised the inaugural function of vigilance week observation at St.
George Pilgrims Centre Pilgrim center, Edathua. The programme started
with a seminar on 'Fallow land management'. Mr. J.T. Ramse, Block
Panchayath member inaugurated the seminar. Dr. Abraham Varghese,
Scientist, Mankombu Research Center-Alleppey led the session. He
pointed out the geographical peculiarity of Kuttanad, importance of
agriculture in Kuttanad, impacts of the application of chemical manure
and pesticides. In the final session participants were given opportunity to
raise questions regarding organic farming and different government
schemes for paddy. The questions and queries were clarified by the
resource person.
The inaugural function began with a prayer song. Fr. Jacob Kattady,
Director, CHASS welcomed the dignitaries and the gathering. Mr. K.V.
Mathew, President, Edathua Grama Panchayath presided the meeting.
Msgr. Antony Kakkanat, Vicar General, Thiruvalla Archdiocese
inaugurated the launching of vigilance week observance of CHASS and
Bodhana . Key note address was given by Fr. Romance Antony, Director
KSSF. Fr. Kurian Puthenpurackal, Vicar-Edathua Parish, Mrs. Aleyamma
Thomas, President-Peringara Grama Panchayat and Mr. J. T. Ramse-
Block Member felicitated. Vote of thanks was rendered by Fr. Varghese

given special protection in emergency situations;
children's right to participation remains largely
unrecognized. Children continue to be perceived
as mere victims of disasters rather than active
agents of change who can make a real difference."
C hildren are one of the most vulnerable groups during any disasters.
The age factor affects their vulnerability and shapes their ability to
cope and survive in a disaster context. Even though the children's
participation in development process is recognized, recognition of their
participation in disaster risk reduction is an emerging concern. There is
less focus on working with children in reducing their vulnerabilities and

community and culture, there should be an increased focus in working
with children. During this vigilance week observance, participation of
children in disaster preparedness programme has given much priority.

Children's Parliament
KIDS, Kottappuram, 25 May 2009: As part of the disaster vigilance week
observation children's parliament was arranged. Mock parliament was
performed and 78 students attended. Mr. V.D. Satheesan, MLA was the
Chief Guest. In his speech he appreciated the children for performing a
mock parliament. And the children having no awareness about
parliamentary affairs were one of the disasters in the modern era-he added.
He congratulated KIDS for their effort for creating awareness about the
parliamentary affairs to the children. Fr. Johnson Panketh, Director - KIDS
presided the meeting.

'COLOURZ 09'
KIDS: Various competitions were conducted for children in
Kaipamangalam GP during the vigilance week observance. The focus of
the programme was to make aware the children about disaster
preparedness through their involvement in the competitions of elocution,
story writing, poem writing and pencil drawing. The theme, for elocution
was ‘the role of CBDP' in the disaster prone areas. Like wise all the
competitions were centered on the importance of disaster preparedness. 40
children actively participated in the whole competition and prizes were
distributed among the winners.

Changathikkuttom - Children's camp


CHASS, Changanassery, 18-20 May 2009: Changathikkuttom, a camp for

kuttikkuttom members was organized by CHASS from 18 to 20 May at
Amala English Medium School, Mithrakkary. The objective of the camp
was to sensitize and organize the children to engage in community
development activites and to develop a social commitment among them.
110 children from the project area attended the programs.

Mar Joseph Perumthottam, Archbishop of Changanacherry inaugurated


the programme. The meeting was presided by Mr.K.K Krishnankutty,
President Muttar GP. Key note address was given by Fr. Jacob Kattady,
Director CHASS and felicitations by Coordination Committee
Presidents, Regional Secretary-CHASS and ward members.

The camp led through awareness programmes, orientation sessions, group


works, games, skits, mimes and presentations. The participants were
highly motivated through the camp and they actively took part in all
sessions. Personality development, Leadership, Motivation, Waste
management, Environmental protection, Water preservation and
Deforestation was covered in the different sessions.

Interface programme

An interface programme of children and eminent personnel was organized


in Changathikkuttom'09. The purpose of the program was to motivate the
children and to develop an attitude & aptitude towards social commitment. Boat rowing practice for women

The camp ended on 20 May with a valedictory function. Mr.
Krishnaprasad, Cine artist inaugurated the valedictory function.

Seminar on Role of children in disaster


management
MSSS, Thiruvananthapuram, 27 May 2009: A seminar on 'Role of children
in disaster management' was conducted. Mr. M. U. Poulouse, Assistant
coordinator-UNDP led the sessions. 450 children attended.

Children's camp & Personality development

QSSS, Kollam: Three camps were conducted for children at Alappad,
Arattupuzha and Kollam with the focal theme of disaster preparedness.
Stories, poems, debates, quiz competitions were organized. Children were
divided into different groups and the groups wrote poems and stories on
the basis of the 'task force manual on disaster preparedness' provided.

QSSS, Kollam, 24 May 2009: A programme on 'personality development


for adolescents' was conducted at Arattupuzha. Mr. Sidharthan,
psychologist led the sessions. Attitude of community in handling the
issues of suicidal tendency was discussed in the workshop. The idea of
conducting the workshop was come out from the discussions of DMT in
their monthly meetings regarding the high rate of suicidal tendency and
divorce cases in the area. 62 members participated.

Painting competition for children


CSSS, Cochin, 31 June 2009: A painting competition was organized for
the children in the sub district schools in Ernakulam. 197 children
Task Force Convention participated in the competitions.

CHASS, Changanassery, 28 May 09: As part of


disaster vigilance week observation, CBDP team
organized a Task force convention. 102 Task force
members attended the programme. Mr.
Radhakrishnan, Nature club member, Muhamma
handled an interactive session on environment and
community. He spoke about the relationship with the
man and the nature and about the need and
importance of maintaining jovial relationship..
Discussions were carried out regarding
environment and water pollution.

The public meeting after the session was presided


over by Mr. Poly Thomas, Block Panchayath
Member Champakulam and the meeting was
inaugurated by Mr.K.V Mathew, Panchayath
President Edathua GP. Street play was performed
after the meeting. The participation and
involvement of Coordination Committee members
and Task Force members were appreciated by the
PRI members.

Street Play
An effective tool for information dissemination

KIDS, Kottapuram, 30-31 May 09: Street play on disaster preparedness


was performed by the children’s group in the project area. The theme of the
play was ‘Community action in Disaster Preparedness’. A team of 10
children were trained in the play as part of the disaster vigilance week and
performed it in highly populated areas mainly in Methala, Eriyad,
Pallipuram, Kaipamanagalam and Engandiyur Gramapanchayats. The
play was well appreciated by the key persons in the community.

MSSS, Thiruvananthapuram, 26 May 09: A demonstration of street play


was performed at the district collectorate, Thiruvananthapuram for NGO
representatives and Govt. officials. Mr. Biju IAS, Sub collector-
Thiruvananthapuram inaugurated the programme. The agencies and the
government officials appreciated the play.

30 May 09: An awareness programme on ' Water borne diseases and


preparedness' were organized in Thiruhriyaud church, Thinavila. Health
Inspectors Mr. Biju. K led the session. Participants were motivated to
spread the knowledge on water born diseases and they clarified their
concerns and doubts on various diseases. Participant children commented
that the programme was very informative and interactive. Street play was
performed after the session.

‘Pravachakanthe Puthapu’

ESSS, Ernakulam, 27-28 May 09: A street play on disaster preparedness -


Pravachakanthe Puthappu- was performed at 10 locations in the project
area. The team comprised of school children and college students was
flagged off from High court junction.

‘Jaagratha’

CHASS, Changanssery, 25 May 09: A street play-Jagratha- was performed


at St.George Pilgrim's centre, Edathua in the occasion of disaster vigilance

performed in the 10 wards of Edathua GramaPanchayat and in the 8 wards

Cleaning campaigns
KIDS, Kottapuram, 25 May 09: Cleaning campaign was organised at the
sites of Water & Sanitation Programme of Eriyad and Methala
Gramapanchayats. The task Force members and other community
members participated in the programme.

TSSS, Thiruvananthapuram, 15 June 09: A cleaning campaign was

organized at Puthiyathura on 15 June. More than 500 villagers were
mobilized by the task force team. The people were divided into teams and
cleaned the places. Public Health Center, Pulluvila and Parish rendered
their support for the programme. Phenol and bleaching powder was
provided by the center.

WSE, Ernakulam, 27 May 09: A cleaning campaign was arranged in the


Govt. Hospital, Ayyampilly. Mr. M.M Pramukhan, President-Kuzhuppilly
GramaPanchayat, inaugurated the programme. Mr. Sajeeth, Health
Inspector-Kuzhuppilly, Task Force members and members of ADS and
CDS participated. 95 villagers participated in the programme.

Clean Arattupuzha II phase


QSSS, Kollam, 15 May 09: The second phase of Clean Arattupuzha, a
follow up activity of the last year, was organized during the vigilance week
observance. Planning meeting was conducted with Kudumbasree,
Emergency Response Team, Public Health Center, Youth club, Panchayat
Raj Institutions (PRI) and Children for ensuring community participation.
All wards in Arattupuzha Grama Panchayat was selected for the cleaning
programme. Teams for cleaning, house hold campaign and monitoring
were formed from each ward.

Primary Health Center provided chlorine, hand gloves and bleaching


powder for cleaning. The team cleaned the vulnerable areas of each ward
and visited every house to make the people vigilant in cleanliness. More
than 1200 community members participated , including youth, children
and members of PRI. After the cleaning, an evaluation session was
conducted to share the experience and to plan follow up activities. The
campaign got wide acclaims from the Govt. and PRI members.

TSSS, Thiruvananthapuram, 23 May 09: An eye camp was conducted at
Cheramanthuruth (Kadinamkulam GP) in association with the
Vigilance March Progressive Students Arts and Sports Club & Library (PSAC & L). The
medical team from Regional ophthalmology centre comprised of doctors,
refractionists and senior technical assistant led the camp. 90 people
participated in the camp.

diseases in monsoon season and the possible remedial measures.

Camp for blood pressure and blood sugar check up

WSE, Ernakulam: Blood pressure (BP) and blood sugar check up camp
was conducted at Maya bazaar colony, Edavanakkadu, under the
leadership of the CBDP youth group, Mrs. Sumi, lab technician facilitated
the sessions. 70 persons checked their BP and Sugar. Out of them 52 have
high BP and 43 have high level of sugar in blood.

Valedictory function of
Vigilance Week at Kollam
The valedictory function of the vigilance week observance 2009 and the
inauguration of the third year activities of SOA III phase of CBDP was
th
held at Maha Jubilee Auditorium, Bishop Jerome Nagar, Kollam on 29
May 2009.The inaugural session started at 1.40 pm with a prayer. Fr.
Romance Antony- Director Kerala Social Service Forum (KSSF)
welcomed all the dignitaries. In his speech he gave an outline about the
scope and objective of Community Based Disaster Preparedness Project.

Most Rev. Dr. Stanley Roman Bishop of Quilon gave the Presidential
address. In His words Lordship suggested that other development
programmes in the coastal villages has to be taken up along with disaster
Hon. Minister inaugurating the event management programme.

Hon. Minister for Labour & Excise Sri. P.K. Gurudasan inaugurated the III
phases of CBDP programmes and valedictory function of vigilance week
observations by lighting the sacred lamp. In his inaugural address, he
upheld the services provided by Catholic Churches of Kerala in the
spectrum of social and community development initiatives. Expressing his
happiness in associating with the programme he declared that Govt. of
Kerala would extend all support to Catholic Churches in many dimensions
for the betterment of people and community. He appreciated Caritas India
and its associating agencies and NGO's for rightful implementation of
disaster preparedness project in coastal villages coming under 10 dioceses
of Kerala.

Presidentail address-Rt.Rev.Dr.Stanley Roman-Bishop of Quilon Mr. N. Padmalochanan, Mayor of Kollam released the Annual report of
CBDP project in Kerala supported by Caritas India.

Mr. Rajadas, President, Alappad Grama Panchayath in felicitation


expressed his heartfelt praise and admiration to the catholic church for
systematic implementation of CBDP project of Caritas India and CBDRM
activities of UNDP, Govt. of Kerala (GoK). He expressed his opinion and
requested GoK to install warning systems in all coastal villages.

Bishop of Quilon was invited to present the mementoes to all the working
partners for their successful achievements in the implementation of CBDP
project.

Mr. Ajith Chacko, State Coordinator, UNDP-CBDRM presented gifts to


the children's group -Changathikkootam- for presenting a thematic street
