Background
1.1

Purpose and Scope

This publication has been compiled to complement the rules, regulations and
recommendations applicable to river transit, berthing and unberthing of large tankers
at Caledon West Wharf in Port of Dundee.
These guidelines form an integral part of the planning and operational processes to
manage Marine Risk and should be consulted in conjunction with Port of Dundee
Marine Guidelines.

1.2

Compliance

The importance of following these guidelines is emphasised and divergence should


only normally take place after consultation and agreement between the Master or
Pilot, Forth & Tay Navigation Service and Harbour Master. However, it is recognised
that rapid and sudden change in circumstances make it necessary for the person on the
spot to take decisions in the light of these changes.

1.3

Definitions

Vessels that call at the Port of Dundee, which are classed as large tankers tend to be
in the range of 90,000 tonne DWT to 110,000 tonne DWT that arrive in Dundee
partly loaded with around 35,000 tonnes of crude oil and depart in ballast.
For the purpose of these guidelines any tanker over 50,000 tonne DWT is considered
a large tanker.

General Information
2.1

Caledon West Wharf

Caledon West Wharf lies within the Port of Dundee in that section where Port of
Dundee Bylaws applies.
The wharf is predominantly utilised for the import and export of Crude Oil products
from a shore based terminal operated by NYNAS.

All vessels will comply with the reporting requirement for ships carrying Dangerous
and Polluting Goods.
2.3

Safety

All vessels operating at the berth must comply fully with the requirements of the
International Convention for the Safety of Life at Sea, 1974 (SOLAS) as amended.
2.4

Anti-Pollution

Vessels operating at the berth must comply fully with the requirements of the
International Convention for the Prevention of Pollution from Ships, 1993 as modified

Operations

Operations carried out at this berth will be conducted in compliance with the
recommendations contained in the International Safety Guide for Oil Tankers and
Terminals (ISGOTT).
2.6

Personnel Access to and from the Berth

A shore gangway is available for ships use. Gangway nets are required to be supplied
by the vessel. Security cordons shown on Appendix 1 restrict access while a vessel is
berthed.
2.7

Operational Planning

When scheduling vessel movements to and from the berth it is imperative that during
the planning process full account is taken of all pertinent criteria such as prevailing
and forecast weather, tidal conditions and other river traffic.
Movements should be scheduled in conjunction with shipping agents, Forth & Tay
Navigation Service, Pilots and Harbour Master. Vessel agents are provided with
heights of tide and maximum draft on a monthly basis or prior to any large tanker call.

3.

Pre Arrival Planning


3.1

Maximum Draft Sheet

The draft of any Tanker will not exceed 9.00m, which is subject to tidal restrictions
(Appendix 2).
3.2

Large Tanker Checklist

Once the vessel has been confirmed and a Proposed Vessel Movement form (PVM)
has been submitted, a large tanker checklist is produced by the Harbour Master and
distributed to:

The purpose of this checklist is to ensure all parties are made aware of the aspects of
the proposed vessel arrival and berthing.
See Appendix 3
3.3

Pre Arrival Letter

The Harbour Master will prepare the pre-arrival letter for the master of the incoming
tanker This is placed onboard the inbound vessel by the pilot, together with the
mooring plan drawing (Appendix 1) and gangway rigging drawing (Appendix 4)

4.

Pilotage

All pilotage is carried out in accordance with Pilotage Direction No.3 or any subsequebt
pilotage direction, River Tay.

Towage and Harbour Vessels


Tugs required for the berthing and un-berthing of large tankers are ordered by the
vessel agents. All tugs must be licensed to operate in the Port of Dundee as laid down
in the Dundee Harbour 1952 Confirmation Act. A list of licensed tugs is available in
the Port of Dundee Marine Guidelines available at
http://www.forthports.co.uk/#/marine/information/
Two tugs of 60 tonne bollard pull are required during the berthing and un-berthing of
large tankers.
ASD tugs towing over the bow, capable of operating in the push/pull mode and
working across the tide is the preferred mode.
If circumstances should arise where two such tugs are not available certain
configurations may be allowed after consultation with Dundee Pilots, however a
configuration of 1 x 60t, 1x 40t and 1 x 30t tugs is the absolute minimum. In this case
two tugs would be required for un-berthing.
Escort tugs. Two tugs will meet the inbound tanker east of the Lady Buoys and escort
her to the Horseshoe Buoy where the tugs will begin making fast.
Outbound tugs are made fast prior to departure and will be let go under the pilots
instruction. The tugs will then escort the tanker to the Lady Buoys
Vessels calling at Caledon West Wharf are required to use at least one mooring boat
and should the conditions require it, two mooring boats.
Licensed boatmen will provide the mooring boats.

Abort Points
If a situation arises whereby there is a requirement to abort the passage then the
Master and Pilot should be advised immediately.
Abort points on the passage are as follows:
Between the Lady Buoys and the Bar, the passage can be aborted between Inner
Buoys and the Middle Buoys
Between the Lady Buoys and the Newcome Buoy the passage can be aborted at
Broughty Ferry Deep.
Once passed the Newcome Buoy, any large tanker is committed to completing the
transit up to the berths although once off the berth, the vessel can be swung using the
harbour tugs and proceed out if required.

7.

Berthing
7.1 Manoeuvring
Tankers berth port side alongside Caledon West Wharf and must be swung across the
tidal stream for this to be achieved, hence arrival off the berth should be as close to
slack water (before the commencement of the ebb tide) as practically possible. Tidal
streams in the Tay can be unpredictable and the swing should be complete with
utmost caution using the bow and stern tugs as required.
Fenders on the Caledon West Wharf are Dockguard Modular system DGL1600 x
1400 capable withstanding loads of up to 2412 kN. Berthing should be carried out to
ensure minimum impact on the fenders and Dockguard has provided the following
example:
Vessel DWT 60,000 tonnes
Displacement 72,000 tonnes
LOA 249.0 metres
Beam 42.0 metres
Draft 8.80 metres
Speed of approach 220 mm/s (0.43 knots) will apply 1993 kN of force on to the
fenders.
Being the dimensions of a regular Dundee large tanker, this will allow for a maximum
speed of approach of 200 mm/s or 0.39 knots.
7.2 Princess Alexandra Wharf
Princess Alexandra Wharf must be clear of vessels before the berthing of a large
tanker is undertaken. Vessels berthing on Princess Alexandra Wharf must be no
further West than bollard 105 and must be clear before the large tanker departs.

7.3 King George Wharf


King George Wharf must be clear East of bollard 143 when a large tanker is berthing
and remain so until the tanker departs.

8.

Weather Parameters
8.1 Weather Forecasting
If the wind speed in the port is predicted by the Met Office is expected to reach 50
knots during a tankers stay in port then berthing should cancelled until a suitable
weather window is available.
8.2 Procedure For Stand-by Tug
A minimum of one tug will be in attendance in the Port of Dundee whenever there is
a large tanker on Caledon West Wharf. The tug will be moored in the vicinity of the
tanker berth either on King George V Wharf or Princess Alexandra Wharf.
These are based with the vessel already alongside the Terminal, with action to be
taken when the actual sustained wind registered on the Tay Road Bridge wind
anemometer or forecast wind as indicated in the following:

If additional moorings not deployed at time of mooring, ship will be requested to run
out extra moorings as required.
50 Knots Actual Tug will be requested to attend the vessel after loading has stopped.
Pilot will be called out.
55 Knots Actual Request tug to push on vessel.
Pilot on board.

8.3

Wind speed is for a steady wind, measured from the most appropriate anemometer
position. Anemometers are located at Buddon Ness, Port Control, Tay Road Bridge
and hand held.
No large tanker movements should be carried out if the sustained wind speed is in
excess of 25 knots.

8.5

Sea State

Particularly when the wind has been from a predominantly Easterly direction large
seas and swell can be encountered at The Bar. When swells of 1.0 2.0 metres are
forecast a swell checked shall be carried out to allow the pilot to assess conditions.
Large tankers will not board their Pilot when swell heights are more than 2.0 metres.

9.

Moorings
The vessels mooring plan shall at least meet the minimum mooring requirements and
also comply with the Oil Companies International Marine Forum (OCIMF) Mooring
Equipment Guidelines.

This is based on predicted tides and fair weather. Vessels should reduce their draft to a
