IntheeventthatDr.Mcgeeisabsent,thedeterminationwillbemade
bytheadministrativeteamondutyleadteachersandbuilding
principal.
Inanyemergencysituation,therespondingadultorPALSteacher
hastheauthoritytocallemergencyservicesimmediatelyand
respondtothesituationappropriately.Inaddition,theadministrative
teamshouldbenotifiedASAPaftertheincidenthasbeenaddressed.
Forexample,ifaPALSteacherobservessmokeinthehallwayor
classroomtheyhavetheauthoritytopullthefirealarmortocall911.
Theadministrativeteamshouldbenotifiedimmediatelyafterthis
action.

FireDrillProcedures
Allfiredrilloperationsaretheresponsibilityofthebuildingprincipal.
Firedrillsmusttakeplaceatleastonceamonthduringprogram
operations.
Allfiredrillsmustberecordedontheemergencyprocedures
recordingsheet(SeeAppendixAA)
Equipeachteacherwithagobucketthatcontainsbothalaminated
greenandredpieceofpaper.
Encourageteacherstopracticewithstudentswheretoexitandline
upduringfiredrillsduringthefirsttwodaysofprogramoperation.
Theroutesforfiredrillsshouldfollowtheofficialevacuationroutes
andlocationsasshownabove.
Toconductafiredrill,pressthecallbuttononschoolwalkietalkies
tosignaltoteachersthedrillhasbegun.
Monitorasteacherswalkwithgobucketsouttotheirdesignated
evacuationarea.
Teacherscountstudentsandholdupthegreenpieceofpaperto
signalthateverythingisoperatingcorrectlyoraredpieceofpaper
indicatinghelpinsomeway.
Onceallclassroomsareholdingthegreenpieceofpaper,allow
studentstoenterthebuildingtoconcludethedrill.

Twobasictypesoflockdownswillbeimplementedintheeventofan
exteriorthreat.

1. BasicLockDownthisreferstoasituationinwhichathreathasbeen
madeverbally,electronically,orbyothermeansofcommunication,
butisnotcurrentlyonpremisesthisincludesbombthreats.

2. CrisisLockdownthisreferstoasituationinwhichviolentactionora
threathasbeenmadeandtheindividualhasbeenspottedonor
aroundthepremises.

ShelterinPlace
Intheeventofamajortrafficincident,stateofemergency,oractivethreat
tothecityofHagerstown,theUniversityPALSprogrammaybegiventhe
ordertoshelterinplace.Ifthisorderisgiventhefollowingstepsshouldbe
taken.
Anannouncementwillbemadethatweareshelteringinplace
Whenthisannouncementismade,closeallblindsanddoors
Stayinclassroomwithdoorclosed.
Asignwillbeplacedontheexitsofthebuildingindicatingweare
shelteringinplace(seeappendixBB).
Parentalnotificationwillbemadebytheadministrativeteam
indicatingthestatusoftheshelter.
ThefacilitiesdepartmentwillbecontactedtoshutofftheHVAC
(heating,ventilationandairconditioning)toeliminateairflow
exchangetotheoutside.
Listenfordirectionsfromadministrationcommunicationswill
continuetobemadewithlocalEMA\(emergencymedicalauthorities)
andFrostburgadministrativeoffices.

TheremaybeauniqueemergencyinwhichthecampusoftheUSMHhas
beencompromisedandallstudentsandstaffmustevacuate.Intheevent
ofarelocation,theUSMHadministrativeteamwilltakethefollowingsteps
toensurestudentandparentsafety.

Studentsmayonlybereleasedfromtheweathershelterposition
whentheweatherdrillisoverorifaparentrequeststheirchildbe
releasedintotheircustody.

AlthoughtheuniversityPALSprogramisnotinanareawhereearthquakes
occuroften,thefollowingstepsshouldbetakenwhenthegroundbeginsto
shake:

DROPdownontoyourhandsandknees.Thisprotectsyoufrom
fallingbutallowsyoutostillmove
COVERyourheadandneck.Moveunderasturdytableordeskif
possibleoraninteriorwallifnotableisavailabletoyou.
HOLDONtoyourshelterorcover.Makesuretoholdonuntilthe
shakingstopsormovewithyourshelteriftheshakingshiftsitaround.
