The additional 35 elementary and nine
middle school students should boost total
enrollment to 3,393 students over the next
five years, according to the report.
Such a jump could make it difficult for the
district to accommodate all its students,
according to the report, as the existing campus capacity is 3,927 students, meaning
more classrooms and learning spaces will
be necessary.
Built into the capacity projections is the
expected opening of Hoover Elementary
School, said MacIsaac, which will reopen
when school starts again next month.
The district has identified a combined
$1.3 million worth of new school construction and modernization needed, especially
to serve older students, according to the
report, as there is projected to be nine middle schoolers more than the districts
expected capacity in coming years.
In an effort to address the expected influx
of students, the increased developer fees
will still not generate enough money for the
district to build the amounts of classrooms
soon needed, according to the report.
Historically, the average home size built
in Burlingame is 1,343 square feet, meaning
170 new homes would generate 228,310
square feet of residential space over the next
five years, according to the report.
To reach the $1.3 million needed to built
the necessary educational spaces, the district would need to charge $5.79 per square
feet of residential building, according to the
report.
The districts capacity challenge is compounded by the healthy economy in
Burlingame, according to the report which
shows the generation of new jobs leads to
new students as well.
The amount of students generated by construction of new workspace varies. For
example, office space typically leads to
more district students than does storage
space, and the report also cites the need for
commercial developers to increase contributions as well.
In all, considering the influx of new students expected to come from the new homes
and work buildings expected to be built in
the coming years, the district is justified in
attempting to offset the future cost incurred
by hiking the fees, according to the report.
It is found that a reasonable relationship
exists
between
residential,
commercial/industrial development and the
need for additional school facilities in the
Burlingame School District, according to
the report.

Obituary
William Paul Lind
William Paul Lind, born July 31, 1948, died peacefully
surrounded by family June 29, 2016.
Husband of 47 years to Patricia, father
to Christopher (Andrea), and David
(Stacey), and brother to Lori Ziegler
(Steve). Son of Doris and Walter, he was
born in San Francisco, grew up in
Pacifica, California, where he graduated
from Oceana High School.
After attending College of San Mateo,
he joined the U.S. Navy and served as a
radioman stationed in Yokosuka, Japan,
and Nha Trang, Vietnam.
His longtime love of movies became his lifes work and
he spent 29 years working as a projectionist for the
International Association of Theater and Stagehand
Workers. In 2001, he joined the FedEx Family as a courier
where he worked until retirement in 2015.
Raising two sons was his greatest joy and during those
years he enthusiastically coached for San Mateo National
Little League, became the unofficial Stats Guy for the
Hillsdale High School baseball team and eventually was
able to watch his sons play college ball.
In lieu of flowers, the family asks that you donate to San
Mateo National Little League, Skyline Trojans baseball
team or to the Peninsula Humane Society. A celebration of
life gathering will be held in late July.

votes in the June 7 primary
election for a total of 1.1 percent of the vote. Incumbent
Jacki e Spei er received
122,641 votes, or 98.9 percent
of the vote.
The primary election saw a
turnout of almost 52 percent of
registered voters in San Mateo
County, more than the 37 percent four years prior, according

127,127 were vote by mail,

Why a memorial?
American citizens were denied
their civil rights and due process,
lost their homes and businesses,
were summarily relocated to horse
stalls at a local race track and subsequently interred in makeshift camps
in the California desert, Arizona and
Utah. The camps were hardly fit for
human habitation, all due to
Executive Order 9066 in February of
1942. When such civil rights are
denied, there is a need to be reminded that responsible citizens must
always speak out whenever the good
people around us are stereotyped,
marginalized and deprived of their
basic human dignity.

And before you brush off Fedronics
accomplishments as someone who couldnt
cut it against American competition, picture
this: Fedronics personal record of 1:59.86,
which was set last month in Atlanta, is the
21st-fastest time in the world this season. It
was her first sub-2 minute race.
There is also the matter of qualifying for
the Olympics. Fedronic said in the U.S.,
athletes have to match or better a qualifying
mark and then finish in top three at the U.S.
Olympic trials. In the case of the 800, an
American runner would have to post a time
of 2:01.5 to even qualify to compete in the
trials.
In France, they changed the standard. Our
qualifying mark is 2 (minutes). We then just
have to compete well at the French championships, Fedronic said. If you hit 2,
youre top-20 in the world. The hard part is
hitting the standard.
Fedronic placed second in the French
championships, finishing behind Renelle
Lamote, whose time of 1:58. 04 is the
fourth-fastest in the world this year.
I have been really happy with my
choice, Fedronic said. Ive been competing for France for three years now. We have
some really great athletes competing.

ramifications when she called the NBA rigged
on Twitter after husband Stephen Currys
Golden State Warriors lost to the Cleveland
Cavaliers in Game 6 of the NBA finals.
Curry tells People magazine she regrets the
ways she voiced how hurt she was and didnt
mean to offend anyone. She says what she
wrote isnt what she thinks about what her husband does for a living.
Stephen Curry tells the magazine he knows

because youre not going to win any battles on

on as a brilliant passer and someone who
can cut and do it all.
Weve got as many or more playmakers
on the floor as anybody, said Kerr, already
planning his training camp strategy on the
court and how to prepare his players for even
further scrutiny.
Durant might be able to match his coachs
wit, too.
When asked about Thompson being part of
the pitch meeting, Durant quipped about
receiving a text message from him: I didnt
know he had a phone.

Not that Durant plans to skip town after

admired Kevin as a basketball fan. ... Im just

Durant even spoke to Hall of Famer Jerry

Still, Durant went to bed Sunday torn and
still uncertain about his choice, and he told
his father and representatives he needed a
night to sleep on it. Then he woke up first
thing Monday with more clarity.
He knew it would have been easy to go
back to something youre comfortable
with.
This, he said, is the harder route It was
time for me to try something new, try a new
challenge. No better place to do it than
here.
Former teammate Russell Westbrook took
it hard.
That call to Oklahoma City was the hardest thing Ive had to do in my life. Tears were
shed. I trusted my gut, he said. We live in
this superhero comic book world where
either youre a villain or youre a superhero if
youre in this position, and I know that, and
I know I havent changed as a person. I dont
treat people any differently because I made
the decision to play basketball in another
city. I understand the fans in Oklahoma City
and basketball fans around the world are, I
guess, upset. But like I said, I made the decision based upon what I wanted to do and how
I felt, and its the best decision for me, so I
cant really control how you feel.
Ultimately for Durant, having fun for however many years he has left playing basketball is the plan.
I just want to enjoy every single day of

LINCOLNSHIRE, Ill. Carl Haas, co-founder of
Newman-Haas Racing with late actor Paul Newman,
has died. He was 86.
His company, Carl Haas Automobile Imports
Inc., posted a statement on its web site Thursday
saying Haas died on June 29 at his home surrounded
by family.
Newman-Haas established itself as one of the
most successful open-wheel teams, hiring Mario
Andretti as its first driver. Among its other drivers
were Michael Andretti, Nigel Mansell, Paul Tracy,
Sebastien Bourdais and Christian Fittipaldi. The
Indianapolis Motor Speedway issued a statement
Thursday describing Haas as one of the most influential men in motorsports for nearly a half-century.

San Mateo Police Department. The local
agency was conducting an undercover operation at the Metropolitan Apartment complex
on the 300 block of South Fremont Street
when they first realized something deeper
was about to unravel, said San Mateo police
Lt. Todd Mefford.
Years of conducting numerous stings in
conjunction with federal officials as well as
other law enforcement agencies revealed an
extensive prostitution network headquartered
in San Mateo County, Mefford said.
There is no community thats immune to
this, because its such a lucrative business.
And it really has a lasting impact on the victims, Mefford said. In reacting to Fongs
plea, Mefford said, We will let the federal
authorities determine his sentence, but his
reign in San Mateo and the Bay Area is over.
Fong has been described as the head of
racketeering enterprise that supervised the
recruitment of prostitutes from Asian countries, rented apartments to use as brothels,
transported prostitutes and arranged online
advertising the latter is how police first
caught on. A 2014 grand jury indictment said
the enterprise operated 40 brothels in the
Peninsula, South Bay and East Bay cities

school districts serving San Mateo, Foster
City, Belmont and San Carlos.
The affordability crisis has wreaked havoc
on school enrollment patterns throughout
the county, and MacIsaac said it has taken
hold in Burlingame, as the district continues growing, but at a decelerated rate from
years prior.
We are not growing as much as we grew
five years ago, she said. But we are still
growing.
She said school officials have also identified the opportunity for more students to
come from new housing built along the

Fong was the only person out of the 10
linked to the case to be charged on all 32
counts. Fongs brother, Waylen Fong, 72,

willingly, were offered assistance as well as
services; however, many returned to their
home countries.
Looking back, Mefford noted the investigation began as a neighborhood service but
branched out to uncovering a sophisticated
prostitution sting. While police had been
proactive in this case and agencies do conduct undercover operations, he also urged the
community to assist.
We want to make sure were doing everything possible to reduce the number of victims and put perpetrators away, Mefford
said. So if you see something, say something. Because we need [the publics] eyes
and ears in the community.

MAPLE STREET SHELTER EXPANSION AND RENOVATION

A mandatory pre-bid conference and site visit is scheduled for July 14, 2016 at 10:00AM. The
conference will be held at 1580 Maple Street, Redwood City, CA 94063. Because of the nature
of this project, it is mandatory that bidding contractors attend the pre-bid conference to become
familiar with existing conditions. Bids will not be accepted form any contractor not present for the
mandatory pre-bid conference as evidences on the attendance roster.

Bids shall be submitted using forms furnished and bound in the Project Manual and in accordance with Instructions for Bidders, and shall be accompanied by a Certified or Cashier's Check
or Bid Bond for ten percent (10%) of the bid amount.
Bids shall be sealed and filed with the Clerk of the Board of Supervisors of the County of San
Mateo at the Hall of Justice and Records, 400 County Center, (formerly 401 Marshall Street) 1st
Floor, Redwood City, California, on or before the 28th day of July 2016, at 2:30 p.m. and will
be opened in public in the Chambers of said Board of Supervisors or at another location as designated by Owner shortly thereafter.
The Board of Supervisors of the County of San Mateo, State of California, reserves the right to
reject any and all bids, alternate bids, or unit prices and waive any irregularities in any bid received.
No bidder may withdraw his bid for a period of ninety (90) days after the date set for the opening
thereof.
Pursuant to Labor Code Sections 1770, et seq., the Director of the Department of Industrial Relations has determined the general prevailing rate of wages in the County of San Mateo for each
craft, classification, or type of workman needed to execute the contract. The prevailing rates so
determined are based on an 8-hour day, 40-hour week, except as otherwise noted. Existing
agreements between the Building Trades and the Construction Industry groups relative to overtime, holidays and other special provisions shall be recognized. It shall be mandatory upon the
Contractor and upon any sub-contractors under him, to pay not less than the said specific rates
to all laborers, workmen or mechanics employed by them in the execution of this contract.
Pursuant to State Senate Bill SB 854 (Stat. 2014, Chapter 28) effective
January 1, 2015:
(1) No contractor or subcontractor may be listed on a bid proposal for a public works project
(submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code Section 1725.5 [with limited exceptions from this requirement for
bid purposes only under Labor Code section 1771.1(a)].
(2) No contractor or subcontractor may be awarded a contractor public work on a public works
project (awarded on or after April 1, 2015) unless registered with the Department of Industrial
Relations pursuant to Labor Code Section 1725.5.
(3) This project is subject to compliance monitoring and enforcement by the Department of Labor
Relations.
Contractors are further advised that, pursuant to State Senate Bill SB 854 (Stat. 2014, Chapter
28), effective January 1, 2015, all contractors and subcontractors working on a contract for public work on a public works project (awarded on or after April 1, 2015) must furnish electronic certified payroll records to the Labor Commissioner.
A bond will be required for the faithful performance of the contract in amount of not less than one
hundred percent (100%) of the amount of the bid, and a bond will be required to guarantee the
payment of wages for services engaged and for materials used in the performance of the contract in an amount of not less than one hundred percent (100%) of the bid.
Contract time is specified at (270) calendar days. Liquidated damages are $500 per calendar

Video footage from the Dallas scene
showed protesters were marching along a
street in downtown, about half a mile from
City Hall, when the shots erupted and the
crowd scattered, seeking cover.
Brown said that it appeared the shooters
planned to injure and kill as many officers
as they could.
The search for the shooters stretched
throughout downtown, an area of hotels,
restaurants, businesses and some residential apartments. The scene was chaotic,
with helicopters hovering overhead and
officers with automatic rifles on the street
corners.

One woman was taken into custody in the

Late Thursday, Dallas police in uniform
and in plainclothes were standing behind a
police line at the entrance to the emergency
room at Baylor Medical Center in Dallas. It
was unclear how many injured officers were
taken there. The hospital spokeswoman,
Julie Smith, had no immediate comment.
Three of the officers who were killed were
with the Dallas Police Department. One was
a Dallas Area Rapid Transit officer.
Texas Gov. Greg Abbott released a statement saying he has directed the Texas
Department of Public Safety director to
offer whatever assistance the City of
Dallas needs at this time.

Thursday were peaceful. In midtown
Manhattan, protesters first gathered in
Union Square Park where they chanted The
people united, never be divided! and What
do we want? Justice. When do we want it?
Now! In Minnesota, where Castile was
shot, hundreds of protesters marched in the
rain from a vigil to the governors official
residence. Protesters also marched in
Atlanta, Chicago and Philadelphia.
