Mrthern District of Georgia. Fidelis Ogbu, 6o, of DeKalb County, Georgia, had previously been
indicted by a federal grantljury on March 6, zou, on charges of extotion and bribery and entered his
guilty plea on April 4, zotz.

United States Attorney Sally Quilliar Yates said, "Mr. Ogbu abused his position as a DeKalb County
public Works employee by shaking down a local conEactor. Today, the eourt sentenced him to three
years in prison for violating the 1aw and t}le public's tmst."

Ogbu was sentenced to three years in prison to be followed by three years of supervised reiease. While
on supervised release, he must perform too hours of community service'

According to United States Attorney Yates, the charges, and other information presented in court:
Ogbu, an engineering supervisor for DeKalb County Depafirnent of Public Works-Transportation,
elploit"d his position by extorting money from a private construction contractor, who was working
with law enforcement as a good Samaritan confidential source. Ogbu executed a "pay to play'' scheme
in which he compelled the contractor to pay him off in order for the contractor to complete the

project and to gain future work.


More specifically, in Septembel 2oro, a private construction company was awarded a federaJly funded
confract by DeKaIb County, Georgia to construct sidewalks near the intersection of S. Hairston Road
and wesley chapel Road. The total bid for the projectwas more than $r.4 million. ogbu was the
DeKalb County engineering supervisor oftle project.
On July t8, zorr, Ogbu and the contractor met to discuss the design and construction of a driveway on
in Stone Mountain, Georgia. Depending on the design, the contractor estimated that
the driveway would cost between $3o,ooo and $5o,ooo to construct. Ogbu agreed to approve funding
for the project, so long as the contractor agreed to pay off Ogbu'

emails, our researchers went through (and continue to go through) over
20,000 emails and hundreds of attachments'
We found an attachment that provided the amount of money paid out on
different contracts. The contract for $1.4 million paid out over $72
million dollars. Please note that this is the same contract that the FBI
indicted two county employees for extortion and bribery in20l2.

Acting Attorney General John Horn and our local law enforcement
haye investigated crimes in DeKalb county indicting political
officials, government employees, business owners, and police officers.

reclaim our local government.
