POLICY GUIDELINES AND PROCEDURES IN THE


IMPLEMENTATION OF THE BOTTOM-UP BUDGETING
AT THE BARANGAY LEVEL FOR FY 2017

PREFATORY STATEMENT

Bottom-Up Budgeting (BUB) is a budgetary reform introduced in 2012, in


pursuit of attaining the Philippines Development Plans goal of inclusive
growth and poverty reduction and promoting good governance at the
local level.
Leaders of the LGUs shall engage the Civil Society Organizations in
formulating a poverty alleviation plan and prioritizing programs, projects
and activities, ensuring the inclusion of the fund requirements in the
budget proposal.
The strategy hopes to empower civil society organizations and citizens
active participation in planning and budgeting so that the plans,
programs and activities are more responsive to the needs of the
community in the barangay.
The BuB at the Barangay Level will be implemented in the 12,000 pilot
barangays in FY 2017.

II.

PURPOSE

This Joint Memorandum Circular is issued to provide guidelines to implement


the bottom-up planning and budgeting approach at the barangy level in the
preparation for the FY 2017 Annual Budget of qualified recipient barangays.
III.

OBJECTIVES
Bottom-Up Budgeting (BUB) intends to pursue inclusive growth and poverty
reduction and promoting good governance at the barangay level by
engaging the particiption of the CSOs, organized groups, constituents and
different sectors of the community of the BUB recipient barangay in the
following:

Prioritizing/Identifying projects and activities


Formulating of the barangay poverty reduction action plans (BPRAP);
Monitoring the delivery of basic services in the community.

COVERAGE
This Circular shall cover 12,000 pilot barangays that were screened and
qualified using the following criteria:
Full Compliance to Barangay Full Disclosure Policy pursuant to
DILG MC 2014-81
Presence of Barangay Development Plan
Conduct of Barangay Assembly
Capacity to implement the project

DEFINITION OF TERMS
1. Annual Investment Program (AIP) 2. Barangay Assembly -Pursuant to the Local Government Code, the
barangay assembly consists of all persons who are actual residents of the
barangay for at least six months, fifteen years of age or over, Filipino
citizen, and duly registered in the list of barangay assembly members
shall initiate a legislative process by recommending to the sangguniang
barangay and adoption of measures for the welfare of the barangay and
the city or municipality concerned."Presentation of the formulated BPRAP
by the BDC shall be one of the agenda of the Barangay Assembly, for
purposes of BUB, the BPRAP can be one of its agenda.
3. Barangay Development Council- refers to the regular members of the
Barangay Development Council provided under the Local Government

Code. The Council shall spearhead the formulation and monitoring of the
projects.
4. Bottom Up Planning and Budgeting- an approach to formulating the
budget proposal of agencies taking into consideration the development
needs of poor cities/municipalities as identified in their respective local
poverty reduction action plans that shall be formulated with strong
participation of basic sectors and civil society organizations.
5. Civil Society Organizations- include non-government organization
(NGOs), Peoples Organization (Pos), cooperatives, trade unions,
professional associations, faith-based organizations, media groups,
indigenous peoples movements. Foundations and other citizens groups
formed primarily for social and economic development to plan and
monitor government programs and projects, engage in policy discussions,
and actively participate in collaborative activities with the government.
6. City/Municipality BUB Team- refers to the group who shall act as the
local facilitators during the conduct of the Barangay Assembly, for the
purposes of BUB, and shall provide guidance to the Enhanced BDC in the
formulation, implementation and monitoring of the BPRAP.
VI.

IMPLEMENTATION STRATEGIES

A. Orientation of the Punong Barangays


The Department of the Interior and Local Government (DILG), through
its City/Municipal Local Government Operations Officer (C/MLGOO) shall
orient all Punong Barangays on the Barangay BuB.
B. Orientation of the Barangay Development Council
The Barangay Development Council, in accordance to the its definition,
under Section V, shall be composed of the following:

D. IDENTIFICATION OF THE PROJECTS


The BDC shall review the Barangay Development Plan identify the
projects. The approved projects shall be evaluated by the Enhanced BDC and
shall come up with the Barangay Priority Projects. Barangay Priority Projects
shall be DRRM-related and cost at P500, 000-1,000.000.00 per project. The
Council shall then formulate with the Barangay Poverty Reduction Action Plan
and integrate it to the Annual Investment Program (AIP) and Barangay
Development Plan (BDP).
E. CONDUCT OF BARANGAY ASSEMBLY
During the Barangay Assembly for BUB, attended by at least 30% of all
residents of the barangay ages 15 and above, the majority of the assembly
shall approved the priority projects presented by the eBDC.
F. EVALUATION AND SUBMISSION THE BPRAP
The approved projects shall be submitted using the Annual Investment
Program (AIP). Barangay Priority Projects shall be DRRM-related and/or
enumerated as basic services and facilities under Section 17 of the Local
Government Code and cost at P500, 000-1,000.000.00 per project.
The Sangguniang Barangay shall endorse the projects before it is
submitted to the City/Municipal BUB Team, through issuance of a
Sangguniang Resolution.

The projects shall be submitted to the C/M BUB Team for its evaluation
and certification. Upon evaluation, a certification shall be issued by the
Team, in form of a resolution, approving the BPRAP and the list of priority
projects to be funded under BUB. The certification and the BPRAP shall be
forwarded to the Project Management Office under the DILG.
The PMO shall request from the DBM to download funds directly to the
barangay chargeable against the FY 2017 Barangay BUB Projects.
G. PROCUREMENT PROCESS
The BDC, upon receipt of the funds, shall convene to ensure project/s
implementation in conformity with the plan and shall coordinate with the
Barangay BAC for procurement process.
Procuring goods, consulting services and infrastructure projects shall be in
accordance with the RA 9184. Further, no procurement shall be undertaken
unless it is in accordance with the approved APP of the Barangay.
H. MONITORING AND EVALUATION
The BDC shall conduct monthly meeting and shall submit progress report on
project implementation per quarter.
The C/MBBuB Team shall provide guidance and other forms of assistance to
the barangays until completion of the projects.
The DILG-CO BBuB Team shall monitor and track project implementation and
completion of the project.
Budgetary requirement not exceeding 3% of the total Budget Cost of the
Barangay BuB Project implementation, shall be allocated for purposes of
monitoring and evaluation by the DILG.
VII.

ROLES AND RESPONSIBILITIES


A. PUNONG BARANGAY
1. Attend the orientation conducted by the C/MLGOO.
2. Shall orient the BDC and shall be accountable in ensuring that only
projects approved by the barangay assembly shall be evaluated and
included in the AIP Form No. 5.
3. Conduct the Barangay Assembly for BUB and ensure active
participation of the CSOs
4. Ensure submission of the AIP Form No. 5 to the City/Municipal BUB
Team

5. Comply with the requirements of RA 9184 of the Government


Procurement Act.
6. Ensure the submission of monthly monitoring reports regarding the
progress of projects
B. BARANGAY DEVELOPMENT COUNCIL
1. Identify the projects.
2. Attend the Barangay Assembly for BUB
3. Ensure that projects are approved during the Barangay Assembly
4. Submit the AIP Form No. 5 to the City/Municipal BUB Team for
evaluation and certification
5. Convene at least once every quarter for the monitoring and
evaluation of the projects
C. SANGGUNIANG BARANGAY
1. Serve as member of the BDC
2. Pass a resolution adopting the identified projects.
D. CITY/MUNICIPAL BUB TEAM
1. Assist the barangay in conducting the Barangay Assembly for BUB
2. Provide technical assistance to the BDC in project identification.
3. Issue certification endorsing the proposed projects.
4. Monitor and track project implementation and completion of the
project
E. DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT
1. REGIONAL OFFICES
1.1. Monitor the project implementation on barangays within
