Software Licensing
PROCUREMENT PROCESS
Following the completion of an EOI, WALGA is now at the Tender stage for the renewal of its Software
Licensing Preferred Supply. The new Contract will have three category areas:
Microsoft Software Licencing Services (LAR)
Council Business Systems
Specialist Software Applications
WALGA will not proceed with GIS systems through this contract, but intends to stream a new Contract in
this area during 2012.The contract will be available for access in early 2012, and is intended to deliver a
broader range of options to WALGA Members for service delivery in each of these areas of activity.

Business Solutions E-quotes


OBTAIN AND MANAGE QUOTES AND PROPOSALS WITH THE CLICK OF A BUTTON
WALGA Business Solutions has built an online portal to obtain and manage quotes and proposals for all
WALGA preferred supplier contracts. Local Government officers can now use this as an easier, faster and
more targeted way to select the best available suppliers for your procurement, with the confidence and
security of drawing from the pool of WALGA prequalified Preferred Suppliers.
All of the WALGA ICT panels have been loaded into this facility. Quotations can be easily requested at
any stage. WALGA staff are also available to
assist with introducing this system and supporting its use.

Telstra offers i-pad 2 to WALGA Members
Telstra has recently added the i-pad 2 to its stable of mobile products. Three models are available at launch,
in either black or white.
WALGA members can access the i-pad 2 via a Mobile Repayment Option (MRO) on no interest terms, with a
upfront payment of $11 for the 32 GB device and monthly payments of $34.54 over 24 months.

Telecommunications - Upgrades
TELSTRA PROVIDES ADSL2+ UPGRADE FOR REGIONAL LOCAL GOVERNMENTS
Many WALGA members in regional areas will be pleased to know that Telstra has confirmed its plans to
upgrade 200,000 phone lines to ADSL2+. Dubbed Project Top Hat, the project will be implemented by bolting
an additional box on top of existing cabinets, bypassing what used to take months of planning and network
construction.
Telstra says it is now finalising the locations of the first 900 of a planned 2000 Top Hat installations but
"locations where NBN rollout is imminent or on the roadmap for the near future will not be getting Top
Hat technology. It is an interim technology to provide fast broadband pending NBN rollout."

Telstra is also upgrading backhaul from the street side cabinets to gigabit ethernet to
remove potential bottlenecks in the network. This work will take place over the next 18 months.

TELSTRA - XORA TIMETRACK
Under the WALGA Telecommunications Contract, Telstra can deliver Xora, a world-class field
force management solution. Xora TimeTrack enables enterprises to manage remote worker
productivity, capturing critical field data, including job activity, timesheets, and locations.
Xora TimeTrack automates job dispatch and tracking, helps reduce paperwork and eliminate manual data entry, while
improving job costing processes. In addition, you gain real-time visibility through field force management using
Telstra's location based services and select GPS-enabled handsets. Back at the office, this information can be viewed
through maps and reports via a web interface, giving you powerful insight into field activity.

Telstra have recently completed two Xora
implementations under the WALGA Contract.
The Shire of Wongan Ballidu have deployed this system for Building and Maintenance, Construction, Maintenance,
Parks & Gardens, Rangers and & miscellaneous works. The product delivers time sheeting for field workers, who can
raise jobs and allocate work remotely. Officers punch on the job and input cost centres, plant details, odometer
readings and plant hours. When they punch off they can put in a description of the job and closing plan odometer
readings and hours. Plant details are optional whilst cost centre and job details are mandatory fields.
Rangers have some reoccurring jobs. To make the solution easy for them jobs have been created as always available.
A ranger clicks on the job and the cost centre auto populates with the cost centre associated with that job.

GPS location tracking is being utilised to validate time sheets, and improve productivity through the
introduction of dispatch efficiency with improved visibility. They are also using the field alert feature to
raise an alert within the application if they require support.
Xora GPS TimeTrack has been installed on Motorola Defy Android handsets with otterbox rugged cases.
The Shire of Kalamunda presently use Xora GPS Time Track for graffiti data collection and clean up. A field worker
within the waste management team photographs graffiti which is Geotagged and time stamped. They then complete a
form capturing some form details included details on the estimated cost of cleanup before submitting the report. Once
submitted the work sheet is automatically emailed back into their office and the Kalamunda police station.

TELSTRA ASSISTING WITH VEHICLE TRACKING
New legislation for Workplace Health and Safety will be in place during 2012.
The changes include additional compliance requirements relating to the
duty of care over officers who are required to drive a vehicle in the course
of their work. Telstra
supported technologies like Xora, Navman Wireless, and Trimble are
accessible through the WALGA Contract and can assist with the monitoring
of vehicle tracking, identification, and maintenance. These technologies
support organisational compliance and reporting.
