MANGROVE REHABILITATION AND CONSERVATION ACT A policy of


restoring natural environment or ecosystem.

ARTICLE I- TITLE
Section 1. This policy shall be known Mangrove Rehabilitation and Conservation Act in
Aloguinsan Bojo River.
ARTICLE II- DEFINITION OF TERMS
Section 1. As used in this document, the following terms are defined:
a. Mangroves- a tree or shrub that grows in chiefly tropical coastal swamps that are flooded
at high tide.
b. Rehabilitation- is the act of restoring something to its original state
c. Conservation- a careful preservation and protection of something; especially : planned
management of a natural resource to prevent exploitation, destruction, or neglect
d. Ecosystem- a biological community of interacting organisms and their physical
environment.
e. Legal Framework- a broad system of rules that governs and regulates decision making,
agreements, laws etc.
f. Community-based - used to describe an activity that is organized and takes place locally.
ARTICLE III- POLICIES IN SUSTAINING ALOGUINSAN AS A TOURIST
SPOT
Like other coastal ecosystems, mangroves are not safe from human intervention and
destruction. They were traditionally managed by small coastal communities at a sustainable
level, but their intense exploitation has led to an ever-worsening picture. These ecosystems have
become an easy target for the extraction of wood for fuel and construction, the production of
food and waste disposal (Adeel, 2001).
Due to the importance of mangrove forest to the ecological system and environment, it
is necessary to have a good management and conservation of mangrove forest. It will help to
solve mangrove forests issues and problems and eventually will help to achieve sustainability.
So severe of Implementation of Conserving and Rehabilitating of Mangroves shall be followed
by the following:
Section 1. Mangrove should be protected and preserve.

Section 1.1 Increase the public awareness and education about the benefits of the
mangrove forests.
Section 2. Promote sustainable management of forest .
Section 2.1 Like implementing an organization in protecting the mangrove and
developing the area as a destination.
Section 3. To establish and complete a legal framework for mangrove ecosystem management
which encourages community based-participation.
ARTICLE IV-VIOLATIONS
In order to preserve the comeliness of a mangroves, there should be a violation that
follows that should not be contravene. These are the following violations:
Section 1. Do not throw hazardous solutions like fertilizers, pesticides, and other toxic
man-made chemicals carried by river systems from sources upstream can kill animals living in
mangrove forests, while oil pollution can smother mangrove roots and suffocate the trees, the
penalty of doing this is equivalent of 3 days of Community Service.
Section 2. Do not cut mangrove trees for firewood, construction wood, wood chip and pulp
production, charcoal production, and animal fodder. While harvesting has taken place for
centuries, in some parts of the world it is no longer sustainable, threatening the future of the
forests, the consequence of doing this is to do a reforestation.
Section 3. If you decided to do trimming on mangrove, you need to ask permission and
approval from the land owners or authorities, the penalty of not having a permit you are going
to pay the amount of not higher than Php5000.00.
Section 4. Systematic dumping of all kinds of waste and debris in the mangrove areas
destroys them. Land reclamations and industrial effluents are the major causes of mangroves
degradation. Penalty of doing this is you should expend an amount of Php 2500.00.
4.1 This waste/debris creates a barrier preventing the sea water from entering the
mangroves and eventually kills the mangroves. In many instances, this is done
intentionally to reclaim land for construction activity. There is an urgent need to stop this
systematic degradation of mangroves.
ARTICLE V- EFFICTIVITY CLAUSE

Section 1. This policy shall take effect for fifteen (15) days in following its
publication in at least two (2) newspapers of general circulation and also when it is been
passed or approved the local ordinance.
