NARRATIVE REPORT ON SIMULTANEOUS SCHOOL-BASED CONDUCT
OF THE NATIONAL EARTHQUAKE DRILL 2016

I . I N T R O D U C T I O N
We c a n t p r e v e n t
phenomenal catastrophe to happen but we can
p r o t e c t ourselves unharmed if we are prepared!
In line with the campaign of the department of education in equipping
the school children with the knowledge, proper attitude and s k i l l s o n w h a t
t o d o i n c a s e o f a n a t u r a l a n d m a n - m a d e d i s a s t e r s l i ke
earthquake, President Roxas West Elementary School with St. Joseph
Diocesan School conducted the simultaneous school-based earthquake drill
on June 22, 2016 at 9:00 A.M. (Anti-Meridian). This was also affirmed by the
virtue of the Republic Act (RA) No. 10121 entitled The Philippine Disaster
Risk Reduction and Management Act of 2010, which mandates all national
government agencies to institutionalize policies, structures, coordination
mechanisms and programs with continuing budget appropriation on Disaster
Risk Reduction and Management (DRRM) from national to local levels and
DepEd Order No. 50, s. 2011 entitled Creation of Disaster Risk Reduction and
Management Office (DRRMO), which mandates the said office to initiate and
spearhead the establishment of mechanisms which prepare, guarantee
protection and increase resiliency of the Department of Education (DepEd)
constituents in the face of disaster, the DepEd issues the
enclosed Coordination and Information Management Protocols for the
schools, schools divisions offices (SDOs) and regional offices (ROs) and
coordinators to establish the system of coordination and information
management and provide guidance to DepEd field offices, schools and DRRM
coordinators on their respective roles and functions relative to DRRM
implementation. Further, DepEd Order No. 71, Series of 2014 stated that all
public and private schools and DepEd offices in full cooperation with the

National Disaster Risk Reduction and Management Council (NDRRMC) should


undertake a Simultaneous National School-Based Earthquake Drill. This
series of activities entitled "PAGYANIG 2016" is guided with the theme:
Duck, Cover and Hold to develop culture of" preparedness to the
different government agencies, community and the other sectors of
the society.

II. DRILL SCENARIO


On the 22nd morning of June before the conduct of the earthquake drill
after the flag ceremony, President Roxas West Elementary School held a
short programme starting with a prayer, opening remarks by Mrs. Erda F.
Buenafe Principal II, followed by an energizer and the Orientation Proper by
the Bureau of Fire Protection Headed by Arcenio Retuma and Company
together with some Philippine National Police. Before the actual drill they
undertook an orientation to the teachers and pupils. They disseminated the
information about the occurrence of earthquake as well as the needs to carry
out a drill to enhance the pupils awareness on the safety measures before,
during and after the said disaster. They made-mentioned of the guidelines
for the drills and also pointed out the possible evacuation area in the school.
And followed strictly the three important things during an earthquake. These
were the ducking, covering and holding, watching out for falling objects, and
keeping calm and avoiding panic.
The drill started with the awful sound blurted of a siren as a signal that
the earth is shaking stronger and stronger. Everybody sat down and docked
themselves in the ground. After a while when the sound is ended, the pupils
and parents and teachers went to the evacuation area of the school following
the evacuation route made by the school. After that, the teacher started
counting off if there pupils were complete. All shouted complete aside from
the Grade 4 who proclaimed that one was missing and so the BFP made a
search and rescue operation. It ended up with a rescued pupil safe and so
another drill was done successfully.
The activity was dramatically done through the teachers counting off

fire hose.
