financeminister,whoblamedaresurgenceofmilitantactivityinthesoutherly

TherenewedactivitiesofthemilitantsintheNigerDeltaisseriouslyaffectingour
oilproduction,infactitisnowdownto1.65[mb/d],KemiAdeosunsaidonstate
ownedNTAtelevisiononFridaymorning,Reutersreported.
Thefederalbudgetsignedintolawaweekagocountson2.2mb/dbutoutputhas
beenseveralhundredsofbarrelsbelowthataround1.7to1.8mb/dforthepast
severalmonths,writesMaggieFickinAbuja.Nigeria,longAfricastopoil
producer,isasofthisweekpumpinglessthanAngola.
ProductionbeganslidinginFebruarywhenanewmilitantgroupcallingitselfthe
NigerDeltaAvengersclaimedanattackonanunderwaterpipelinerunningthat
forcedRoyalDutchShelltoshutdownitsForcadosexportterminal,knockingoffat

least250,000bpd.Thegovernmenthassaiditwillbereopenedthismonthbutitis
notclearifrepairshavestarted.
EarlierthisweekShelldeclaredforcemajeureonexportsofBonnyLightcrude
afteraleakononeofitstrunklinesintheDelta,daysafterChevronhadtoshuta
platformfallinganattackalsoclaimedbytheNigerDeltaAvengers.
Itisnotclearwhoisbehindthenewgroupbutthestatementsattributedtothem
thatarebeingcirculatedonsocialmediasuggesttheirdemandsaresimilartothose
ofmilitantswhowagedaninsurgencyuntil2009thatslashedthecountrysoil
production.ThenewgrouphasvowedtobringNigeriasoiloutputtozero.
TheuptickinunrestintheDeltaandtheimpactonoilproductioncomesasthe
MuhammaduBuhariadministrationisconfrontingtheworsteconomiccrisisin
decadesduetotheoilpricecollapse.Mostofthe36stategovernmentsofthe
federationareunabletopaysalariesregularly.
