2016 Production Projects in Arts and Culture PROPs

GUIDELINES FOR APPLICANTS


Please read the Guidelines carefully before compiling your application.
Proposals that do not meet all the criteria and conditions will not be considered.

Please note that in this phase, in 2016 only applications from Albania or
Kosovo are eligible for funding through the PROPs grant-scheme! In future
this grant line may be available to other countries of our region.
Balkans Arts and Culture Fund (BAC)
BAC operates towards fostering inclusive, democratic, and prosperous societies in the
Balkans by strengthening the cultural sector, and encouraging regional collaboration
and integration.

PROPs Objectives
BAC aims to advance the independent cultural scene in the region by supporting
authentic cultural production, encouraging participation, and raising capacities of
cultural actors.
Through the PROPs grant-instrument, BAC specifically intends to:

increase the diversity and quality of contemporary artistic creation

decentralize and increase cultural offer and access to cultural content

increase mobility of ideas and communication between artists from different


communities

promote daring initiatives and critical debate

PROPs Criteria
Who can and cannot apply?
PROPs have to be designed and implemented by emerging independent cultural actors.
Applicants can be artists, activists, formal and informal groups and independent
cultural organisations, networks, foundations and/or associations.
In 2016 PROPS are available for applicants from Albania and Kosovo.
Established, well recognized and connected artists and organizations that have
potential to work on bigger regional level (Collaboration Project COLABs) should
restrain from applying for PROPs.
Balkans Arts and Culture Fund (BAC) is supported by the Swiss Government, the European Cultural
Foundation (ECF) and artngle - Balkans | Culture | Development.

Please note that travel stipends solely (travel expenses not related to a production, like
for example only for attending events) are not eligible for funding.

What kind of projects?


Production Projects (PROPs) are innovative, original and socially relevant contemporary
arts and culture projects. PROPs can be developed in any contemporary art field or in
several contemporary art fields as multidisciplinary project or they can be
interdisciplinary (e.g. combining contemporary artistic practices and research). PROPs
could take numerous forms, e.g. exhibitions, performances, round tables, street actions
or campaigns, festivals, concerts, publications, etc.
PROPs can be of local, national or regional scope, but it is obligatory to have some
activities and events taking place in the applicants country. Additional activities that
take place in the wider region/Europe, if they contribute reasonably to the project
objectives, may also be part of the project.
PROPs can be of maximum 6 months duration. Maximum grant-request to BAC is 5000
EURO.

What types of costs are eligible?


The following costs are considered eligible and they should be presented as follows:
in the budget section A. Production Costs - any material costs and services for
direct realization of the project (including materials, printing costs, rent of
venue, rent of equipment etc.);
in B. Fees and Copyrights - fees for project-participants involved in the
project-realization (e.g. fees for artists, artists exhibition fee etc.);
in C. Administrative/Organizational Costs all organizational costs (travel
costs, bank charges, etc.) and for organizations only some administrative
costs (fees of the management project, partial office and running costs,
accounting, etc.);
in D. Other Costs other costs that are not included in the previous sections
(e.g. monitoring costs, project-review costs, etc.).

What BAC does not fund?


Projects in the following fields/areas will not be considered for funding through PROPs:
cultural heritage; folklore and folk music; classical music; classical ballet; ethnography
and cultural anthropology; fashion & fashion design; software production and video
games; toys & games; crafts; cultural tourism; feature film; advertising.

Start date and Duration


The submitted project can start earliest 3 months and latest 6 months after the date of
submission.
Duration of PROPs is up to maximum 6 months.

Exclusion Criteria
An applicant (organisation, informal group, individual) can submit only one project idea
at a time. If the same applicant is included in two or more project proposals, all such
proposals will be disqualified in their entirety, without prior notice.
In case your project is not selected for a grant through the PROP granting scheme, you
can reapply with a different project earliest 4 months after your initial submission.
Project-related activities planned to be realised before April 01, 2016 are not eligible for
funding.
Please note that organizations benefiting (or have benefitted in the past) from other
BAC grants (COLABs) are not eligible to apply for PROP.
Applications which request more than the maximum possible grant-amount of 5000
EURO for a PROP are automatically disqualified.

Application and Selection Process


1. Submission of PROPs
Project ideas for PROPs are to be submitted by the applicant in the PROPs application
template in English language. The form is available on the BAC website at the
Downloads page:

The application form should be submitted as MS Word document. Applications should
be uploaded through BAC websites PROPS Submission page:

All successful uploads will receive an immediate automatic confirmation of receipt on
the website. In case if you are unable to upload the application through our website,
please submit the full application by email to bac@artanglebalkans.net

2. Selection of PROPs
BAC team will internally review the proposed PROPs for eligibility and select project
ideas in combination with external advisors. All applicants will be informed on the
decision by BAC latest 3 months upon submission of their project. The list of selected
project will be published on BAC web site continuously.
