THE PRESIDENCY
The role of the Presidency is to provide support services to the President, Vice-President, Prime Minister and Deputy Prime Minister in the
execution of their constitutional obligations and duties.
The Presidency includes all of the roles which are in the direct line of constitutional succession, as well as other positions such as Ministers
and Special Advisers and staff members from the public service whose function would be to service the Presidency in the execution of their
responsibilities.
The President and Prime Minister, together with their respective Deputies, represent the executive and administrative heartbeat of
Government business. The Ministers and Special Advisers assigned to this office will be required to provide strategic leadership,
management and administrative support services to the
above-mentioned Constitutional positions.
It is key for all of these roles to be institutionalized within the Presidency to ensure strategic leadership and communication to both the State
and society.
The President is constitutionally defined as the Head of State and of the Government, as well
as the Commander-in-Chief of the Armed Forces and the custodian of peace, security and
stability of the country. The primary responsibilities of the President are to use his executive
powers in the best interest of the country and to uphold, protect and defend the Constitution.
The President must operate in a manner in which it:
Provides leadership to the Government to ensure the implementation of the Election
Manifesto by ensuring an effective and professional civil service which is able to provide
the Namibian nation with efficient service delivery;
Effectively communicate government programs and policies to the Namibian nation and
ensure national understanding of key issues.
This should translate into a country where the state and society works towards a common
vision of holding public servants and citizens equally accountable to a shared
vision of inclusivity and accountability;
Monitor and evaluate the individual and collective performance of Ministers, as well as
their assigned Ministries. This is to ensure output which focuses on cost-sensitive effective
results and cost-efficiency;
Supports the key roles in the Presidency to exercise their constitutional responsibilities
while promoting social cohesion and national unity; and
Shape how Namibians relate to one another and to the world and allowing the constitutional
imperatives of inclusivity and national reconciliation.

The Prime Minister is the leader of Government business in Parliament, shall co-ordinate
the work of the Cabinet as head of administration, and shall perfom other functions as may
be assigned by the President or the Vice- President or any other law.

The Ministry of Works and Transport is expected to ensure continuous focus on the
development, maintenance and improvement of transport infrastructure. It is also expected to
manage assets operations and contracts to ensure that all state property are accounted for.

The Ministry of Lands and Resettlement is renamed the Ministry of Land Reform. This
ministry expected to accelerate the rate of land reform on a fair and equitable basis; accelerate
the process of acquiring land for the landless Namibians; harmonize land legislation and policies
dealing with land acquisition, usage and tenure, and ensure optimal land use in order to eradicate
poverty.

implementation of the communications legislation, address the accessibility and affordability of
information communication technology by the majority of Namibians; and ensure that information
dissemination of Government activities is prompt and effective.

The Ministry of Regional, Local Government and Housing and Rural Development is
renamed the Ministry of Urban and Rural Development. This Ministry expected to implement
comprehensive policies and programmes aimed at accelerating access to land in urban areas.
It is further expected to review legislation related to management of land in urban areas as well
as speedily address lack of services in informal settlements. You are also expected to devise
strategies that accelerate development and eradicate poverty in rural areas.

National Flag
The national flag is a symbol of our struggle for national unity. It symbolises peace,
unity and common loyalty to Namibia. The National Flag represents the nation in every
aspect. The Flag is a rectangular, with the colours arranged diagonally across it. The
top left-hand trianfgle is blue, the centre band red and the bottom right-hand triangle
is green. The colours are separated by narrow white bands. On the blue triangle is a
golden sun with twelve triangular rays. The rays are separated from the golden centre
by a blue ring.

The sun symbolises life and energy. The colour gold represents warmth
and the colour of our plains and the Namib Desert.
Blue symbolises the Namibian sky, the Atlantic Ocean, our marine
resources and the importance of rain and water.
Red represents the Namibia people, their heroism and determination to
build a future of equal opportunities for all.
White refers to peace and unity.
Green symbolises Namibias vegetation and agricultural resources.
Presidential Standard
The Flag of Namibias President represents the supreme authority of the Namibian
Head of State and is flown to indicate his presence. The Flag is also flown on the
Presidents car. The Flag is rectagular with three triangles in the colours blue, gold and
green. The gold is charged with the Coat of Arms. The use of the Presidents Flag is is
restricted to Namibia. When the President travels to other countries, only the National
Flag is used. This means that only the National Flag can be flown in foreign countries
to represent Namibia, while the Presidents Flag represents the status and authority of
the President in Namibia.
The Coat of Arms represents Namibia and its people. It is the official emblem of the
Government Service as a statutory body. The Coat of Arms is therefore depicted on
official stationaries, used by the Public service. The Coat of Arms may not be used
by private bodies without the express permission of the President. The National Flag
is reproduced on the shield. The animals and plant on the Coat of Arms are used
symbolically. The African Fish Eagle has excellent vision and is thus a symbol of the
farsightedness of our countrys leaders. The Oryx (Gemsbok) is renowned for its
courage, elegance and pride.
The Welwitschia mirabilis, a unique desert plant, is a fighter for survival and therefore
a symbol of our nations fortitude and tenacity.
The headband refers to our traditions and the diamond shapes to our natural
resources. The motto Unity,Liberty, Justice enshrines the key principles embodied in
the Constitution.
National Seal
The National Seal bears the National Motto - Unity, Liberty, Justice twice, once on a rib
beneath the Coat of Arms and again circumscribed on the rim.
It is circumscribed with the word NAMIBIA.
The Great Seal is used by the President to verify the authenticity of documents of state.
