ATTACKS AGAINST ARCHBISHOP CONTINUE AS PREDICTED
Another malicious and calumnious accusation against the Archbishop has surfaced; this time from the
mother of a man who has been deceased for eleven years. The Archbishop strongly denies this
accusation as he had done so before.
The fierce attacks against the Archbishop exploded three years ago when he removed the
administration of the Cathedral-Basilica, the Museum and the Catholic Cemeteries of Guam for
reasons of financial mismanagement.
Tim Rohr and his associates launched a vicious and calumnious attack on the Archbishop and the
Church. They demanded that the Archbishop return to the former ways of financial administration,
when the archdiocese was increasing debts every year because of mismanagement. They wanted to
sell the seminary in Yona to cover the substantial debt accumulated by the previous administration of
these three entities. The Archbishop was adamantly opposed to the idea of selling the seminary to
cover these debts. Thus began a malicious campaign to denounce and attack the Archbishop at
whatever cost to get him out of the way.
The perpetrators of these calumnies have resorted to insults and violence revealing their true intention
to destroy the Catholic Church and discredit the Archbishop by whatever means. Their method is to
confuse and mislead the faithful, even to the point of inducing some to bring false testimony. This was
predicted even before the first accusation was revealed.
Those who are orchestrating this campaign are inciting people into hatred of the Archbishop and the
Catholic Church. They have produced scandal, confusion and grave errors with the cruel intent to
injure the Archbishop, the Catholic Church in Guam and many other people of good will who have
been outraged and harassed. Therefore, the Archdiocese of Agana is in the process of taking canonical
and legal measures against those perpetrating these malicious lies.
Archbishop Anthony urges the faithful not to be afraid, and to stand for the truth and he asks for your
prayers.

Archdiocese plans to sue for malicious lies again

For the second time in two weeks, the Archdiocese of Agana announced plans to file lawsuits against those
whom it said have been perpetrating malicious lies about Archbishop Anthony Apuron and the Catholic
Church. It also plans to bring the case through the churchs own court system.
The archdioceses statement comes on the heels of the latest allegation against the highest Catholic leader in
Guam.

Doris Y. Concepcion, of Prescott, Arizona, recently told Pacific Daily News her deceased son, when he was
serving as an altar boy, was molested by Apuron when the latter was the parish priest at Mount Carmel Church

in Agat in the late 1970s.


Concepcion said her son, Joseph A. Quinata, revealed his secret shortly before he died 11 years ago.

The Archdioceses statement also comes hours after the worlds largest support group for clergy abuse victims called on Apuron to step aside, as well as
for the Vatican and Pope Francis to remove him.

This time around, the archdioceses statement has named at least one specific person and his associates.
Tim Rohr and his associates launched a vicious and calumnious attack on the Archbishop and the Church, the Archdiocese of Agana said. They

Rohr, who writes about the local Catholic Church on his blog site JungleWatch (http://www.junglewatch.info/), said Tuesday he welcomes the legal action
that the Archdiocese is planning, hoping that everything will be revealed in court.

He said it was strange that the Archdiocese named him in its statement, but didnt send him a copy of the statement. Rohr said he heard about the
statement only when contacted by PDN.

Rohr said Father Edivaldo da Silva Oliveira of the Archdiocese didnt even bother to put a specific name of who is taking legal action when they
managed to specifically name him as among those they accuse.
Rohr also pointed out that he himself did not know Doris Concepcion, or Roy Quintanilla, the man who came forward a few weeks ago to say that he was
molested by Apuron when he was an altar boy in the 1970s.
He said with the way things are, others may come forward to say that they or their loved ones were also abused by Apuron or other priests.
The Archdiocese, in a statement, said the perpetrators of these calumnies have resorted to insults and violence revealing their true intention to destroy
the Catholic Church and discredit the Archbishop by whatever means.

Guam - In response to the latest allegations of sex abuse against Archbishop Anthony Apuron
by Doris Concepcion who says her son was molested by Apuron, the Archdiocese of Agana
released a statement once again denying the allegations.!

The release blames catholic blogger Tim Rohr for "launching a vicious and calumnious attack on
the archbishop and the church." !

The release says that the malicious campaign is in retaliation for refusing to sell the Yona
seminary to cover debt from the previous administration.!

New allegations of sex abuse leveled by the mother of an alleged victim of Archbishop Anthony
Apuron prompted responses from the Archdiocese of Agana and by the Survivors Network of those
Abused by Priests (SNAP).
In a statement, Joelle Casteix, western regional director of SNAP, said, "Our hearts ache for Doris
Concepcion, who has so bravely spoken out about the abuse her son endured."
In its response, the Archdiocese of Agana stated: Another malicious and calumnious accusation
against the archbishop has surfaced; this time from the mother of a man who has been deceased
for 11 years. The archbishop strongly denies this accusation as he had done so before.
On May 17, former Guam resident Roy Quintanilla alleged he had been molested by the archbishop
40 years ago when Apuron was a priest at the Our Lady of Mount Carmel Church in Agat and
Quintanilla was a 12-year-old altar boy.
Casteix said it is time for the Vatican and Pope Francis to adhere to their promises of child safety.
They must immediately step in and publicly remove Apuron from his oce until a complete and
independent investigation is complete, he said.
Casteix also said Apuron should and must do the right thing and voluntarily step aside in the
meantime. No cleric, especially an archbishop, should remain in ministry when he has two credible
allegations of abuse that have not been investigated.
Reason
In its statement, the archdiocese said that the reason for the erce attacks is due to the removal
of the administration of the Cathedral-Basilica, the basilica museum and the Catholic cemeteries
three years ago.
Tim Rohr and his associates launched a 'vicious and calumnious attack' on the archbishop and
the church, the statement says.
The statement also refers to the selling of the Yona seminary to cover debts incurred at the hands
of the former administration. According to the statement, this was the beginning of the malicious
campaign to denounce and attack the archbishop at whatever cost to get him out of the way.

In his statement, Casteix said: Parents of sexual abuse victims carry an awful and painful burden.
Ms. Concepcion only wanted the best for her son. She had no idea that she was possibly putting
her child in the path of a predator.
The SNAP statement also said, Two brave people have now come forward to allege child sexual
abuse at the hands of Archbishop Apuron. The time for internal investigations, bullying
parishioners, and maintaining the status quo is over.
We implore other victims to come forward to law enforcement and civil authorities. As Roy
Quintanilla and Doris Concepcion have shown Guam's victims of abuse, help and support are
available, Casteix wrote.

A note purported to be from an attorney in the Northern Mariana Island said that even though the
alleged victim Joseph Quinata has died, the statements he made to his mother about the abuse
that allegedly happened when he was 11 years old would be admissible in a court of law because
they were made in the face of imminent death. Quinata reportedly died of an illness shortly after he
made the statements.

The Archdiocese of Agana claims years of attacks and recent allegations made
against Archbishop Anthony Apuron are part of malicious smear campaign against
him and a plot to take him down.
Following a press conference held by the former sex abuse response coordinator for
the Archdiocese of Agana, Deacon Stephen Martinez, the archdiocese is firing back.
Martinez claimed the sex abuse policy was flawed because the archbishop essentially
has the final say in all complaints that are filed and investigated. Two people have
come forward alleging allegations of sexual molestation against the archbishop
when he was a priest at Mount Carmel Church in Agat decades ago.

The archdiocese says Martinez's allegation that the policy was kept weak purposely

by the archbishop to protect himself is slanderous and their only recourse is civil
and canonical legal processes to address what they call are intentional lies.
According to a media release the archdiocese is working with one of the most
prominent US legal firms to address these issues and with an independent
investigator to inquire about this allegation and these rumors.
The church meanwhile is also accusing Martinez of being part of a conspiracy or
the "Rohr Group" to topple the archbishop. Tim Rohr operates the JungleWatch blog,
which has been critical of the archbishop over the last several years.
The church further claims Martinez, who was the former archdiocesan financial
officer was incompetent in his position and for six years in a row failed to submit
required financial reports to the Vatican. The archdiocese alleges this finance
council conspired to sell the Yona seminary property in order to cover their
financial misdeeds. So where does Rohr fit in?
According to the church they allege he had a personal interest in the plan and was
supposed to be involved in the multi-million dollar sale as a real estate mediator.
You may remember the sudden removal of Monsignor James Benavente - the
archdiocese now claims that his removal allowed the archdiocese to uncover the

mismanagement and angered those who had a vested interest in the sale of the
seminary property, "Thus the group condemning the archbishop today is working
towards his demise and has continued with a relentlessly malicious smear
campaign".
The archdiocese says the archbishop is being persecuted because he is cleaning up
the church we all love. The press release meanwhile did not make mention of Roy
Quintanilla and Doris Concepcion, the two who came forward with the molestation
allegations against the archbishop. It was not specific as to whether they are
included in the independent investigation.
In an e-mail response, Father Adrian Cristobal stated at this time the archdiocese
is not providing the specifics of the investigation but assures that they are
applying the sex abuse policy in the area.
In response to the archdiocese's latest press release, Rohr tells KUAM News, "I am very
glad that they actually accused me of something publicly. I've been looking for an
opportunity to play offense.
Deacon Martinez issued the following response:
"The keyword is incompetence.
- Archbishop was incompetent when he failed to investigate his own violation of the sex abuse policy
regarding notification, that I advised him of in 2014.
- The Archbishop was incompetent when he failed to do the required background check on Fr John
Wadeson before bringing him into the Archdiocese
- The Archbishop was incompetent when he failed to do a required psychological
evaluation on Fr John Wadeson.
- The Archbishop was incompetent when he failed to do required background checks and
psychological evaluations for all seminarians in Yona.
- The Archbishop was incompetent when he failed to update the sexual abuse policy to address the
issue of conflict of interest should there ever be an allegation against the Archbishop or any person
involved in the administration of the sex abuse policy.
- The Archbishop was incompetent when he failed to promptly investigate the allegation
against Fr Luis Camacho.
- The Archbishop was incompetent when he allowed Fr Luis Camacho to minister to youth in Qatar.
- The Archbishop was incompetent when he failed to initiate an investigation into the allegation by
Roy Quintanilla and Doris Concepcion.
- The Archbishop was incompetent when he failed to provide a support person to Roy Quintanilla and
Doris Concepcion.
- The Archbishop was incompetent when he attacked the accusing victims, rather than reach out to
them with care and support.
- The Archbishop was incompetent when he failed to step aside as the accused until the
investigation has been completed.
Perhaps the true test of competence would be to rapidly commence an independent and professional
investigation of the sex abuse allegations brought forward in 2015 and 2016."
