Dear fellow Franklin County Republican Party Central Committeeman:

It has been my honor to serve as the Treasurer of the Franklin County Republican Party
(“FCRP”) since 2004. My involvement with the FCRP has deep roots as an eight-time elected
central committee member and a former full-time employee as the organization’s finance
director from 1995-1997, during which time we raised more than $1,000,000.

As treasurer, it is my obligation to provide complete and accurate financial information about the
FCRP in the public domain. I have taken great pride in my doing just that. Like all non-profits,
contributions are the lifeblood of our organization. Contributors expect nothing but the most
transparent financial reporting, and not doing so subjects the FCRP to reputational harm and me
to potential civil and criminal penalties.

I received last week a letter from Bill Todd.

He writes about “Democrats” outraising “Republicans” by specified margins. Exactly “who” he


is referring to as “Ds” and “Rs” is unclear, but he cannot be comparing the two county parties.

I just reviewed and studied the official, public reports of the two parties from 2004 through 2010.
2004 was the year in which Doug Preisse, Brad Sinnott and I were elected to our respective
leadership positions. In this period, the Franklin County Republican Party has outraised
the Franklin County Democratic Party by $811,369 (37%), $2,195,290 to $3,006,659.

I thought you might find helpful the following additional information with respect to fundraising
efforts:

• Bill states, “In 2010, Democrats raised $4 for every $1 we raised.” Again, the reader
isn’t told who he is calling “Democrats” but I, for one, am not putting 2010 in the past
tense yet. Furthermore, you should be made aware that Attorney General Richard
Cordray has “parked” $250,000 with each of the Franklin and Summit County
Democratic Parties presumably for his benefit down the road. This is reported as a
contribution by the Franklin County Democratic Party (“FCDP”).

• To date in 2010, the Cordray “parked” money aside, the FCRP has outraised the FCDP
by almost 2-1 (91%).
• In 2009, the Democratic city council candidates raised relatively little money for their
own campaign committees but, instead, directed contributions under the “umbrella” of
the FCDP. This inflates FCDP contributions by about another $250,000.

• During 2009, Bill Todd created a political action committee in his effort on the Columbus
income tax increase ballot issue. He raised $0.00 for this committee.

• In 2007, the Republican candidate for Columbus Mayor reported raising $256,555, with
$100,000 of that coming from the FCRP and $72,500 being contributed by the Ohio
Republican Party.

Campaign finance reports that are the source of the financial information and conclusions that
are described above are available for public inspection online at the Secretary of State’s website
and at the offices of the Franklin County Board of Elections.

I will be seeking re-election as Treasurer this Wednesday night on the Preisse-Sinnott leadership
ticket. I believe wholeheartedly our ticket, along with your leadership, will make 2010 the
banner year we expect of Republicans. And, together, we will end this era of government
takeover of the private sector and the endless onslaught of reckless spending and confiscatory
taxation. I humbly ask you for your vote with my commitment of continued complete and
accurate financial reporting. And, I ask you to join me as I proudly cast my vote for Doug, Brad
and the rest of our leadership ticket.
