This case was filed at the Lancaster County Courthouse on June 27, 2016 in person at the Office of
the Prothonotary at the Lancaster County Courthouse.This injunction was a desperate plea for relief of a
host of criminal and civil violations presently being perpetrated against my person, my property, my
professional reputation, my mind, etc. The following is from the injunction Due to the actions and
criminal activity of the foregoing, see Part I, Parties and Complaints, it is reasonable to prove
that every aspect of the Complainants life, Stan J. Caterbone, is subject to undo influence;
harassment; torture; obstruction; etc. thus resulting in irreparable harm and injury. This
situation and set of circumstances as outlined here, and in Part II, Finding of Facts, and all
previous filings; reports; and statements, is a prescription for only one endgame - death or
suicide. There is no life action or activity that is immune from this horrendous HATE CRIME.
The precedent and landmark elements that make this so appalling is that the Complainant has
never done anything to set these circumstances in motion but to be right regarding
International Signal & Control back in 1987.
Attached is a file containing my complaints to the Pennsylvania Judicial Conduct Board dating back to
2006 and containing at least 6 docketed complaints to your office. Also attached are letters and
correspondence relating to previous complaints against the very same actors relating to the very same
issues and violations.
Rather than waste my time with numerous COMPLAINTS, the following are cases in which I wish to
officially and formally file complaints of some of the grossest violations of judicial misconduct that your
office has ever witnessed. THESE VIOLATIONS ARE:
1. A MEANS OF TORTURE AND HARASSMENT
2. A MEANS OF ENTRAPMENT BY HARASSING ME SO BAD THEN ILICITING A RESPONSE
AND LYING ABOUT IT IN ORDER TO CALL THE LANCASTER CITY POLICE AND GET
EITHER AN ARREST OR A INVOLUNTARY PSYCHIATRIC COMMITMENT
3. A MEANS TO OBSTRUCT JUSTICE AND MY DUE PROCESS RIGHTS.
The following cases contain the very same violations involving the very same court staff, court
clerks, court judges, court clerks of judges, and most importantly law enforcement that violate
the abuse of process laws.

Dear Mr. Masse;
Unfortunately, in addition to the problems with the Criminal Justice System in Lancaster
County and the Commonwealth of Pennsylvania, I have had my legal files, materials, and evidence
stolen from me. Most of it was recently returned on April 13, 2007, however, sorting and verifying
my files has been a tedious and time-consuming effort. In addition, I have just found some
unopened mail from October of 2006, which was addressed from your office. This was some of the
files that were returned to me on April 13th. All of these matters are before the Pennsylvania
Superior Court, MDA 1463-2006 and the Pennsylvania Supreme Court 248 MAL-2007.
May I request a complete update of all of my complaints and the status, with a copy of the
Complaint cover sheet? It would be the only way that I can verify my documents, and determine if
any files are missing.
Also attached are the dockets for 21 criminal charges that have been dismissed, withdrawn,
or not guilty verdicts returned. I am sure that your office will look at my complaints in a different
manner. And, of course, I was pro se for most of these proceedings. I also have 3 criminal appeals
in the Superior Court of Pennsylvania, and would most appreciate your office being as judicious and
as impartial as you can possibly be.
Remember, I am a Federal Whistle-Blower and have proven beyond a shadow of a doubt that
the RICO Anti-SLAPP provision has been violated.

I have received your letter dated December 26, 2006, and you are confusing me. I
have reason to believe that my documents are not being filed in your office or are not
being filed in a timely manner. I have had similar problems with your staff this past year
when I personally filed court documents at the Lancaster County Courthouse.
For the above reason, I am formally requesting a copy of all documents that I have
filed since October 30th, 2006, and sent to me at the prison. I am not receiving receipts
for all of my filings. This past summer my drivers license appeal and related documents
to Penn DOT are missing from your office.
I am also formally and officially requesting a transcript of the court record for all of
my court trials and appearances, as prescribed by law. The trial of CP-36-CR-00028432006 is under appeal and CP-36-CR-0003179-2006 is now formally being challenged for
civil rights violations under 1983.
In Griffin v. Illinois, 351 U.S. 13, 76 S ct. 585, 100 L. Ed. 891 (1959) An indigent
has a Constitutional Right to Free Transcript for Appeal of Right.
I would appreciate a quick response to these matters as they are material to
my Federal litigation in United States District Court case no.s 05-cv-2288 and 06-cv4650.

Employee verifies the package volume count on the Package Pickup Carrier Manifest.
- If the volume on the manifest matches the volume being collected from the customer, the employee should make the 1:YES selection
by pressing the number 1 on the keypad of the handheld scanner, or on the keyboard of the POS ONE terminal.
- If the volume on the manifest does not match the volume being collected from the customer, the employee should make the 2:NO
selection. The mail should still be collected and dispatched as normal.
