Theneedforasinglebodytooverseeassociationfootballbecameapparentatthebeginningofthe20th
centurywiththeincreasingpopularityofinternationalfixtures.TheFdrationInternationaledeFootball
Association(FIFA)wasfoundedintherearoftheheadquartersoftheUniondesSocitsFranaisesde
SportsAthltiquesattheRueSaintHonor229inParison21May1904.[4]TheFrenchnameandacronym
persistevenoutsideFrenchspeakingcountries.Thefoundingmemberswerethenationalassociationsof
Belgium,Denmark,France,theNetherlands,Spain(representedbyMadridFootballClubtheSpanish
federationwasnotcreateduntil1913),SwedenandSwitzerland.Also,thatsameday,theGerman
Associationdeclareditsintentionofaffiliatingthroughatelegram.[1]

ThefirstpresidentofFIFAwasRobertGurin.Gurinwasreplacedin1906byDanielBurleyWoolfall
fromEngland,bythenamemberoftheassociation.ThefirsttournamentFIFAstaged,theassociation
footballcompetitionforthe1908OlympicsinLondonwasmoresuccessfulthanitsOlympicpredecessors,
despitethepresenceofprofessionalfootballers,contrarytothefoundingprinciplesofFIFA.
MembershipofFIFAexpandedbeyondEuropewiththeapplicationofSouthAfricain1908,Argentinaand
Chilein1912,andCanadaandtheUnitedStatesin1913.
DuringWorldWarI,withmanyplayerssentofftowarandthepossibilityoftravelforinternational
fixturesseverelylimited,theorganisation'ssurvivalwasindoubt.Postwar,followingthedeathof
Woolfall,theorganisationwasrunbyDutchmanCarlHirschmann.Itwassavedfromextinction,butatthe
costofthewithdrawaloftheHomeNations(oftheUnitedKingdom),whocitedanunwillingnessto
participateininternationalcompetitionswiththeirrecentWorldWarenemies.TheHomeNationslater
resumedtheirmembership.

elections.CongresselectsthePresidentofFIFA,itsGeneralSecretary,andtheothermembersofFIFA's
ExecutiveCommitteeontheyearfollowingtheFIFAWorldCup.[5]Eachnationalfootballassociationhas
onevote,regardlessofitssizeorfootballingstrength.
ThePresidentandGeneralSecretaryarethemainofficeholdersofFIFA,andareinchargeofitsdaily
administration,carriedoutbytheGeneralSecretariat,withitsstaffofapproximately280members.FIFA's
ExecutiveCommittee,chairedbythePresident,isthemaindecisionmakingbodyoftheorganisationinthe
intervalsofCongress.FIFA'sworldwideorganisationalstructurealsoconsistsofseveralotherbodies,under
authorityoftheExecutiveCommitteeorcreatedbyCongressasstandingcommittees.Amongthosebodies

2011was30millionfor35persons.Blatter,theonlyfulltimepersononthecommittee,earns
approximatelytwomillionSwissfrancs,1.2millioninsalaryandtherestinbonuses.[6][7][8]Areportin
London'sSundayTimesinJune2014saidthemembersofthecommitteehadtheirsalariesdoubledfrom

Game,arenotsolelytheresponsibilityofFIFAtheyaremaintained

(IFAB).FIFAhasmembersonitsboard(fourrepresentatives)the
otherfourareprovidedbythefootballassociationsoftheUnited
Kingdom:England,Scotland,Wales,andNorthernIreland,who
jointlyestablishedIFABin1882andarerecognisedforthecreation
andhistoryofthegame.ChangestotheLawsoftheGamemustbe

detailinganallegedinternationalcashforcontractsscandalfollowingthecollapseofFIFA'smarketing
partnerISL,andrevealedhowsomefootballofficialshavebeenurgedtosecretlyrepaythesweetenersthey
received.ThebookalsoallegedthatvoterigginghadoccurredinthefightforSeppBlatter'scontinued
controlofFIFA.
ShortlyafterthereleaseofFoul!aBBCtelevisionexposbyJenningsandBBCproducerRogerCorkefor
theBBCnewsprogrammePanoramawasbroadcast.Inthishourlongprogramme,screenedon11June
2006,JenningsandthePanoramateamagreethatSeppBlatterwasbeinginvestigatedbySwisspoliceover

expos,BrennanthehighestlevelAfricanAmericaninthehistoryofworldfootballgovernancejoined
Jennings,TrinidadianjournalistLisanaLiburdandmanyothersinexposingallegedlyinappropriate
allocationsofmoneyatCONCACAF,anddrewconnectionsbetweenostensibleCONCACAFcriminality
andsimilarbehavioursatFIFA.Sincethen,andinthelightoffreshallegationsofbriberyandcorruption
andopaqueactionbyFIFAinlate2010,[23]bothJenningsandBrennanremainhighlycriticalofFIFA,with

InafurtherPanoramadocumentarybroadcastonBBCOneon29November2010,Jenningsallegedthat
threeseniorFIFAofficials,NicolasLeoz,IssaHayatouandRicardoTeixeira,hadbeenpaidhugebribesby
FIFA'smarketingpartnerInternationalSportsLeisure(ISL)between1989and1999,whichFIFAhadfailed
toinvestigate.Heclaimedtheyappearedonalistof175bribespaidbyISL,totallingabout$100million.A
formerISLexecutivesaidthatthereweresuspicionswithinISLthatthecompanywasonlyawardedthe
marketingcontractforsuccessiveWorldCupsbypayingbribestoFIFAofficials.Theprogrammealso
allegedthatanothercurrentofficial,JackWarner,hasbeenrepeatedlyinvolvedinresellingWorldCup
ticketstotoutsSeppBlattersaidthatFIFAhadnotinvestigatedtheallegationbecauseithadnotbeentold
aboutitvia'officialchannels'.
TheprogrammealsocriticizedFIFAforallegedlyrequiringWorldCuphostbiddingnationstoagreeto
implementspeciallawsfortheWorldCup,includingblankettaxexemptionforFIFAandsponsors,and
limitationofworkers'rights.Itallegedthatgovernmentsofbiddingnationsarerequiredtokeepthedetails
oftherequiredlawsconfidentialduringthebiddingprocessbutthattheywererevealedbytheDutch
government,whichrefusedtoagreetothem,asaresultofwhichitwastoldbyFIFAthatitsbidcouldbe

BritishPrimeMinisterDavidCameronandAndyAnson,headofEngland'sWorldCupbid,criticizedthe
timingofthebroadcast,threedaysbeforeFIFA'sdecisiononthehostforthe2018FIFAWorldCup,onthe
groundsthatitmightdamageEngland'sbidthevotersincludedofficialsaccusedbytheprogramme.[25][26]
InJune2011,itcametolightthattheIOChadstartedinquiryproceedingsagainstFIFAhonorarypresident
JooHavelangeintoclaimsofbribery.TheBBCPanoramaprogrammeallegedthattheBrazilianaccepted
a$1million'bung'in1997fromInternationalSportsLeisure(ISL).TheOlympicgoverningbodysaid"the
IOCtakesallallegationsofcorruptionveryseriouslyandwewouldalwaysaskforanyevidenceof
wrongdoinginvolvinganyIOCmemberstobepassedtoourethicscommission".[27]
DaveZirinsaidgreed,corruption,nonfeasanceandmalfeasanceareendemictoFIFAleadership,andthat
FIFAshouldbeabolishedforthegoodofthegame.HesaidthatcurrentlyFIFAisinchargeofboth
monitoringcorruptioninsoccermatches,andmarketingandsellingthesport,butthattwoseparate
organizationalbodiesareneeded:anorganizationalbodythatmonitorscorruptionandmatchfixingandthe

FIFA'schoicetoawardthe2018WorldCuptoRussiaandthe2022WorldCuptoQatarhasbeenwidely
criticisedbymedia.[29][30][31][32][33]IthasbeenallegedthatsomeFIFAinsidesourcesinsistthattheRussian
kickbacksofcashandgiftsgiventoFIFAexecutivememberswereenoughtosecuretheRussian2018bid
weeksbeforetheresultwasannounced.[34]SeppBlatterwaswidelycriticisedinthemediaforgivinga
warningaboutthe"evilsofthemedia"inaspeechtoFIFAexecutivecommitteemembersshortlybefore
theyvotedonthehostingofthe2018WorldCup,areferencetoTheSundayTimesexposs[35]andthe
Panoramainvestigation.[36]
TwomembersofFIFA'sexecutivecommitteewerebannedfromallfootballrelatedactivityinNovember
2010forallegedlyofferingtoselltheirvotestoundercovernewspaperreporters.InearlyMay2011,a
BritishparliamentaryinquiryintowhyEnglandfailedtosecurethe2018finalswastoldbymemberof
parliament,DamianCollins,thattherewasevidencefromtheSundayTimesnewspaperthatIssaHayatou
ofCameroonandJacquesAnoumaofCted'IvoirewerepaidbyQatar.Qatarhavecategoricallydeniedthe
allegations,ashaveHayatouandAnouma.[37]
FIFAPresidentBlattersaid,asof23May2011,thatBritishnewspaperTheSundayTimeshasagreedto
bringitswhistleblowingsourcetomeetseniorFIFAofficials,whowilldecidewhethertoorderanew
investigationintoallegedWorldCupbiddingcorruption."[TheSundayTimes]arehappy,theyagreedthat
theywillbringthiswhistleblowerheretoZurichandthenwewillhaveadiscussion,aninvestigationof
this,"Blattersaid.
Specifically,thewhistleblowerclaimsthatFIFAexecutivecommitteemembersIssaHayatouandJacques
Anoumawerepaid$1.5milliontovoteforQatar.[38][39]Theemirate'sbidbeattheUnitedStatesinafinal
roundofvotinglastDecember.Blatterdidnotruleoutreopeningthe2022voteifcorruptioncouldbe
