CONSTITUTION OF PAKISTAN MEO ITTIHAD

PREAMBLE

Whereas, the Pakistan Meo Ittihad represent the largest community of


Pakistan i.e. being of martial race of Meos, a race famous of its
bravery, dignity and strength of character.
Whereas, its all followers within and outside the country actively and
faithfully, support the cause of the party for which it is founded.
Whereas, the principal of the democracy, tolerance, equality, honesty
and faithfulness to the ideals of the party shall be fully observed.
Whereas, Pakistan Meo Ittihad believes in the supremacy of Quran
and Sunnah in Pakistan and motivate towards it peoples of all spheres
in accordance with the teaching and requirements of holy Quran and
Sunnah.
Whereas, Pakistan Meo Ittihad including all Rajput communities
work for the promotion of teaching of Islam and the eradication of
social evils.
Whereas, the followers of the Meo Ittihad desire to follow the foot
steps of SIR SYED AHMAD KHAN in the promotion of education
efforts and enlightenment of the country and to realize the dream and
the Principal the Quaid.

Whereas, the Pakistan Meo Ittihad believe that today there is a


foremost need of our nation to work on the Principals of our Quaid to
inspire our young generation to follow the same for the sovereignty of
our country which is badly needed today and want to give massage to
our nation particularly the young generation to follow that.
Whereas, the majority of Meo community belongs to Rajput
Zamindar family and being a martial race, have been fighting against
the disruption forces. Now time has come again to fight such forces
which have again raised their heads and are badly damaging the
image of Pakistan and Muslim nation as a whole and to save future of
country and to work for its welfare as has done by the great leader
(Quid--e--Mewat) Mr. Ajmal Khan Meo of scion of Meo Community
whose dauntless efforts for the Meo community will be remembered
for ever in future and his ideals and principals will ever show the
nation right path to follow and achieve goals of faith, unity, honesty
and discipline in every walk of life.
Therefore:
We have launched a political party under the name and style of
“PAKISTAN MEO ITTIHAD” whose door is open to the like minded
people from of all over the country.

NAME: - “PAKISTAN MEO ITTIHAD”

THE AIMS AND OBJECTIVES OF PAKISTAN MEO ITTIHAD;

1. To make Pakistan a modern Islamic welfare state in which


fundamental rights of all people regardless of in caste or class shall be
ensured in which they can live in peace harmony, and happiness without any
fair and harassment with all chances to grow on equal footings without any
discrimination of their faith and belief by eradicating corruption, mal-
practices, dishonesty, deception, and abuse of power in all its forms and
manifestations from public life and to create everlasting institutions of
accountability of those who have corrupted the system and to re-organize,
protect persons of integrity and competence in all walks of life.

2. To provide full time job to all youth whether skilled are non skilled in
all fields of economy whether industrial, agricultural, finance, or service etc
with a view to ensure that all people of society must be able to produce
something which they can do so that there come output from all sector of
economy which will render sizeable growth in the G.N.P. of the country by
making more attention by establishing value added industry which will
increase the export of the country and resulting decrease of the import of
country so as to have the balance of trade in favour of country. Furthermore,
every effort will made to bring the balance of payment in favour of the
country which we feel is the only key of success of the country.
3. To promote equality, unity, solidarity and brotherhood amongst the
citizens and to strive for a Pakistani identity proving by means of education,
character, discipline, civilizations by respecting customs, traditions, rights,
culture, honesty and dignity of all.
4. To achieve the mission of Meo community of a welfare state to
establish a free and prosperous society by making following development
and promotional programes/polices implementation thereof, within the
limited sources of the country by making honest and dedicated efforts:-

5. To tax all sources of income including agriculture on land of more
then 12 ½ Acres and charging nothing from the formers having less land of
12 ½ Acres and also to reduce 50% abiana on this land and ensure water at
the tail end formers and giving exemplary punishment to those who are
involve in stealing water by illegal means and thus damaging the canal
system in Pakistan which is a great injustice to the small farmers.
6. To provide soft term loans to Meo community especially agricultural
farmers at their door step to purchase seed, fertilizer and to install tubewell
or peter engine to irrigate their lands and to provide interest free loan to
breed cattle and promote milk and meat supply animals like sheep, goat,
baffallow, cow etc.

7. To render the grievances and problems of low income group,


pensionarers and senior citizens by providing free aid and services for health
education, transportation, housing and marriage of their children to promote
and protect investment by overseas Pakistani and other investors and
ensuring investment environment transparency and durability in economic
policies and to make reform and restructure the civil services at all levels by
providing constitutional protection to civil servants against politicizations
and interference and to promote specializations and efficiency in all braches
of the business.

8. To formulate polices which may protect the right of women belonging


to all society and class specially middle and working classes as equal
citizens and to encourage participations of women in the national and
political life by giving them representation in all sector of life on equality
basis with man and ensure their protections from all corners including any
sort of harassment and giving them priority in education, teaching, sports,
transportation, boarding and lodging.

9. To promote professional and technical education without any


distinction between man women and to encourage the talented students to
get the admission in higher education facility by providing scholarship and
other facilities like concession in fee/purchase of books boarding and
lodging etc.

10. To make rules and regulations for the skilled and non skilled labour
and to provide them basic necessities of life with incentive to produce more
which will play a pivotal role in the development of economy and
improvement Meo community.
11. To strive for the cause and right of self determination for the people of
Kashmir in accordance with the united state resolutions for which effort will
be made to implement then in letter in sprit and support international efforts
for welfare and dignity of global community and to establish a just and
international economic order.

PRINCIPLES OF PAKISTAN MEO ITTIHAD

Sovereignty over the entire universe


belongs to Almighty Allah alone, and the
authority to be exercised by the people of
Pakistan within the limits prescribed by Him
is a sacred trust.
In Pakistan, the state shall exercise its
powers and authority through the chosen
representatives of the people:
WHEREIN the Muslims shall be
enabled to order their lives, in the individual
and collective spheres, in accordance with the
teachings and requirements of Islam as set out
in the Quran and Sunnah;
WHEREIN the gap between rich and
poor will be minimized by equal distribution
of wealth and ownership of all on natural
resources of the country.
WHEREIN madequate provision shall
be made to safeguard the legitimate interests
of minorities, and backward and depressed
classes;
WHEREIN the independence of
judiciary shall be fully secured and respected;
WHEREIN the integrity of the territories of
the federation, its independence and all its
rights, including its sovereign rights on land,
sea, and air shall be safe guarded;
WHEREIN, the cultural heritage of all
society will be respected. So that the Meo
community may prosper and attain their
rightful and honored place amongst the
nations of the world and make their full
contribution towards international peace,
progress and happiness of humanity.
MEMBERSHIP.
For the purpose of elections, the membership period shall be for
four years. Every citizen of Pakistan of 18 years and above and belongs to
Meo biradry including all Rajput communities having agreed to the Party’s
basic ideology and manifesto and having accepted the responsibility to
publicize it shall be accepted as a member after signing the party’s form on
payment of Rs.10/- as membership fee provided that he/she is not already
member of another party.
KIND OF MEMBERSHIP

19.Common Member A person who


is Pakistani, by nationality, birth and
origin and who believes in the
manifesto of Pakistan Meo Ittihad.
20.Associate Member who pay
Rs.10,000/- for membership and is
renewable for the expiry of four
years term.

REVOCATION OF MEMBERSHIP:-

21.If central council feels it that any member is


working against the provisions of the
constitution.
22.The executive council call necessary explanation
from such member and in case he can not give
satisfactory reply in the circumstances;

a) He will given the warning.


b) His membership will be suspended.
c) His membership will be canceled.

OFFICE BEARERS AND MEMBERS OF THE COUNCILS.


23. Each PRIMARY COUNCIL shall consist of at least 25 Members. Each
Primary Council shall consist of the following office bearers:
President.
Vice President.
Secretary.
Joint Secretary.
Finance Secretary and
Publicity Secretary.

24. Each WARD COUNCIL shall consist of office bearers of all Primary
Councils Within its area, who shall form into its electorate and shall elect the
following office bearers:
President.
Two Vice Presidents.
Secretary.
Two Joint Secretaries.
Publicity Secretary, and
Finance Secretary.

25. Each TEHSIL COUNCIL shall consist of office bearers of all the Ward
Councils within its area which shall form its electorate and shall elect the
following office bearers:
President.
Two Vice Presidents.
Secretary.
Two Joint Secretaries.
Finance Secretary.
Information Secretary.
Secretary Legal Affairs.
Secretary Public Welfare.
Secretary Literacy, and
Secretary Culture.

26.DISTRICT COUNCILS

There shall be a District Council for each District which shall consist of office
bearers of all Tehsil Councils in the District.

A District Council shall elect the following office bearers:

President.
Two Vice Presidents.
Secretary General.
Joint Secretary.
Finance Secretary.
Information Secretary.
Secretary Legal Affairs.
Secretary Public Welfare.
Secretary Youth/Student Affairs.
Secretary Literacy.
Secretary Culture and
Secretary Publicity.

27. CITY COUNCILS (only District City) There shall be a City Council for
each City which shall consist of office bearers of all Zonal Councils in the
City.
A City Council shall elect the following office bearers:

President.
Senior Vice President.
Four Vice Presidents.
Secretary General.
Joint Secretary
Finance Secretary.
Information Secretary.
Secretary Legal Affairs.
Secretary Public Welfare.
Secretary Youth/Student Affairs.
Secretary Literacy.
Secretary Culture.
Secretary Publicity.

DIVISIONAL COUNCILS

There shall be a Divisional Council for each Civil Division which shall
consist of office bearers of all District and City Councils within the Civil
Division.

A Divisional Council shall elect the following office bearers:

President.
Vice Presidents one from each District.
Secretary General.
Joint Secretary.
Finance Secretary.
Information Secretary.
Secretary Legal Affairs.
Secretary Welfare.
Secretary Publicity, and
Secretary Youth/Student Affairs (to be nominated by the President of
Provincial Council.)

28. PROVINCIAL COUNCILS

There shall be a Provincial Council in each Province of Pakistan which shall


consist of Provincial Council and Provincial Executive Council.

A Provincial Council shall consist of the following:

Presidents and General Secretaries of all Divisional Councils within the


Province.
Presidents and General Secretaries of all the District Councils within the
Province.
Presidents and General Secretaries of all City Councils within the
Province.
Presidents of all Tehsil Councils within the Province.
Presidents of all Divisional, District and City Women, Wing Councils.
Members of the Provincial Assembly, who are party members, shall be ex
officio members.
Technocrats, Professionals and intellectuals from amongst the members
of the Party in the Province to be nominated by the Chairman in
consultation with the Provincial President.
Provided that the number of technocrats, professionals and intellectuals
shall not exceed one-third of the number of members belonging to
clause (a) to (e) above.

Twenty members with five members each from Women Wing,


Youth/Student Councils, Labour Councils and Minorities within the
Province to be nominated by the Chairman in consultation with the
Provincial President.

The Provincial Council shall elect the following office bearers:

President.
Senior Vice President.
Four Vice Presidents.
Secretary General.
Four Joint Secretaries.
Finance Secretary.
Information Secretary.
Secretary Legal Affairs.
Secretary Public Welfare.
Secretary Literacy.
Secretary Culture.
Secretary Labour and
Secretary Publicity.

CAPITAL TERRITORY, ISLAMABAD.


The Capital Territory Islamabad shall elect the following office
bearers:

President.
Senior Vice President.
Four Vice Presidents.
Secretary General.
Four Joint Secretaries.
Finance Secretary.
Information Secretary.
Secretary Legal Affairs.
Secretary Public Welfare.
Secretary Literacy.
Secretary Culture.
Secretary Labour and
Secretary Publicity.

CENTRAL COUNCIL .

There shall be a Central Council for the entire country including


Overseas Pakistanis, which shall include the Central Council and the
Central Executive Council.

• The Central Council shall include as many elected members as are the
number of districts and the Constituencies of the members of the
National Assembly in the country. The members of the Central
Council shall be elected by the District and City Councils. Each
District or City Council shall elect as many members from the District
as are the number of constituencies of National Assembly plus one
district seat from that District.

• The Presidents, Vice Presidents and General Secretaries of the


Provinces shall be members of the Central Council

• There shall be twenty members, five elected each from Youth Council,
Labour Council, Minorities and Overseas Pakistani Council.

• There shall be representatives of women one elected from each Civil


Division in Pakistan by the Women Council of that Division, one each
from Islamabad, FATA and FANA.

• Technocrats, professionals and intellectuals in the country, to be


nominated by the Chairman.

The Central Council shall elect the following office bearers:

Chairman
President
Vice President.
Secretary General.
Joint Secretary
Finance Secretary.
Information Secretary.
Secretary Legal Affairs.
Secretary Culture.
Secretary Meo Youth.

29. CENTRAL EXECUTIVE COUNCIL

In addition to the office bearers, there shall be an Executive Council of upto


40 members to be nominated by the Chairman from amongst the members of
the Central Council . The presidents, vice presidents of the Provinces shall be
ex-officio member of the Executive Council.

VOTE OF NO-CONFIDENCE

Office bearers of National and Provincial Councils can be removed through a


vote of non-confidence.

A vote of no-confidence can be passed against any office bearer of a


Provincial Council by a majority of the total membership of the Provincial
Council.
Provided that a vote of no-confidence shall not be voted upon unless the
office bearer concerned has been given at least two weeks notice prior to such
a vote. Provided further that all members of the National and Provincial
Councils, as the case may be, including nominated ones, shall have a right to
participate and exercise their votes in a vote of no-confidence.

Provided further that a vote of no-confidence cannot be moved by less than


1/3 of the total members of the Council as the case may be.

Provided further that if a vote of no-confidence fails against an office, bearer,


no fresh motion for vote of no-confidence can be moved against him for at
least a period of six months.

FUNCTIONS OF THE COUNCILS.

Primary, Ward and Tehsil Council. The functions of the Primary, Ward and
Tehsil Councils shall be:

To motivate people to joint the Party;


To promote, disseminate and implement the Party Programmes amongst
the people within their respective areas.
To work for social uplift and development of their respective areas.
To feed the Provincial and Central Council s With information about the
problems in their respective areas to facilitate the formulation of
Party policies, at the National and Provincial levels which are
responsive to the real issues and actual problems of the people.
To work and assist the affectees in their respective areas during
emergencies like floods, epidemics, earthquakes and other national
disasters.
To work at the grass root level for mass literacy and education,, for
setting up basic health facilities, for building and maintenance of
infrastructure and to educate people in better civic facilities and
sanitation.
To identify corruption, exploitation, injustices, excesses, pollution and
other problems in their respective areas and mobilize public opinion
against the perpetrators and to wage moral and legal struggle for
their eradication.
To establish conciliation bodies at the local level for promoting harmony
and social justice.
To perform all other functions that are defined else where in this
Constitution; and
To perform any other acts or functions in pursuance of the policies laid
down by Central/Provincial Executive Council from time to time.

DISTRICT AND CITY COUNCILS

The functions of the District and City Councils shall be:


To supervise and co-ordinate with the Primary, Ward, and Tehsil
Councils.
To settle all disputes all relation to Primary and Ward Councils within
their respective regions.
To establish regional offices throughout their respective areas and report
to the Divisional and Provincial Councils.
To co-ordinate between the Primary, Ward and Tehsil Councils, on the
one hand and Divisional Councils and Provincial Councils on the
other hand.
To meet at least once in three months.
To constitute bodies and to lend support for redressal of injustices and
excesses identified by the Primary, Ward and Tehsil Councils, Within
their areas.
To perform all other functions that are defined elsewhere in this
constitution; and
To perform any other acts or functions in pursuance of the policies laid
down by the Central/Provincial Executive Counsil from time to time.

DIVISIONAL COUNCILS
The functions of the Divisional Councils shall be:
To supervise and co- ordinate with the District and City Councils.
To monitor regional offices through their respective areas and to report
to the Provincial Council.
To co-ordinate between the District and City Councils on the one hand
and the Provincial Councils on the other.
To meet at least once in three months.
To perform all other functions that are delegated by the Provincial and
Central Council s.

PROVINCIAL COUNCILS
A Provincial Council shall be responsible for the work of the Party
Council in the Province.
The Provincial Council shall meet at the discretion of its President at least
once in a year, to perform the following functions-.
To consider all matters arising from time to time relating to the aims and
objects and performance of the Council and to take appropriate
decisions in these matters within its jurisdiction.
To take all necessary steps to give effect to the decisions of the Central
Council and Central Executive Council.
To control, direct and regulate all activities of lower Councils within its
jurisdiction.
To approve budget and appoint auditors.

In the event of occurrence of vacancy of an office bearer due to death,


permanent incapacitation, removal or resignation, the Provincial Council
shall elect such an office bearer for the remaining term of office.

Provided further that the Chairman may direct the President to call a
meeting of the Provincial Council and the President shall call such a meeting
within fourteen days of the receipt of such direction.

CENTRAL COUNCIL

The Central Council shall be the supreme body of the Party, which shall
review the progress of the Party from time to time, and shall formulate
programs and policies suitable to the needs and demands of the time. The
Central Council shall meet at the discretion of the Chairman at least once in
a calendar year.

ITS FUNCTIONS SHALL BE


To consider all matters arising from time to time relating to the aims and
objects and performance of the Council and to take appropriate
decisions in these matters.
To supervise the activities of specialist Councils for carrying out such
duties as may be entrusted to them, such as Economic Affairs,
International Affairs, Agriculture, Education, Labour, Health etc.
To approve annual budgets and to appoint auditors.

For the purpose of, meeting, the quorum shall consist of one fourth of the
total membership of the council. However, quorum of an adjourned meeting
shall be one-fifth of the total membership.

In the event of occurrence of vacancy of an office bearer due to death,


permanent incapacitation, removal or resignation, the Central Council shall
elect such office bearer for the remaining term of office.

Provided that one-fifth of the total membership of the Central Council may
requisition a meeting of the Council and, on receipt of such requisition, the
Chairman shall convene the meeting of the Council within thirty days
Executive Council.

There shall be Executive Councils at the National and Provincial levels.

Functions of a Provincial Executive Council.


A Provincial Executive Council may be summoned by the President at his
discretion at any time. However, not more than sixty days shall elapse
between two successive meetings of the Executive Council. The functions of
the Executive Council shall be as under:
To carry out day-to-day functions of the Provincial Council.
To act as executive authority of the Party in the Province.
To take all necessary steps to give effect to the decisions of the Provincial
Council.
To control, direct and regulate all activities of lower Councils within its
jurisdiction.
To place it’s reports of all actions taken, orders passed and activities
done, before the Provincial Council at its annual meeting, for
approval.
To carry out directives of the Chairman or Central Executive Council or
the Central Council .
To form sub-councils for carrying out specific purposes assigned to them.

Functions of Central Executive Council


The Central Executive Council may be summoned by the Chairman at
his discretion at any time. However, not more than sixty days shall elapse
between two successive meetings of the Executive Council. The functions
of the Executive Council shall be as under:
30. To assist the Chairman to carry out day-to-day functions of the Central
Council .
31. To lay down the party policy and to guide the party at the national level.
32. To act as executive authority of the party at the national level.
33. To take all necessary steps to give effect to the decisions of the Central
Council .
34. To control, direct and regulate all activities of Provincial Executive
Councils.
35. To control, direct and regulate all activities of the Councils for the
Federal Capital territory, Federally Administered Tribal Areas,
Federally Administered Northern Areas and Overseas Pakistanis.
In case the Central Executive Council is of the opinion that a Provincial
Executive Council is not carrying out the aims and objects of the Party, it
may suspend the Provincial Executive Council and, summon the
Provincial Council to take appropriate action in this behalf. In the
meantime, the Central Executive Council can assume unto itself the
functions of the Provincial Executive Council.
36. To place it’s reports of all actions taken, orders passed and activities
done, before the Central Council at its annual meeting, for approval.
37. Term of Office The term of office for all the Councils at all levels shall be
four years. The process of elections of all Councils shall be commenced
one hundred and twenty days before the expiry of the term and shall be
concluded thirty days before the expiry of the term. Provided that the
Chairman, after consultation with the Central Executive Council, can
extend the term of office of any Council in an emergent situation, by a
period not exceeding one year.

38.Selection of Party candidates


The Chairman shall constitute Parliamentary Board for each Province
which shall select Party candidates for National and Provincial
Assemblies within the Province. District and City Councils concerned
shall recommend at least three persons for selection as Party candidate in
each constituency.

Provided that the Parliamentary Board concerned shall give due


consideration to the recommendations of the District/City Council and
the criteria and qualifications laid down for selection of candidates.

Provided further that the Parliamentary Board shall give preference to


the candidate belonging to middle and working classes in order to ensure
participation of the people across the board.
However, only such persons shall be selected for nomination as Party
candidates who fulfill the following qualifications:
o Whose sources 'of income and wealth are not based on corruption.
o Whose standard of living Is In accordance with his known sources of
Income.
o Who has not obtained plots and permits through influence and
bribery.
o Who has not used his influence to get remission of loans.

o Who has not been involved in any kind of political horse trading or
changed his political affiliation for the sake of personal gains.
o Who has not been convicted or charged with an offence of moral
turpitude.
o Who is not known to have affiliation with the underworld, or known
to have amassed wealth from illegal and anti-social activities like
gambling, prostitution, smuggling, qabza group, drug pushing,
narcotic dealing, boot-legging and loan sharking.
o Who is willing to disclose his assets and assets of his immediate family
before filling his nomination papers.

All these qualifications are in addition to and not in substitution of the


qualifications provided for the membership of the Parliament and the
Provincial Assemblies under the Constitution and the laws of
Pakistan.

39. POWERS AND FUNCTIONS OF OFFICE BEARERS


Office bearers of Councils, except Chairman and Secretary General, the
Presidents and General Secretaries of the Provinces

The President shall be the Chief Executive of the relevant Council and
shall exercise administrative control over other office bearers. He shall
preside over the meetings of the Council.

The Vice Presidents shall exercise the responsibilities delegated to them


by their Presidents.

The Secretary General or Secretary shall, after the President, be


responsible for the Council work of the Party. He shall attend all
meetings of the Council and Working Councils; keep a record of the
deliberations of the Council and Working Council in accordance with the
rules in this behalf. He shall be responsible for preparation of the agenda
under the guidance of the President and for the issue of notices of Council
and Working Council meetings. He shall present financial statement
before the Council for approval.

A joint Secretary shall assist the Secretary in the performance of his


duties and functions.

The Information Secretary shall perform the function of public relations


and publicity in accordance with the policy of the Party.

The Finance Secretary shall maintain accounts of all money received and
keep them in a bank or in safe custody in the name of the Council. He
shall make such payments as authorised by the Council or Working
Council or its President and operate the account jointly with the
President/Secretary under the authority of the President and prepare half
yearly accounts. The President may authorise any office bearer to
perform the duties of the Finance Secretary in the absence of the Finance
Secretary.

The Secretary Legal Affairs shall look after the legal matters of the Party
at his respective level. He shall also be responsible for maintaining liaison
with the legal cells of the Party in order to seek redressal of any
grievances that the Party members may have due to political
victimization or any other reason arising out of the Party work.

The Secretary Welfare shall look after any welfare programes that the
Party decides to undertake in its respective area/province.

The Secretary Literacy shall work within his respective area for mass
literacy programme that the Party may initiate at various levels.

The Secretary Culture shall be responsible for holding cultural


programmes in his respective area to popularise the Party amongst
common citizens.

The Secretary Publicity shall be responsible for publishing and


maintaining party publicity materials like pamphlets, hand bills, news
letters etc, and shall be responsible for distribution of the same amongst
party workers and the public at large in his respective area.

POWERS OF THE CHAIRMAN


The Chairman shall be the Head and the Chief spokesman of the Party
and shall exercise all powers inherent in his office. He shall ensure that
the Council at all levels works in accordance with the aims and objects of
the Party.

He shall have the power to delegate any of his powers to the Secretary
General or to any member of the Central Executive Council.

He shall have power to suspend any office bearer at the national and
provincial levels pending disciplinary action against him.

In the event of removal or suspension of an office bearer, he may delegate


power and duties of such office bearer to any other member of the Party.

He shall have all other powers which have not been specifically stated
including power of interpretation of the Party constitution for successful
functioning of the Council. Provided that an appeal against the
Chairman's interpretation could be made to the Central Council .

He may appoint special Assistants/ Consultants/ Advisers at the National


or Provincial level, in addition to the office bearers elected, if he is
satisfied that such appointment is necessary in the Party interest.
He may appoint Specialized Councils as approved by the Central
Executive Council from time to time.

In the event of the incapacitation due to illness or detention of the


Chairman, the President shall act as Chairman of the Party.

The Chairman shall be the appellate authority against any order passed
by a Provincial President.

POWERS AND FUNCTIONS OF THE SECRETARY GENERAL

The Secretary General shall, after the Chairman, be responsible for


looking after the Councilal work of the Party, take all suitable measures
and actions which are necessary to promote the Party and implement its
alms and objects.

He may advise the Chairman on any national or political issue or matters


of Party Council.

He shall have the power to recruit, with the approval of the Chairman,
salaried persons for the central office of the Party and shall supervise and
guide them.

He shall issue from time to time, directives to members and Councils of


the Party in accordance with the directions of the Chairman and the
policies and programmes set down by the Central Council and the
Central Executive Council.

In the event of death, permanent incapacitation or resignation of the


Chairman, the Secretary General shall convene a meeting of the Central
Council to elect a new Chairman.

He shall record the minutes of the meetings of the Central Council and
Central Executive Council.
He may refer the case of any office bearer of the Party to a Disciplinary
Council for action against him.

POWERS AND FUNCTIONS OF PROVINCIAL PRESIDENT


A Provincial President shall be the head and chief spokesman of the
Party in the Province and shall exercise all powers inherent in his office.
He shall ensure that the Council at all levels within the Province works in
accordance with the aims and objects of the Party.

He shall have the power to delegate any of his authority to the Secretary
General or any member of the Provincial Executive Council.

He shall have power to suspend an office bearer upto the level of


Divisional Council pending disciplinary action against him.

During the period of suspension of an office bearer, he shall delegate his


power to any member of the Party within the Province.

He may appoint specialized council as approved by the Provincial


Executive Council from time to time.

He shall ensure that all directives of the Chairman and the Central
Executive Council issued from time to time are fully complied, within the
Province.

In the event of incapacitation of the President due to illness or detention,


the senior Vice President shall act as President.

GENERAL

RESPONSIBILITIES OF COUNCILS.
All Councils of the Party shall, within their respective jurisdictions, act in
advancement of the aims and objects of the Party.

FUNDS

The Party funds shall be raised through following sources:-


40. All donations, subscriptions or membership fee raised by the
members or subordinate organs of the Party shall be the funds
of the Party.
41. Each member of the Central Council shall pay a monthly fee of
Rs. 100/- which will be deposited in the fund council.
42. Each member of the Executive Council will pay monthly fee of
Rs.50/- that will be deposited in the funds of the Central
Council.

Membership fees shall be retained by the Provincial Councils. All


Councils at the various levels shall, however, have the authority to
require the lower Councils to contribute a proportion of their income
to their funds as and when such necessity arises. To maintain the
independence of the Party and to finance the implementation of its
aims, objectives and programmes, the Central and Provincial
Executive Councils shall authorize fund raising activities to meet the
financial targets. Proper accounts of the funds shall be maintained
which shall be audited by the auditors appointed by Central and
Provincial Executive Councils.

Amendment to the Constitution an amendment to the Constitution


can be moved by the Central Executive Council before the Central
Council. An amendment can also. be moved by one-tenth of the
membership of the Central Council.

The constitution of the Party can be amended by the Central Council


provided that the proposed amendment is approved by at least a two-
third majority of the members present. The Chairman may refer to
the Council for reconsideration of the amendment. which may again
be passed by two-third of the members, present.

Provided that the proposed amendment shall. be circulated amongst


the members of the Central Council fourteen days prior to the
meeting.

AUDIT

The Part’s funds shall be audited at least once in a year, which will be
audited by the firm of a qualified chartered Accountant appointed by the
Chairman of the Central Council.

DIFFERENCES AND DISPUTES.


All matters, differences and disputes at meetings of various Councils of
the Party shall be decided by a majority of votes.

Party Election Commission and its Procedure.


The Central Executive Council shall appoint a Central Election
Commissioner for a period of five years who shall in consultation with the
Chairman appoint members to the Central Election Commission.

The Central Election Commission shall be responsible for holding Party


elections at the level of Central and Provincial Councils.

The Central Election Commission shall appoint Provincial Election


Councils which shall be responsible for holding elections at all tiers below
the Provincial Councils.

The Central Election Commission shall frame its own rules for conduct of
elections.

Results of the elections at all levels shall be intimated immediately to


Central Election Commission.

The Central Election Commission or a Provincial Election Council may


release the results of election to the Press.

Only one appeal against the decision of an Election Council shall be


permissible. The appeal shall lie before the higher forum within a week of
such decision.

The members of Election Commission shall be drawn from the Central


Council , They shall be disqualified from contesting any party election
during the period of their tenure.

Qualifications for election to Party Office

Only such members of the party shall be eligible for election to party
offices who fulfill the following qualifications:

Whose sources of income and wealth are not based on corruption.

Whose standard of living is in accordance with his known sources of


income.

Who has not obtained plots and permits through influence and bribery.

Who has not used his influence to get remission of loans.

Who has not been involved in any kind of political horse trading or
changed his political affiliation for the sake of personal gains.

Who has not been convicted or charged with an offence of moral


turpitude.

Who is not known to have affiliation with the underworld, or known to


have amassed wealth from illegal and anti-social activities like gambling,
prostitution, smuggling, qabza group, drug pushing, narcotic dealing,
boot-legging and loan sharking.

Who is willing to disclose his assets and assets of his immediate family
before filing his nomination papers.

EFFICIENCY AND DISCIPLINARY MATTERS.


The following Councils shall be authorized to take actions for inefficiency
and violation of discipline against the following Councils:

That where the authorized Organization for disciplinary action is central


Executive Committee, the Organization concerned shall have a right of
review.
That for the purposes of disciplinary action and hearing appeals, the
concerned Organization shall form i subcommittee to act on its behalf, which
shall submit the report after due enquiry or hearing, to the Organization
concerned.

That no action against any Organization shall be taken unless it has been
given a show-cause notice containing in detail the allegations against it and
providing adequate opportunity, including inquiry into the facts constituting
the allegations against such Organization.

That Central Executive Committee can take action against any Organization
at any level on its own motion if it is of the opinion that such Organization is
not performing its functions under the Constitution or is functioning in a
manner detrimental to the party interest.

SPECIAL ORGANIZATION.
There shall be special Organizations for Women, Youth/Student, Labour and
Overseas Pakistanis, which shall form wings of the Party. These wings shall
be autonomous in their working. The Central Executive Committee shall
frame rules for internal working of these wings.

HOLDING OF GENERAL MEETING


The Pakistan Meo Ittihad shall, at least once year, convene a general meeting
of the party to which party members or their delegates shall be invited to
participate.
2. A member or group of members of the party may nominate in writing
any other member of the party as a delegate to represent him or them and
cast his or their votes in a party meeting.
ELECTION OF PARTY
The party leader and other office-bearers of party at the Federal,
Provincial and local levels shall be elected periodically in accordance with
party’s constitution through secret ballot-based on a democratic and
transparent system:
Provided that a period, not exceeding four years, shall intervene
between any two elections.
2. Every member of the party shall, subject to the provisions of
the party’s constitution, be provided with an equal opportunity
of contesting election for any party office.
3. All members of the party at the Federal, Provincial and local
levels shall constitute the electoral college for election of the
party general council at the respective levels.

TEMPORARY PROVISIONS.
Until the adoption of this constitution by the Central Council, the Central
Executive Committee shall have the power to make appropriate amendments
in the Constitution.
