This morning at the Machakos Youth Centre I presided over a one day senior staff workshop to discuss the

Machakos development agenda.


The workshop comprised of county ministers, government advisors, chief officers, directors and their
assistants as well as departmental heads.
I outlined a number of measures key to delivering realistic returns to our people. Besides, I encouraged my
officers to commit themselves to deliver on the maendeleo chapchap programme.
In the past few weeks, my cabinet has held numerous sessions and made a number of resolutions, including;
1. The Cabinet discussed and approved the establishment of a county Anti- Corruption department and the
Quality assurance directorate to check on issues of graft and inefficiency among county officials.
2. The 2016/2017 financial year will witness massive development projects in the county.
To attain that, the government will aim for judicious fiscal planning and execution.
3. All county payment processes, moving forward MUST start immediately goods have been delivered or
services offered.
4. County Officers will be personally responsible for processes that they will preside over.
My government will not for instance tolerate situations where goods are purchased beyond the stipulated
market price.
5. The government has cancelled all renovations of county offices unless approved by the cabinet.
6. All tendering processes will be done at the departmental level and payments made at the same level. We
are putting in place a decentralised financial management system towards that end.
7. The county government will service and repair all its vehicles at the county garage and not at private
garages.
8. All departments must observe high standards of cleanliness and sanitation at their offices, complete with
high standards of client relations.
As a government, we're benchmarking on international standards and we're keen to achieve the goals we
have for ourselves.
The various speakers at the workshop, including county ministers and government advisors also called on the
county staff to exercise responsibly in execution of their work.
As a leader, my philosophy has been and remains that our people must come first.
Therefore I have put lazy, lethargic and corrupt officials on notice. I don't tolerate graft and plunder of public
resources.
I will not be blackmailed by people who do not want to be part of my dream team.
The is the work ethic with which I am delivering the Maendeleo chap chap dream.
