1. The Government of Rwanda has applied for financing from the International
Development Association (IDA) towards the cost of Rwanda Electricity Sector
Strengthening Project (RESSP), and it intends to apply part of the proceeds of this loan to
payments under the Contract for Supply, Installation and Commissioning of Meters
for the Energy Utility Corporation Limited (EUCL).
2. The Energy Utility Corporation Limited (EUCL) serves as the implementing agency
for the project and now invites sealed bids from eligible Bidders for the Supply,
Installation and Commissioning of Meters.
3. Bidding will be conducted through the International Competitive Bidding (ICB)
procedures specified in the World Banks Guidelines: Procurement under IBRD Loans
and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in
the Guidelines.
4. Interested eligible Bidders may obtain further information from Energy Utility
Corporation Limited (EUCL) and inspect the bidding documents at the address given
below from 08 00 to 17 00 hours local time. A pre-bid meeting which potential bidders
may attend will be held on August 19, 2016 10:00 a.m local time.

5. A complete hard copy set of the bidding documents in English may be collected in person
by interested Bidders from the address below, on submission of a written application and
upon payment of a nonrefundable fee of Fifty American Dollars (50 USD) or an
equivalent amount in a freely convertible currency deposited to the account called
RECO/EARP N 1230070 opened at BNR (National Bank of Rwanda).
6. Prior registration through purchase of bidding document is required for attending the prebid meeting, submitting clarification questions on the bidding documents and receiving
automatic notice of answers and of addenda to the bidding documents.
7. Bids must be delivered to the address below at or before September 16, 2016 3:00 p.m local
time. Bids need to be secured by a Bid Security. The amount of Bid Security required is USD
$ 75,000.00 (Seventy five Thousand United States dollars) or its equivalent in a convertible
currency. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be
opened in the presence of Bidders representatives who choose to attend at the address below at
September 16, 2016, 3:30 p.m.
