Naga City took part in the 2nd Quarter Nationwide Simultaneous Earthquake Drill last
June 22, at the Bicol Central Station (BCS), one of the busiest areas in the city. The event
was directed by the City Disaster Risk Reduction Management Office and participated in
ficer (PSO) Ernie Elcamel stated that they chose the CBD as
drill site owing to the big operation inside the said vicinity
every day. The CBD he added
is comparable to the size and
operations of Alabang and Cubao terminals in Metro Manila.

Assaying the Aquino presidency,
anticipating a new one
In a scale of 1-5, with 5 as the highest, we
rate 3.5 the Presidency of Benigno Simeon C.
Aquino III.
Not great but not worst, either.
Certainly, he had his shining moments:
the impeachment of a Chief Justice, the first
in our history; and the detention of three
senators, again, another first in the country.
It is in the countrys economic performance,
however, where his stars shine brightly. The
World Economic Forum recorded that our
countrys economic gain of 33 places since
2010 is the largest among all countries
studied.
Since that year, the countrys average
gross domestic product grew at 6.2%, the
fastest average growth period in 40 years,
and soaring at 7.8% in the first quarter of
2013.
At the same year, when he started his sixyear term, Aquinos 85% trust rating was the
highest ever recorded by Pulse Asia since
1999.
This public confidence had its nadir, with
the +11 net satisfaction rating he received
over the botched Mamasapano incident,
which was aggravated by his absence during
the arrival honors for the remains of the 42 of
the 44 policemen at the Villamayor Airbase in
January 2015.
His popularity rating also dropped 56% in
June 2014, from a high 70% in March of the
same year, following his speech defending
the controversial Disbursement Acceleration
Program, an executive reform intervention
meant to hasten public spending and boost
economic growth.
Ironically, as he nears the end of his term,
the President still gained plus points in his
trust rating in March, according to Pulse Asia.
So, we give it to him that our roads are now
concrete and wider, even if there are electric
posts and acacia trees on the sides still posing
danger to motorists; or that farmers say their
palay price ex-farm had not fared better until
his presidency. We give it to him that while
there was growth and development, this had
not been inclusive, with it being confined
only in three regions of the country.
So we ask what awaits Bicol under a Duterte
presidency who has pointed the region as
one which had given him the lowest number
of votes?

rulings are no longer consistent with
the Tax Code.
Many provisions are unreasonable,
difficult to comply, and tend to overregulate taxpayers. TMAP said it would
take the opportunity to recommend
various tax proposals to government
which are geared towards: remedy
against over-taxation resulting from
inflation, and tax rate adjustment for
regional and global competitiveness.
It proposes the adoption of a fair
system that upholds taxpayers rights,
simplifies tax collection to promote tax
compliance and broaden the tax base
and to lessen graft and corruption.
VAT: To compensate for the lower
income tax rates, the plan is for
business taxes more so, the Value
Added Tax to be increased (from 12%
to 14%). The Department of Finance
will be looking at cutting the long list
of VAT exemptions to compensate for
revenue leaks. By way of assurance,
Dominguez told reporters that among
the VAT exemptions, those covering
senior citizens as well as persons with
disabilities may be left intact. (Hay,
salamat naman!).
Higher VAT rates will mean costlier

inter-island ship carrying more than
a hundred passengers was hijacked
by members of the Moro National
Liberation Front (MNLF).
The rebels held the ship passengers
hostage and demanded ransom for their
release.
Mison tried to talk them into releasing
their captives but the rebels threatened
to kill everyone if their ransom demand
was not met.
The next day, then Colonel Mison
boarded the ship and told the hostagetakers that he had all their relatives
mothers, fathers, uncles, aunts, wives
and childrenin custody.
Kill your hostages and I will kill all of
your loved ones, Mison warned.
The hostages were promptly
released.

I hate to recall the atrocities committed
during the MNLF rebellion from the
1970s up to the 1980s.
But perhaps the Abu Sayyaf, which
was nonexistent at that time, could learn
a lesson from the distant past.
When the MNLF went rampaging in
Mindanao in the early 1970s, nobody

The 39 caves are distributed as follows: 6 in the Cordillera Administrative Region;
7 in Ilocos Region; 2 in Cagayan Region; 15 in Bicol; 3 in
Davao del Norte province; and
6 in Region 12 or SOCCKSKARGEN.
Nine caves were categorized as Class I for their delicate and fragile formations,
threatened species and extremely hazardous conditions
being closed to ecotourism.
Activities allowed within these
caves are limited to mapping,
photography, and educational
and scientific purposes.
Categorized as Class I caves
are the Karilagan and Aswang
caves in Catanduanes, and the
Kasilac Bat Cave in San Isidro,
Davao del Norte.
A total of 23 caves were
classified as Class II, including the Sorolla Cave in Koronadal City. Class II caves
have portions with hazardous
conditions, as well as sensitive
geological, cultural and historical values or ecosystems.
These sections may be declared closed, while the other
portions may be open to experienced spelunkers or guided
visits.

The pupils of Dancalan East Central School, the biggest school in Donsol in Sorsogon, forms a human smiley to show gratitude
for their one-unit three classroom school building funded under Kalahi-CIDSS.
Of the total school buildings, there have been 254 already completed and the rest
are under construction.
These will benefit 115,737
households, Garcia said.

of Donsol, Sorsogon, said
classrooms are vital for her
childrens education so she
proactively participated in
the construction of their one
unit, three-classroom school
building in Barangay Dancalan, which was implemented
through Kalahi-CIDSS.
Projects under KalahiCIDSS following the CDD
approach are identified by
the residents themselves and
funded based on the approval
