Fire Protection (BFP) Bicol regional office has reminded owners of boarding houses and student
residences to abide by fire
safety regulations.
On his radio interview
with PIA-5 last Tuesday,

stern reminder to owners
of boarding houses to have
their buildings and facilities
inspected for fire safety com-

pliance and earn their Fire


Safety Inspection Certificate
(FSIC) before operating.
To be issued a FSIC, the
boarding house should first
have a business permit and
legally registered. They must
pass the fire safety requirements, like having ample fire
extinguishers, hallways of
the right width, and separate
entrances and exits.
If the boarding house or
building is found to be in violation of the fire safety rules,
they will be given 15 days to

Travel Advice for Seniors

June 12 and the


commemoration
of Phl Independence
Today it is commonplace for us to celebrate
Independence Day on June 12. Prior to 1962,
however, Independence Day was celebrated on
July 4, to commemorate the day when the United
States recognized our independence in 1946.
The change of date was initiated on May 12,
1962, through President Diosdado Macapagals
Proclamation No. 28, s. 1962, which declared
June 12 as Independence Day. In 1964, Congress
passed Republic Act No. 4166, which formally
designated June 12 of every year as the date we
celebrate Philippine independence.
The earliest declaration date put forward was
on April 12, 1895, made in the Pamitinan Cave
in Montalban, Rizal when Andres Bonifacioin
the presence of some Katipunan leaderswrote
Viva la independencia Filipina! on the walls of
the cave.
Another contending date for Independence
Day was the Cry of Pugad Lawin, which began
the Philippine Revolution. Bonifacio, in the
presence of many Katipuneros, tore his cedula
as a sign of defiance of and independence from
Spanish colonial authorities. The earliest date
which the Cry was originally commemorated was
on August 26. Due to the testimony of surviving
Katipuneros of that time, like Pio Valenzuela, the
official date of the Cry was moved from August
26 to August 23. Recent scholarship, however,
suggests that the Cry happened on August 24.
Yet another contending date was the one put
forward by the Philippine Historical Association,
reasoning that the proclamation of independence
from Spanish rule in Kawit, Cavite on June 12,
1898 (with the official unfurling of the flag and
the playing of the national anthem) was not
dependent upon the will and discretion of
another. This date is now the official date of
Independence.
The least mentioned Independence Day was
on October 14, 1943, under the Second Republic.
Finally, there is Independence Day, as
celebrated prior to 1962 which was July 4, 1946,
proclaimed at Luneta, Manila. This was when the
independence of the Philippines was recognized
by the community of nations. This is still being
observed as Republic Day.

can share with fellow senior citizens
embarking on long or short trips. The
first advice is to travel light by just
bringing along the basic necessities.
Travelling seniors and PWDs
should avoid heavy check-in luggage,
and their hand-carry (limited weight)
must preferably be on four wheels.
They must have their usual good
eyeglasses and hearing aids If they
can afford the additional costs, their
better off if accompanied by a younger
family member who knows the travel
regimen. If seniors have difficulty
walking terminal stretches, they can
hire wheelchair assistants (usually
free service save for modest tips).

The intensity of fishing efforts should
be lessened because if not, the hope
for sardine sustainability will be on the
rocks.
Oceana is still in the research
stage and expects the master plan
to be up and ready by 2018. One
of the things to be mapped out is to

have certain limits of fish sizes to


be caught and to modify fishing
practices and gears.
Sardines
are affected by seasonal changes.
Sardines should mature from 10 to
14 centimeters in length. We advise
researchers to visit the Scientific
Exhibits at Monterrey (CA) in the
site where the Portola Sardines
were once bountifully canned.

Learn to have fun while learning


that learning can be fun

Learning is fun; one the most overrated clich youll ever
hear. But truth be told, it is. Learning is more cemented if
accompanied by positive emotions, so if one is having fun while
doing something especially if it is new, then it is probable that
the person will learn more. It is basic Psychology, we learn this
from college. The problem is that most people dont practice it
much or cant remember basic behavioral and social sciences.
As an elementary teacher this idea is very crucial for me, we
teach children not just to acquire information and understand
that, that is just simple learning. What we do is give the child
information and from that they make their own novel ideas.
That is learning and adapting with style and finesse, in
short; creativity. This is where their prior knowledge and past
experiences mixes together into a myriad of ideas giving birth
to insights, imagination, inventiveness, originality and vision.
The trouble with this however is that that lofty idea of
learning is skewed by too much pragmatism and practicality.
We want instantaneous results, something tangible, something
visible, something measurable. That creates a fence that
pigeonholes learners instead of achieving greater feat and
potentials. We bombard students with superficial goals,
exaggerated expectations and overwhelming pressures. We
put unnecessary calibrations that somehow limits their true
potentials, making learning the opposite of fun. Making learning
as something punitive. Making learning skewed.
An average student spends more than half of the day in
school, and after that given several homework, resulting to
more time spent studying. The mind has its limits. Learning is
not limited to something purely academic. Social skills which
can be achieved through play is a necessary schema a child
must learn. Not only they can get this through play but also
spending time with their family members. There, fun thrives,
thus learning thrives. But there must be balance. A teacher
must know how to combine learning and fun effectively so as
not to lose the goals. Similarly, the parents must know this as
well so that they can teach their children responsibilities not as
a form of punishment but as tasks where skills can be honed
in a fun way.
In school, sometimes we tend to forget this. Instead of
fun, children feel pressure and stress. Stress destroys neural
connections, it hampers remembering hence learning becomes
difficult. It is not with difficulty to cull such issues. Sometimes the
teacher themselves are stressed, given the environmental and

Are We Ready For Federalism? (Part 2)


Types of Federalism
The federal form of government
could be combined with other
administrative
systems
such
presidential
and
parliamentary.
The United States, for instance,
has the presidential federal form
of government. Meanwhile, some
former British colonies such as
Canada, Australia, India and South
Africa have parliamentary federal
forms of government.
Distinguishing among the basic
types of federal forms of government
does not include its various
combinations with administrative and
executive functions. The basic types
of federalism can be distinguished
based on the way political authority
on certain aspects of governance
is divided between the central or
federal government and the regional
governments.
Under a federal system of
government, specific extent of
executive, legislative and judiciary
spheres of authority may either be
on a federal level or regional level
logistical considerations. Teacher-student
ratio is still very off from each other,
large population density of students in a
classroom. Three of 4 students sharing
the same book, and many other woes
we have encountered in the Philippine
educational setting. If it is stressing to the
teachers, then it is doubly stressing to the
child.
This culture of dysfunctional education
has to be quelled. For a long time, we
always try to model western concepts
and apply it to ours. Its not bad, but
perhaps we need to be original. The k-12
is a western idea we applied to our own.
We are still experimenting whether it will
really work, I hope it does. But my point
here is that as long as we put too much
emphasis on the amount of learning that
we must have in given period of time, we
choose quantity over quality, we opt for
how much was learned rather than what
was learned and what does it mean. In a
capitalist society that is how things work;
quantity over quality and school becomes
a factory that shapes individuals into
a machine according to the specs and
demands of the corporations that waits
for them. A job that is no fun.
Learning should be fun. When children
understand that to their very core, that the
rewards for learning is learning itself and
the fun they have while they are at that,
when they choose their career someday
they will look for something they enjoy
passionately and fits with their skillset
based on what they really love doing. That
way, they will never stop seeking to learn
and reinventing themselves because they
are having fun. So have fun while learning
and learn while you are having fun.

Historically, there are six basic
and most common types of federal
systems based on the division
of political authority between the
central government and the regional
governments. There are other types of
federalism that could exist depending
on the interactions between the
central government and the regional
or state-level governments.
The six basic and most common
types of federalism are the following:
Dual Federalism Otherwise
known as the layer cake federalism,
this type of federalism has divided
the
fundamental
powers
of
government equally between the
central government and the state
governments. There are clear and
well-defined distinctions on the
spheres of authority. More often than
not, the overlapping of jurisdictions
and conflicts arise because there
are several aspects wherein both the
central government and the state or
regional governments could clash.
These include the issues of tax
collection and criminal law.
Cooperative
Federalism

Under this type of federalism,


there is mixture of jurisdictions and
cooperation on certain issues. With
the consent of the state government,
the central government could
implement national programs and
policies that are applicable to all
states to solve common problems.
This is particularly true when it comes
to economic issues. This shift was
seen during the Great Depression era

in the 1930s.
Creative Federalism In this
type of federalism, also known as
picket fence federalism, the statelevel governments are generally
bypassed by the central government
in issues of general welfare. Issues
could include policies on universal
healthcare, education standards
and social security system. The
central government could takeover the state-wide programs. The
central government determines
which programs are needed by the
states. In many ways, the powers of
the states are diminished.
New
Federalism
(Reagan
Model) Under this type of
federalism, much of the state
powers lost during the creative
federalism era were restored. The
states began to reassert their rights.
The federal government removed
the conditionality on federal
block grants, allowing the local
governments to have the autonomy
to decide on how to spend the funds
given by the federal government.
Judicial Federalism The
power of the federal Supreme
Court to decide on federal
constitutional
issues
makes
it the final arbiter on conflicts
between the federal government
and the state governments. The
division of powers between the
central government and the local
governments are constitutionally
interpreted and decided upon by
the highest court of the land.
Fiscal Federalism It is a type
of federalism where the central
government could assert its
dominance by providing financial
incentives to state governments
for certain policies. There is no
direct intervention or imposition
from the central government but
the policy decisions of the local or
state governments could heavily
be influenced. One example of this
is the special grants and financial
incentives given to state colleges
and universities in the United States
in the 1960s to encourage them
to stop racial segregation. Many
state laws prohibit mixed races
in public schools but the federal
incentives resulted to the eventual
capitulations of many state colleges
and universities to follow the federal
policy of desegregation.

the 118th anniversary of the
proclamation of Philippine
Independence on Sunday.
At 8 am, President Aquino led the flag-raising and
wreath-laying rites at the
Rizal Monument in Rizal
Park, Manila.
Later on at 10 am in
Malacaang Palace, the Chief
Executive held the traditional
morning reception or Vin
dHonneur for the diplomatic
corps.
The theme of this years

celebration is Kalayaan
2016: Pagkakaisa, Pag-aambagan, Pagsulong.
Simultaneous commemorative rites were held in key
cities nationwide, including
in Kawit, Cavite; Malolos,
Bulacan; Angeles, Pampanga;
Davao City; Cebu City; and
several other parts of Metro
Manila.
The National Historical
Commission of the Philippines (NHCP), in partnership with other participating
government agencies, has
also provided commemorative activities as part of the

celebration
These include the BalikTanaw cultural heritage tour
at the Pasig River, cultural
performances at the Paco
Park and Rizal Park, simultaneous job fairs nationwide,
trade fairs, and public exhibits.

to participate in these commemorative activities and
celebrate the freedom that our
forefathers have fought hard
for, Presidential Communications Operations Office
Secretary Herminio Coloma
said in a statement on Friday.

DA celebrates farmers,
fisherfolks month
The Department of Agriculture in Bicol celebrated
the Farmers and Fisherfolks
month through a colorful
two-day trade fair at the DA
grounds.
A total of 44 exhibitors
composed of Barangay Food
Terminal operators, cooperatives and organic practitioners from five provinces of
the region displayed their
products during the two-day
agri trade fair.

Agriculture (CBSUA) here
fashioned the creation of
an organic park that would
promote
eco-sustainable
agriculture practices in the
country, starting it off in the
province.
Dubbed
CBSUA-OA
Techno-Science Park, the
green nook integrates the
concept of producing organically grown vegetables,
raising of organic animals;
harvesting of agri-based
products and promotion of
organic fertilizer production
through the practice of vermiculture and utilization of
other manure-sourced fertilizer inside the park.

stated that aside from being
an agriculturally-inclined institution, the University also
sits at the National Organic
Agriculture Board as academic representative and is
therefore delegated to promote related programs, one
of which is the integration
of Organic Agriculture in its

The Organic Agriculture Development Program
(OADP) is one of the banner programs of CBSUA to
promote the use on non-toxic
chemicals in growing veggies and other edible plants.
We believe that elimination
of such will translate to various health benefits. Today,
we have invited various government agencies and other
stakeholders to propagate the
great advantage that we can
derive out of organic farming, Bordado added.

CBSUA PROMOTES OA TECHNO-SCIENCE PARK . . .


During the inaugural
Open House of the CBSUAOA Techno Science Park,
Monday, the CBSUA community also celebrated the
triumph of Public-Private
Partnership which is visibly
at work through a fusion with
Sonrisa Farm, a privately
owned vast acres of land located at Barangay Carangcang in Magarao, Camarines
Sur.
The open house represents the three years of dedi-

cated production and regular


innovations for the promotion of Organic Agriculture.
Similarly, it aims to highlight
our Organic Agriculture display model, both at the CBSUA OADP and the Sonrisa
Farm and bring together lead
persons of the academe and
other agencies in promoting
organic agriculture.
Dr. Lorena F. Hernandez,
OADP Director shared that
they are also promoting agriecotourism in consonance

with its advocacy on eco-sustainable agriculture practices


and in support of Republic
Act 10068, otherwise known
as the Organic Agriculture
Act of 2010.
Hernandez deduced that
the intensive use of harmful
chemicals in fertilizers eventually kills most of the nutrients in the soil.
Reinforcing their campaign to promote organic agriculture, Hernandez avowed
that they have strategically

put in place various projects


inside the OA Techno Science Park. This includes ornamental flowering plants,
herbs and spices; nursery/
greenhouse vegetables; moringa and green manure crops

Agri-Aqua Fair and Exhibit,

information they gather undergo a thorough validation
to ensure the veracity of the
report and avoid committing
mistakes in their future operations.
She cited as an example
the information campaign
done in the 3rd District of
Albay wherein while the police were giving orientation
on illegal drugs, a nine-yearold boy listening during the
lecture gave information on
an illegal drug pusher in the
community.
When the police validated the child's information, it
yielded positive result and
they were able to catch the
suspect in the village.
Even the FB social network of PRO5 called "Kasurog Bikol" has been
opened to the public, which
anybody can use as a venue
to give tips on illegal drugs.
Calubaquib said more
than 20 netizens have already given information
about their co-villagers using or pushing drugs, including a police officer.
She even praised those
who have been brave enough
to mention their identities
and cellphone numbers.
The PRO5 spokesperson
assured that the identities of
the informants will be kept
confidential to secure them.

SM EMPLOYEES VOLUNTEERISM

Just in time for the school opening, SCMC employees of SM City Naga through the Employees
Volunteerism Program ((EVP) took part in the DEP-ED Brigada Eskwela last June 4, 2016. They
spent their time painting the walls, fixing loosened chairs and electrical wirings, cleaning the
grounds and classrooms of Triangulo Elementary School at Barangay Triangulo, this city making
it more conducive to learning. The said activity is also a part of the SM Adopt-A-School project in
partnership with SM Cares, the Corporate Social Responsibility arm of SM Prime Holdings, Inc.
