ORDER
In the Government Order read first above detailed guidelines for the release of
Plan funds to Local Self Government Institutions were issued and it was ordered, inter
alia, that the Bill system will be introduced in the Local Self Government Institutions
with effect from 01-04-2004. Accordingly, Government have introduced the bill system
vide GO read (2) above. The Local Self Government Department has suggested certain
modifications to this Government Order, for the smooth operation of the new system. In
the Government Order read (3) above, the G.O. at (2) above was kept in abeyance till 3009-2004. Again, as per G.O. read (4) above the introduction of the bill system was kept
in abeyance till 01-11-2004.
After consultations with the Local Self Government Department and the
Planning & Economic Affairs Department, the Government are now pleased to
reintroduce the Bill system with the following modifications with effect from 1st
December 2004.
1. Provision of Funds
In the Detailed Budget Estimates, provision for Plan assistance to Local Self
Government Institutions for Decentralised Planning is classified under the following
heads of account. The details of provisions earmarked to Panchayat Raj/Nagarapalika
Institutions are shown in Appendix IV to the Detailed Budget Estimates.
2217-80-191-Assistance to Municipal Corporations.
2217-80-192-Assistance to Municipalities.
2515-00-196-Assistance to District Panchayats.
2515-00-197-Assistance to Block Panchayats / Intermediate level Panchayats.
2515-00-198-Assistance to Grama Panchayats.

2. Category of Funds
2.1.
The different categories of funds allocated to Local Self Government Institutions
(LSGIs) are as follows:
(i) Category A:
These are funds earmarked as Plan assistance to Local Self Government Institutions
(LSGIs) for the implementation of Schemes prepared by them under the Decentralised
Planning Programme. The details of these funds are given in Appendix IV to the
Detailed Budget Estimates. The funds for the Projects assisted by NABARD under RIDF
are also included in this category.
(ii) Category B:
These funds consist of both Plan and Non-Plan funds for specific purpose, released to
Local Self Government Institutions, through various Departments for the
implementation of transferred schemes/functions.
(iii) Category C:
This category is Non-Plan Grant, which includes the General Purpose Grant and
Maintenance Grant earmarked to Local Self Government Institutions, based on the
recommendation of the 2nd State Finance Commission. The General Purpose Grant is
intended for meeting the Non-Plan expenditure of the Local Self Government
Institutions, and the Maintenance Grant is intended for the maintenance of assets of the
Local Self Government Institutions, including transferred assets such as roads, schools,
hospitals, agricultural farms, water supply schemes, etc.
(iv) Category D:
This Category consists of
(a) Funds received from Government of India through DRDA/District Collector
for the implementation of Centrally Sponsored Schemes like SGRY, SGSY, IAY,
Total Sanitation, etc.
(b) Funds received from World Bank, Asian Development Bank, UNDP, etc.
(c) Funds received from District Collector for Drought relief/Flood Relief, Funds
from Literacy Mission, etc.
These amounts will be deposited / utilised according to the guidelines issued by Govt.
of India and other funding Agencies.

(v) Category E:
Beneficiary contribution, Own funds of the Local Self Government Institutions such as
Profession Tax, Building Tax, etc. These funds will be deposited in the V.P.F/M.F/T.P
Accounts and utilised as decided by the Local Self Government Institutions.
(vi) Category F:
Other Grants/Receipts
These will consist of other funds received by LSGIs, not coming under any of the other
categories, which will be governed by instructions/guidelines issued by the competent
authority from time to time.
3. Allotment and Drawal of Different category of Funds
The allotment, the method of drawal, the persons responsible for drawal, the account
where Funds have to be kept, etc in respect of the different category of Funds referred
to in para 2 above are detailed in ANNEXURE- E.

4. Release of Funds
The following procedures should be adopted for the release of funds :
4.1. Category A Fund
(a) The Category A Plan funds will be released on a monthly basis as per the
entitlements envisaged in Appendix IV / Detailed Budget Estimates in
accordance with the instructions issued by Finance Department from time to
time. (For NABARD assisted RIDF Schemes, allocations will be made in stages
depending on speed of work, enabling early reimbursement).
(b) The monthly allocation to each Local Self Government Institution for the first
10 months shall be arrived at by dividing the yearly eligibility by 14 (fourteen).
The balance allocation, if any shall be given in 2 equal installments in the last 2
months, subject to Plan cuts etc., imposed by the Government.
(c) The allocation shall be made as follows :

(i) Grama Panchayats


The Director of Panchayats will allot the amount set apart for each Grama
Panchayat to the Deputy Director of Panchayats of the respective districts
before 14th of every month. The Deputy. Director of Panchayats, in turn,
will allot the same to the Secretaries of Grama Panchayats in his
jurisdiction. Copies of the allotment letters shall be marked to the
respective Treasuries also. (In ANNEXURE- B, Form I).
(ii) Block Panchayats:
The Commissioner for Rural Development will allot the amount set apart
for each Block Panchayat to the Assistant Development Commissioner
(General) of the respective districts before 14th of every month who in turn
shall allot the same to the Secretaries of Block Panchayats in his
jurisdiction. Copy of the allotment letters should be marked to the
respective Treasuries also. (In ANNEXURE -B Form I).
iii) Municipalities
The Director of Urban Affairs will allot the amount set apart for the
Municipalities directly to the Secretaries. Copies of the allotment letters
shall be marked to the respective Treasuries also. (In ANNEXURE- B Form
I).
iv) Municipal Corporations and District Panchayats:
The Secretary to Government (Local Self Government Department) will
allot the amount set apart for the 5 Municipal Corporations and 14 District
Panchayats directly to the Secretaries. Copy of the allotment letters should
be marked to the respective Treasuries also. (In ANNEXURE B, Form I).
4.2. Category B Funds from various Departments shall be released by the Controlling Officers
through allotment letters. The Controlling Officer shall ensure that the heads of account are
clearly indicated in the allotment letter. The allotment shall be intimated to the respective
treasuries also. A list showing the Demand Number and the Major Heads of Account of different
Departments allotting funds to LSGIs is shown in ANNEXURE- D.
4.3. Category C Funds - The procedure for release of Category C Funds shall be the
same as that for Category A Funds, except in the case of General Purpose Grant which
is non lapsable and so these Funds can be transfer credited in lump to the
V.P.F/M.F./T.P Account of LSGIs maintained in the Treasury, based on allotment.

5. Drawal of Funds
5.1.
The drawal of funds from the Consolidated Fund of the State (Category A,
Category B and Category C) from the Treasury shall be made through special
Contingent Bill Form T.R. 59A as per specimen at ANNEXURE- B, Form IV. Necessary
amendments to the Kerala Treasury Code shall be issued separately.
5.2.

The following instructions shall apply for the preparation of the Bills:
(a) It shall be ensured that the details of allotment (such as total allotment, total
expenditure and the balance available) are indicated in the Bills in red ink.
(b) In the Grant in Aid Bill, the Head of Account from which the amount is
drawn shall be clearly indicated in red ink. The Demand Number in the Detailed
Budget Estimates shall also be indicated to avoid misclassification.
(c) The Bill shall be prepared and signed in duplicate and the duplicate copy
shall be kept in the office for audit purposes.
(d) For all expenditure exceeding Rs. 100/-, expenditure shall be sanctioned by
the appropriate authority (DDOs) by issuing proceedings sanctioning the
expenditure.
(e) For expenditure exceeding Rs. 500/- the original bills / Vouchers shall be
sent to the Treasury along with the bills and a duplicate copy shall be retained in
the office for audit purposes. In such cases, it shall be certified by the D.D.O that
the original bills/vouchers have been enclosed with the bill presented to the
Treasury, except for drawal of advances for schemes such as social security
pensions, payment of installments for housing schemes, etc, where vouchers
cannot be produced.
(f) All Bills shall be presented to the treasury along with proceedings sanctioning
the expenditure, original vouchers/ Bills etc. (In ANNEXURE-B, Form VI).
(g) No amount shall be drawn as advance in anticipation of expenditure. Money
shall be drawn only according to the actual requirement. However, advances in
absolutely essential cases can be drawn, but only if the Plan or other guidelines
specifically permit the same.

6. Declaration of Drawing and Disbursing Officer


6.1.
All Secretaries of the Local Self Government Institutions will be the Drawing and
Disbursing Officer for drawal of funds earmarked to Local Self Government
Institutions.
6.2.
All Implementing Officers of the Local Self Government Institutions, will also be
the Drawing and Disbursing Officer for the drawal of funds. Separate Orders will be
issued by the Finance Department identifying the DDOs.
7. Allotment of Funds to Implementing Officers
7.1.
Each Implementing Officer shall request the President / Mayor / Chairperson
for an allotment of fund based on actual requirement (in ANNEXURE-B, Form II).
7.2.
Every payment and allotment of funds from a Local Self Government Institution
shall be subject to the authorisation given by the President / Mayor / Chairperson of
the Local Self Government Institution (in ANNEXURE- B, Form III).
7.3.
For the drawal of funds by the Implementing Officers, who are Drawing &
Disbursing Officers, the Secretaries shall allot the required amount to the implementing
officer in the specified form (in ANNEXURE-B, Form I). Copy of such allotment letter
shall be marked to the Treasury. The specimen signature of the authority issuing the
allotment letter shall be made available to the Treasuries concerned, whenever there is a
change in the incumbency. Copy of the allotment letter showing the total allotment
received by him, the expenditure including each allotment, balance available, etc. is to
be maintained by the Secretary of the LSGI.
7.4.
Each LSGI shall maintain a separate register showing the Implementing Officer
wise allotment and utilisation of funds (in ANNEXURE A, Form V).
8. Mode of Disbursement
8.1.
All individual payments upto Rs. 1000/- can be made in cash or by Demand
Draft (DD).
8.2.
In LSGIs drawing money from banking treasury, payments exceeding Rs. 1000/will be effected through Demand Drafts.
8.3.
In the LSGIs drawing money from non banking treasuries, the bills shall be
presented to the Treasury through a Nationalised Bank, where an account shall be
opened in the name of the Implementing Officer/Secretary. The account shall be
opened only for the limited purpose of enabling the LSGIs to make payments above Rs.

1000 through DD/Cheque. No amount other than through Bills passed through
Treasury shall be deposited into this account. Whenever a bill is presented through a
nationalized bank, the DDO has to send to the Treasury the Treasury advise in Form no.
105 as per Rule 188 (viii) of KTC (to avoid any fraudulent claims). In cases where the
nationalized Bank is unwilling to collect the money from the Treasury or if the LSGI
considers it more convenient, the LSGI shall present the Bill at the non-banking treasury
and collect the money in cash themselves. The entire money so collected through a Bill
shall be deposited in the nationalized bank on the same day. (To ensure this, care must
be taken to see that bills are encashed from the treasury well before the close of banking
hours). As soon as the amount is credited to the account, DDs will be obtained or
cheques issued to the persons to whom the amounts are to be paid and such
DDs/Cheques, given to them on proper acknowledgement. At the end of every month,
the balance remaining unutilized for more than 30 days from the date of credit of the
account shall be remitted back to the treasury by means of chalan. If the amount is
remitted back in the same financial year, it shall be available for use during the rest of
the financial year. i.e, the fund will not lapse till the end of the financial year. However,
when funds received in one financial year are credited back to the Treasury in a
subsequent financial year, it will lapse. The Drawing Officer shall maintain a separate
register for recording the amounts credited to Nationalized Bank (in ANNEXURE- A,
Form VI)
8.4.
The facility of issuing cheques (instead of DDs) from the account of the
Nationalized Bank, as indicated in para 8.3. above shall be permitted only till
31.03.2005. Thereafter, only DDs will be permitted to be issued. The LSGIs shall,
through appropriate interaction with the Nationalized Banks, ensure that no DD
Commission is payable for DDs issued.
9. Joint Venture Project
In the case of projects undertaken by two or more Local Self Government Institutions,
the contributing Local Self Government Institution shall surrender allotment equivalent
to their contribution to the respective controlling officer (DDP, ADC, DUA and
Secretary LSGD) with a request to re-allot the amount to the implementing Local Self
Government Institution. The Controlling Officer will then allot the amount to the LSGI,
which is implementing the Project. He should ensure that necessary deductions are
made in the original allotment to the contributing Local Self Government Institutions
and the fact shall be reported to the treasury. The copy of the allotment letters and reallotment letters after effecting the reduction in the allotment to the contributing LSGI
shall be marked to the treasury concerned. The responsibility for ensuring codal and
other compliance shall be with the LSGI actually implementing the project (i.e.
spending the money).

10. Deposit works


For schemes / works undertaken by LSGI through KSEB, KWA, ANERT and Ground
Water Department, as a deposit work the deposit shall be made through DDs after
executing proper agreement with the agency. Deposits shall not be made with any
other agency, without a specific Govt. order from the Local Self Govt. Department.
11. Appropriation Control Register
The Treasury Officers shall keep an Appropriation Control Register as provided in the
Kerala Treasury Code and it shall be ensured that expenditure does not exceed the
allotment. The Secretaries of LSGIs shall separately maintain appropriation control
registers in the forms indicated at ANNEXURES-AI, AII and AIII for different
categories of funds. While the Treasury Officers shall also be responsible to ensure that
the allocations are not exceeded, the primary responsibility in this regard will be with
the LSGD in Govt., the Heads of Depts., the officers making the allotment and the
DDOs.
12. Treasury Bill Book
All bills shall be drawn from the treasury through Treasury Bill Book. Implementing
Officers will use a separate bill book for drawing Local Self Government Institutions
funds, i.e. Bill book used for their normal office use will not be used for this purpose.
13. Cash Book
All cash/monetary transactions shall be entered in the Cash Book. In the case of bills
drawn from treasury, the number and date of the bill, the date of encashment etc, shall
be noted in the Cash Book.
14. Cash Transactions
At present there is no specific business hours for cash transactions in LSGIs. Therefore,
business hours for cash transactions in LSGIs shall be fixed as from
10 A.M. to 4 P.M. on all working days.
15. Cash Chests
All LSGIs are allowed to purchase a double lock cash chest, and fix it on the wall or to
the floor. The expenditure for this can be met, from the Plan/Own fund. The maximum
cash balance allowed to be kept in the chest on a particular day shall be as follows:Grama Panchayats Rs. 10000/Other LSGIs
Rs. 25000/-

16. Cashier/Accountant
A sufficiently senior officer of the rank of UDC, Head Clerk/ Junior Superintendent /
Senior superintendent shall be nominated as the cashier / accountant by the LSGI. He
will be in charge of preparation of bills, handling cash, cheques, maintenance of
accounts, cheque books and all other registers relating to cash and bills. The
Implementing Officers and elected representatives shall also be responsible to ensure
that these are being maintained properly.
17. Excess Drawal
The excess amount, if any, drawn by the DDO shall be remitted back to the Government
account under the head of account from which the amount is drawn and the fact shall
be reported to the LSGI/Controlling Officer.
18. Reconciliation
Monthly reconciliation of accounts shall be done by the Local Self Government
Institution and the reconciliation statement shall be submitted to the Accountant
General and the Finance Department. The procedure for this will be prescribed
separately.
19. Imprest Accounts
The Imprest Account in the name of Secretary / Implementing Officer of the Local Self
Government Institutions in the Nationalised Bank/Co-operative Bank opened as per
G.O.383/98/Fin, dated 24.01.1998 shall be closed forthwith.
20. Financial Responsibility
Subject to the provisions of the Kerala Panchayat Raj Act, 1994, Kerala Municipality Act,
1994, the rules framed thereunder and / or any legislation enacted by the Parliament or
the Legislative Assembly of the State governing the allocation, utilisation and
accounting of public money,
(a) financial responsibility for the utilisation and accounting of any money
transacted under this Order, is cast under this Order on Elected Representatives
of the Local Self Government Institution, the Secretaries of the Local Self
Government Institutions, Implementing Officers and agencies who allot funds or
to whom funds are allotted under this Order.
(b) Such elected representatives, officers and agencies shall be accountable for
receiving the money, utilising the money so received for the purposes sanctioned

by law, and for maintaining the accounts of such money received or allotted by
them.
21. Other Points
21.1. The new plan PD account opened with effect from 01-04-2004 shall be closed on
1.12.2004 and all Secretaries of LSGIs shall remit back to the Consolidated Fund of the
State, the balance available in the account by means of a cheque along with a chalan into
the Treasury. The amount thus remitted back shall be available for drawal through the
bill system till 31st March 2005, provided separate allotment for the amount remitted
back is provided by the DDO to the Treasury.
21.2. All the cheques issued to individuals, agencies etc by LSGIs from the Plan PD
account up to 01.12.2004 will be honored by the Treasury, if presented before 28.2.2005.
For this, the Plan PD account will be kept open till 28.2.2005. Cheques issued by the
LSGI to the LSGIs own account in a Nationalised Bank, etc. will not be honoured.
21.3. Each LSGI shall maintain a separate register showing the Income and Expenditure
from transferred Institutions (in ANNEXURE A, Form-IV).
21.4. Each LSGI shall issue a receipt for various incomes received by them (in
ANNEXURE B, Form-V).

Necessary amendments to the relevant codes to accommodate the changes herein will
be issued separately.
23.

Repeal

G.Os read (1) and (2) above shall stand cancelled with effect from 01.12.2004

This form is to be used by the Deputy Director of Panchayats, Director of Urban Administration, Commissioner of Rural Development,
Heads of Department and Government when issuing allotments to Grama Panchayats, Municipalities, Block Panchayats, District
Panchayats and Corporations whenever any allotment is made to a local body under these rules.
The Same Form will be used by the LSGI for further allotment of Funds duly filling the columns for showing the details of allotment, to
the Implementing Officer, in which case the elected Head of the LSGI shall also sign in addition to the Secretary of the LSGI.

(7) the amount as per this bill is drawn after obtaining administrative sanction and technical sanction,
where ever necessary.
(8) In respect of the amount drawn on account of rents, rates and taxes in this bill, (i) no portion of the
building for which the expenditure was incurred was utilised for residential or other purpose
during the period for which the charges were paid, (ii) the expenditure in respect of the portion of
the building used for residential or other purposes during the period for which the charges were
paid has been recovered from the Government servants from whom it was due.
(9) the monetary or quantitative limits prescribed by the Government in respect of the items of
contingencies included in the bill have not been exceeded.
