Briefer on Management of Quality, Quality Control, TQM Quality Circles


Quality is truly important in the output of goods and services. An organization
may be judge on the quality of the services and goods that they deliver and often
assessed on the satisfaction of their clients from the product they get. . With total quality
management, all departments of an organization is involved in sustaining quality. TQM
is an integrated organizational effort designed to improve quality at every level. In an
industry, production and operations management is directly responsible on this. TQM
needs to design products that incorporate customer defined quality. Processes also
need to be redesigned to produce products with higher quality standards. Job design
and supply chain management is also affected in their operation as their commitment to
quality translates into training in quality tools and quality materials. The conformance to
specifications and reliability of the product are among the concerns of operations and
production management. If these are not met the consequences may be high and
impact the organization.
In many industries and business sectors there has been a distinct shift from the
quality assurance approach to the broader, more encompassing quality improvement
concept. In spite of the broad recognition and adaptation to continuous quality
improvement, there continues to be a challenge within organizations to fully integrate
this approach with the work of each employee.
To gain full participation in quality initiatives, employees must be comfortable with
bringing their ideas for improvements forward and then seeing that something happens
as a result of their suggestions. A quality improvement atmosphere where everyone
shares in the responsibility becomes part of the culture of the organization.

Resource constraints, both economic and human, have been frequently cited as
large barriers when attempting to be more inclusive in participation in quality
improvement initiatives. It takes time to get groups together to provide input and to plan
quality improvements as well as to allow those groups to function effectively in this new

In the Department of Education, the quality of education is the foremost concern
of the organization. The Department is continually enhancing its quality of education
through

Quality control is addressed by the Department in

developing learning resources, boosting the ICT including the mapping of schools and
library, hiring of teachers and ongoing construction of school buildings. School heads
and teachers have seminars to keep up with the changing curriculum and innovative
ways in teaching techniques and keeping the school safe and conducive to learning. It
is through these programs that everyone is enjoined to perform effectively.
Tools for assessing teachers competencies and performance are used to identify
the areas that need to be addressed. A schools performance indicator tells much of the
schools performance, however this should be further analyze to help schools improve
their performance. Quality circles come in handy for schools since the Department is so
huge and there are problems in each school that can only be addressed by the
concerned school. TQM cannot be done by few people on top, since it may be hard for
them to monitor everything. TQM in the Department of Education should start at the
bottom of each school, starting with the students , teachers and community.
