The Cases of Extra-judicial Killing in Jhenaidah, Bangladesh

from January to June16


Nowadays, abduction with subsequent killing as the name of crossfire has become a banal matter
in Bangladesh. Bangladesh has earned notoriety in carrying out extrajudicial killings. The events
have already triggered a gravest hurdle in our national life and creating a dark horizon in the sky
of political as well as administration. It has been well reported that a number of abducted people
are either disappeared forever or to be found as the dead body with tying hand and leg with rope.
Among the disappeared person Elias Ali (Organizational secretary of Bangladesh national party),
Mukddas and Waliullah (Shibir leadr and students of Islamic University) are prominent. But
recently the intensity of cruelty has been increased severely that the abducted people are being
killing and uncovering the deceased dead body at the side of river side. It is the matter of concern
that these types of incidences are gradually increasing day by day which are also the clear sign of
the sever deterioration of human rights in Bangladesh. However, in most of the abduction and
dead body recovery cases, family members, nexus and friends of the victim are expressing their
assertion towards law enforcement agencies specifically DB police and the member of RAB
wearing civil dress.
Though these types of heinous activities have been observed throughout the country, but certain
areas have been found to convey the cruelty of offender off and on. In more recent time, a district
namely Jhenidah bear the ferocity of enforced disappearance and with subsequent killing one by
one. At least 30 people have been killed by police firing after being disappeared by them in
Jhenaidah within three years. All of the deceased had strong connection with Jamat and its
student organization Chatrashibir, but the victims did not have any litigation in any thana.
According to Human Rights Support Center (HRSC) information, about 08 people have
been killed extra judicially by law enforcement agencies in Jhenaidah between January and
June 2016. However, the cases of Extra-judicial Killing in Jhenaidah, Bangladesh are as
follows:

(1) Hafez Mohammad Jasim Uddin:


On March 04, 2016 a leader of Bangladesh Islami
ChhatraShibir was found dead 21 days after he went
missing in Harinakundu Upazila of Jhenaidah district.
The bullet-hit body of the victim, Hafez Mohammad
Jasim Uddin, 24, son of Khalilur Rahman Mandal of
Kalohati area of Jhenaidah Sadar, was acting president of
Chhatra Shibir of Ganna union unit, was found from a
field of Hinger village in Dauatpur union around 7:00.
His hands and legs were tied. His brother Saifur Rahman identified the body. He said Law
enforcement agency has killed him and left the body there. The body bore marks of bullet
injuries. He also said that on February 12, 2016 some plainclothes people introducing themselves
as detectives got in a bus to search in Goalando of Rajbari while Jasim was returning home from
Sylhet, said Saifur citing a conversation with Jasim over mobile at that time. After a while,
Jasim's phone was found switched off and since then he had been missing,
The victims families are alleged to law enforcing agency regarding this abduction. They also
expressed deep concern about their sons life at the current perspective of Bangladesh where a
number of young men were enforced disappeared but not be expressed till now. They expressed
their demands at a press conference on to law enforcing agency to get back their son immediately
without torture.

(2) Abujafor (3) Shamim Mahmud :


Until disappearing Joshim Uddin,s blood, Jhenaidah people observed another heart rending
incidence of killing of two meritrious in a single day-13th April, when the nation was taking
preparation to celebrate the first day of Bangla new year. The two shibir leader namely, Abu Jar
Giffari (21) and the 2nd one is Shamim Mahmud (20), disappearing 25 days and 21 days ago,
respectively. Abu Jar Gifari was the Shibir president of Kaliganj municipality unit, Jhenidah
district; while Shamim was an activist of the same organization. Gifari was honours third year
student at Bangla department of Jessore MM College and Shamim was honours second year

student of KC College in Jhenidah. The bullet-hit dead bodies of both Shibir leaders were found
in the shoshan at Barampukur area of Jessore Sadar upazila and police rescued the dead body
after getting information from the local people. Both of the victims were shot at their head to
ensure death. The victims family and nexus alleged that both of them were picked up by the
member of law-enforcers, wearing plainclothes from Kaliganj of Jhenaidah earlier in March.
Girafi,s mother alleged that Gifari was picked up by four plain cloth armed man boarding two
motorcycle when he came from mosque after completing prayer in front of her in the broad day
light. Similarly Shamims mother alleged that Shamin was abducted by four plain cloth armed
man boarding two motorcycles when he was reading newspaper in the grocery. When local
people came forward to rescue him the offender acquainted them as member of law enforce
agency. Following their disappearance, family members of the victims were fail to issue separate
general diaries due to negligence of respective police stations. But several incidences in this
territory indicated that the only duty of police nothing but else to rescue the dead body of
abducted man. Ironically, like others incidents of disappearance the law enforcing agencies
denied the allegation of abduction and killing.

(4) Sohanur Rahman:


The brutality in Jinaidoh is running in a full showing and latest victim of atrocious attack was
Shohanur Islam (19). In this case, the cruelty crossed the previous incidences. The bullet-riddled
body of Shohanur was found in Chuadanga, 10 days after his "abduction". He was an activist of
Kaliganj municipality unit of Islami Chhatra Shibir, was picked up by four plainclothes men,
who introduced them as Detective Branch (DB) of police officials. He was a second-year student
of Shaheed Nur-Ali College in Kaliganj. His dead body bore the sign of bullet shoot in the head.
His eyes were uprooted and a hand was seperated from the body. Mohsin Alom, the victims
father, alleged that four plainclothes policemen with pistols and handcuffs had picked up his son
10 days ago. Locals identified two policemen- one Sub-inspector Nasir and the other SI Nirab
Hossain- of them, BBC quoted Mohsin as saying

(5) Shahid Al-Mahmud, (6) Anisur Rahman:
On July 01, 2016 two leaders of Islami Chhatra Shibir were killed by law enforcement agency,
so-called gunfight in Jhenidah Sadarupazila. The dead were Shahid Al-Mahmud (25), son of
Rajab Ali Mollah of Badanpur village under Sadarupazila, and AnisurRahman (28) son of Abdus
Sattar of Bhatpara village in Kushtia Sadarupazila. Shahid was the president of Shibir Jhenidah
Alia Madrasa unit, while Anisur was the president of Jhenidah Polytechnic Institute. Sources
said Shahid and Anisur were friends.

Shahid's cousin Altaf Hossain claimed that some plainclothes men introduced themselves as
detectives picked up Shahid from their home in Badanpur village on June 13, 2016. Shahid's
elder brother Abdur-Rahim said they contacted police and RAB several times. But police said
they had no information about him. They also we wanted to file a GD [general diary], but police
refused to register it, The family also held a press conference at Jhenidah Press Club on June
18, said Farid Ahmed, maternal uncle of Shahid.His [Shahid] the only fault was that he was a
Shibir activist. There was no case against Shahid, he claimed. Now, police cooked up the
gunfight story, he alleged. Meanwhile, Anisur's family claimed that he was picked up by some
plain clothes men from a house in the capital's Mohammadia Housing Society on June 16, 2016.

(7) Ibnul Islam Parvej :


On July 02, 2016 Another Islami ChhatraShibir activist was killed by law enforcement agency
so-called "gunfight" with his cohorts in Uttar-Kastasagra village of Jhenidah Sadarupazila. The
victim was Ibnul Islam Parvej (27), son of Jahangir Hossain of Bananipara in the district town.
Parvej was the former president of Jhenidah Sadar unit Shibir.

Parvej's father Jahangir Hossain said some plainclothes men picked up his son from a house of
Mohammadia Housing Society in the capital's Mohammadpur area on June 16, 2016. Jahangir
claimed that a week ago, he gave Tk 5 lakh to police as a bribe for his son's release. But they did
not free his son. Instead, they killed him. Jahangir, however, declined to say who took the bribe.
Contacted, OC Hasan said they would look into the matter if Jahangir told them the name. Lutfar
Rahman, the grandfather of the victim, claimed that Parvej was not involved in any subversive
activity.

(8) Saiful Islam:


On July 19, 2016, a shibir activist was killed by police as a so-called gunfight in Adurakandi
graveyard area under sadarupazila of Jhenaidah district. The deceased was identified as Saiful
Islam, 22, son of Lutfar Rahman from Shailakupa upazila and a final year student Islamic
University, Kushtia student of Arabic literature department. He was an activist of the Shibir.
Victims family, however, said that he was whisked away by some men in plain clothes. We
had failed to trace him since then, Cousin NasirUddin said.

However, these incidences are not like the others cases. In these cases, the abduction and the
probability of killing were come to spot light in social media over the week after abduction. The
victims families were concerned and waiting to receive any heart rending news as their beloved
family member would be killed. In this case the abduction and possibility of killing was
transparent as clean water so that family expressed their concern in the press conference several

times. But more regretfully, the law enforcing agency was completely fail to perform their duty,
rather than their negligence to accept the GD and attitude to the victim families indicated their
involvement in this brutal killing. There has been created a panic in this territory as a number of
opposition political leader were abducted and killed within a very short time when all killing
cases asserting the law enforcing agency to be involved. Till now, the government and low
enforcement agencies failure and apathy to identify the motive behind this incidence or arresting
the culprits giving the clear sign of their negligence about this matter.
Therefore, the opposite parties activist of this territory urged that the member of law enforcing
agency under the patronization of government are carrying on the targeted killing the potential
Jamat and Shibir activists as an approach to suppress the opposition forever which is one sorts of
genocide according to the UN charter.
In that awful circumstances we appeal to every conscious citizen, journalist, political person,
national and international human rights organizations and UN agencies to take a step to pressure
to the government to conduct a judicial investigation of this incident as if such type incidences
will not happen in future. In addition, we demand to exemplary punishment to the member of
law enforcement agencies involving in this enforce disappearance and extrajudicial killing.
