SECTION 260913 ELECTRICAL POWER MONITORING SYSTEM


SCADA System
System design shall include all components, system software, system hardware, testing, training,
supervision of installation, integration and connection to University SCADA (Honeywell EBI headend)
system.
Metering System
In addition to the basic information provided to the OCC via the SCADA system, the University maintains
substation power metering platform that collects and displays detailed metering information. The system
used is the PowerNet V2006 Software from Eaton/Cutler Hammer. All other building data is received
back at the Honeywell EBU Power Management software.
Description
1.0

System Monitoring Functions:


A.

The system shall be capable of monitoring the following functions:

Metering at Building Service Entrance


A.

Metering shall be provided at the primary source of power for each building..

B.

All power meters shall be Siemens 9330 or University Engineering Department


approved equal.

C.

Power meters shall have certified revenue accuracy as per ANSI C12.20 and IEC
60687 class 0.5S or better.

D.

The meter and associated instrument transformers shall provide accuracy of +/1% over the range of 5% to 100% of rated current or voltage, +/- 2% over the
range of 5% to 100% of rated power.

Integration
A.

The integration of the Electrical Power Monitoring System into the SCADA
system is the responsibility of the project that is providing the electrical power
equipment to be monitored.

Communications
A.

Communications from the substation power monitoring equipment to the


University PowerNet system is via local proprietary eMint device for each
substation that communicates via IP to the OCC power monitoring server.

B.

Communications to the Honeywell EBI energy management platform is via


Ethernet data drop with IP address per meter.
