Some disturbing allegations have come to my attention regarding possible retribution against
some school system personnel who either spoke out at municipal meetings and/or communicated by
email with City Council members regarding their concerns and critisms of the school administration
and/or Board of Education (“BOE”). I have even heard from multiple sources allegations that you
have requested that the IT department give you all email transmissions between Danbury teachers
and me. I certainly hope that these allegations are untrue, however, if they are true it most shocking.
These allegations raise serious concerns that of the possibility that school system personnel
able to access email communications on the school system’s email server maybe doing so to identify
personnel critical of the school administration and BOE. I am familiar with the law regarding the
absence of confidentiality in utilizing government email servers. However, my concern is not with
email confidentiality per se, but with the possible improper subsequent use of the contents of such
emails by certain school system personnel. Therefore, I am requesting pursuant to the Connecticut
Freedom of Information Act (“FOIA”), Conn. Gen. Stat. § 1-210 et seq, that the Danbury School
system provide me with any and all documents identifying any and all email accounts accessed by
anyone other than the individual staff member to whom the account is assigned (herein after referred
to as “account holder”) and for each such account provide any and all documents identifying:

common law exemption shielding said document from production pursuant to the FOIA.
