ArticleXIIIoftheconstitutionalsoestablishesaparticularmodebywhichtheStateshallupholdtherighttohealth,throughtheadoptionofan
integratedandcomprehensiveapproachtohealthdevelopment.Whileintegrationreferstoaunifiedhealthdeliverysystemwithbothpublic
andprivatesectorparticipationaswellasutilizationofwesternandindigenoushealthcaresystems,comprehensivenessimpliesdeliveryof
servicesandtheundertakingofactivitiesrelatingtohealthpromotion,diseaseprevention,educationandplanning.
ArticleXIIIfurthermoreemphasizesthathealthservicesshallbemadeavailableataffordablecost,andthatfreemedicalcaremustbegivento
impoverishedandthedisadvantaged.Itisclearfromallthis,therefore,thatalthoughtheStatesobligationtoupholdtherighttohealthofall,a
clearbiasisestablishedinfavorofthevulnerablesectorsthepoorandunderprivileged,elderly,disabled,womenandchildren.
AlawthatintroducesafreshandinnovativeapproachtoimprovingaccesstohealthcareandmedicaltreatmentistheTraditionalandAlternative

MedicineActof1997whichpromotesresearchintoandutilizationoftraditionalandalternativehealthcaresystems .Theclearintentofthis
lawistoimprovethequalityanddeliveryofhealthservicesthroughthedevelopmentoftraditionalandalternativemedicine,anditsgradual
integrationintothenationalhealthcaredeliverysystem.
PITAHC, the institution created under Republic Act 8423, is created and tasked to conduct research and study of traditional and alternative
medicine,trainnurses,physiciansandhealthworkersintheuseofsuchtechniques,educatethepublic,andformulaterulesandguidelinesforthe

regulationofthepracticeandusageoftraditionalandalternativemedicine .
Considering these principles and the state of affairs in Naturopathyas part of pluralistic practice of medicine or integrated medicine in the
Philippinesetting,theCompetencyStandardforNaturopathyforhealthcareprofessionalandworkersisdirectedtowardstheenhancementof
naturopathswhoarenotonlyscientificallyandtechnologicallycompetentonNaturopathybutwhoarecommittedtocomprehensivecommunity
health development consistent with the holisticphilosophy and paradigm of traditional andintegrative medicine. This is also consistent with
primaryhealthcareprinciples,thecorecomponentsoftherighttohealth.

This Competency Standard defines the MINIMUM required stock of knowledge, skills, attitude for medical and nonmedical health care
professionalsandworkersintheareaofNaturopathyThecompetencyalsodefinestheproperrolesandorientationneededforpracticerelevant
andappropriatetothePhilippinesetting..NationalCertificatesareissuedbyPITAHCwhentheprescribedunitsofcompetencieshavebeen
achieved.
This Competency Standard is herein formulated and developed to ensure that Naturopathy practice meets the minimum levels of adequate
knowledge,skillsandawarenessofindicationsandcontraindications.Specifically,thepurposeofthisbenchmarkdocumentareasfollows:
1.ToupgradethelevelofprofessionaleducationandtrainingofNaturopathsinTraditional/ComplementaryandAlternativeHealthCare(T/CAHC)
withtheendviewofqualitypatientcare,settingandmaintainingstandardsofcompetenceandintegrity,andprovidingqualitylifeenhancingand
wellbeingservicesandproducts
1.Toserveasbasisintheestablishmentofacompetencyassessmentandcertificationsystem,whichcanbeusedforsettingupaclassified/qualified
poolofnaturopathsreadytoservedomesticneedsprimarily(medical,andcommunityclinics,hospitals,etc.)andoverseasrequirementssecondarily
