GUIDELINES FOR TECHNO COMMERCIAL FEASIBILITY

FOR NEW PNG CONNECTION - DOMESTIC SEGMENT

Criteria For Commercial And Legal Status Of Property / Premises


The title of the premise where Piped Natural Gas (PNG) connection is desired (hereinafter
referred as Premise) should be in the name of the applicant.
In case there is multiple ownership of the Premise, then NOC from all the owners should be
provided at the time of registration of the desired PNG connection.
Submission of the Power of Attorney (PoA) would be a limited proof of property, it would be
necessary to submit the requisite property documents of the Premise.
The Premise should be fully authorized by the local municipality/panchayat as per the
prevailing norms of the respective authority and should be clear of any litigation/ legal issues.
The Society/Apartment where the Premise is located should already have gas line
connectivity.
Installation of Gas Pipeline required to connect PNG to the Premise would be subject to
receipt of permissions from relevant authorities where the Premise is situated viz. local
municipal corporation, Panchayat, registered societies and/or any other associated
authority(ies) as the case may be.
Any objection by the society where the Premise is situated or by any third party during
execution of work would be assigned to the customer to close and settle within 3 days from
the date of objection raised.
The Premise is expected to be fully constructed and in conformance with the Gujarat Gas
Company Limited (GGCL)'s technical and safety guidelines.
The Premise should be cleared for installation of gas equipments for the purpose of providing
the PNG connection.
Gas Pipeline route shall be finalized by GGCL trained representatives only.
Additional points for gas geyser installation will be provided strictly as per GGCL HSSE
guidelines only and no deviation will be accepted. Usage of PNG connection should be
limited for domestic use for cooking and heating water for bathing purpose only. GGCL shall
have right to disconnect gas supply of a customer and terminate the Gas Sales Agreement
(GSA) without prejudice to GGCL's other rights under the GSA executed with customer, in
case a customer is found consuming gas for other purpose than listed above.
GGCL reserves the right to refund the amount without any consent of the customer in case the
PNG connection could not be provided on account of (a) Technically Not Possible (b) Not Safe
to Operate or (c) permission not available from the relevant authorities.

Network Feasibility Criteria


Availability of adequate network capacity.
Availability of sufficient proximity distance as per technical standard from structures,
habitable dwelling building, industrial building.
Availability of sufficient clearance as per technical and safety standard between existing
underground utilities and hydrocarbon pipelines.

Availability of sufficient clearance from overhead electrical lines as per electricity act.
Availability of adequate width of road (minimum of 3 meters) for ease of maintenance and
emergency handling.
The route has stable soil conditions and free from erosion.
Route free from recent soil infill which causes significant change to natural ground levels.
Route free from sand gravel, flood risk, land-slip and ground likely to subsidence.
Route free from any effluent drain in to soil which causes corrosion to pipeline.
Route shall be declared feasible for laying network after considering future expansion as well
ongoing construction like the Bridge construction, road construction etc.
Route shall be free from old & huge trees and intense forest with minimum impact on wildlife /
habitats.
Route shall be free from issue of sensitive inhabitancies and vandalism.
The PNG connection shall be provided based on the network plan approved by PNGRB.
The PNG connection shall be subject to all statutory clearances/ permissions in place.

Domestic Connection Installation Criteria / Alteration


Route shall be planned for shortest possible length by considering quality and safet
parameters.
Route shall be finalise considering minimum no. of threaded joints / bends.
The regulator will be so placed that the length of the pipeline before the regulator is of
minimum length. This will minimize the length of the high pressure pipeline and thereby the
probability of high pressure leakage. Pipe shall not be installed on un-plastered wall.
Pipe shall not be installed in an unventilated void space, where there exists a possibility of
gas accumulation in case of gas leakage.
Installations shall be installed away from other utilities considering safety aspects.
Pipes shall not be installed in utility ducts and areas where it is not convenient to operate and
difficult to approach for maintenance work.
Outside lateral pipeline shall not be installed at a height where maintenance is difficult.
In multi-storeyed buildings connection shall be provided from common riser. Separate
pipeline shall not be provided for individual customer.
On line tapping Connection shall be provided from nearest available riser tapping tee.
At parking area, vehicular movement, presence of compound gate, etc. shall be considered
for G I installation.
The isolation valve shall be located at a convenient height so that it is easy to operate. It will be
installed at maximum at six feet height from ground / floor level so as to ensure that children
do not fiddle and also height is maintained to six feet so that any adult can operate the valve in
case of emergency. The position of gas tap/ball cock shall be provided on platform in such a
way that it is convenient to operate in case of emergency.

No overhanging or concealed pipelines shall be installed.


Meter installation shall be at an appropriate height and location for easy meter reading.
The position of regulator shall be selected at the convenient height for ease of maintenance
and considering minimum high pressure line at customer premises. Water heater appliance
valve shall be installed outside in fully ventilated space like terrace/ balcony / passageways /
open veranda adequately protected from the weather.
Pipeline route should not encompass any portion where pipe shall remain hanging after
installation i.e. without any support.
Pipe shall not enter Domestic Customer's kitchen/bathroom from the roof ceiling but
always through vertical walls.
GI Service pipe in full or part thereof shall not be concealed at the Domestic Customer's
premises and shall always be exposed or open to atmosphere.
All GI installations shall be minimum 30 cm away from the electrical installations.
Commissioning of unauthorised connections shall not be done under any circumstances.

Domestic PE Service Line Installation At Site


Availability of sufficient clearance as per technical and safety standard between existing

Availability of sufficient clearance from overhead electrical lines as per the electricity act.
Availability of adequate width of road (minimum of 3 meters) for ease of maintenance an
emergency handling.
The route to have stable soil and should be free from erosion.

PE service shall not be provided through casing / ducting etc.

Above guidelines is on a broad scope only.
The company shall have its right to define and/or amend the guidelines based on site\ conditions / safet
considerations. The Domestic Customer shall abide by the said guideline.
