About Girl Effect


Girl effect believes in a vision where girls actively participate in decisions about their
lives, fully supported by their family, community and the broader system.
We seek to do this by reframing girls in society. This reframing is a process about
changing knowledge, aspirations, attitudes, beliefs and practices of girls and those
around to make positive shifts in what people think, feel and do - both about girls and
for girls.
Specifically, the objectives of this reframing process are to increase adolescent girls
value, visibility, voice and connections to each other and those around them. We
believe these four outcomes are critical building blocks in reframing how girls are seen,
understood and valued and to build their ability to make and take positive choices
and decisions in their lives.
This process of reframing seeks to address change at different levels - among girls; in
families and communities; and across wider society. We are cautious not to expect girls
to achieve change alone, but recognize that in addition to inspiring and enabling girls,
change needs to happen across the environment in which girls live, and among those
that hold power in a girls life.
About Girl Effects work in Ethiopia
Girl Effects approach to reframing how girls are positioned in Ethiopian society is to
use Yegna - our branded intervention built with girls at the centre to change how
people think, feel and act for and about girls. Yegna (meaning ours in Amharic) was
established by Girl Effect Ethiopia and is Ethiopias first youth brand. The brand is
carefully designed to be rooted in Ethiopian culture and reflect the realities of the
challenges girls face in Ethiopia today.
We believe that combining behaviour change theory with our brand approach is what
makes Yegna unique. Connecting all of the media products under the umbrella of the

brand allows us to communicate a shared sense of meaning across the products. So


the effect of engaging with the media through the brand (Yegna) is much greater than
the sum of its parts (i.e. individual products). Using a branded approach also allows us
to attract large audiences into our communications more effectively and in ways that
would not otherwise be possible through single product engagement.
This brand led approach seeks to reframe and reposition girls across Ethiopian society
to promote positive attitudes, beliefs and practices in their favour. To achieve this, Girl
Effect Ethiopia has three main areas of work:

Media Property: Strengthening and expanding the media platform and


development of branded behaviour change content;
Girl Networks: Supporting the creation of physical clubs/safe spaces (girl
networks) to extend the reach and impact of the branded content among girls;
and
Evidence: As a learn and adapt organisation, we use evidence to inform all
stages of our work to inform, monitor and evaluate all of which contribute to
organisational and programme learning.

Collectively, the branded interventions will aim to inspire, attract, connect and empower
girls and those around them in large numbers in order to shape how societies view and
value girls, and build their agency.

Job Purpose
Girl Effect Ethiopia (GEE) is looking for a senior operations manager to: Take
responsibility for overseeing the finance and operations team in Girl Effect Ethiopia,
including management of three staff within the team; Ensure the successful delivery of
all key operational related tasks, including risk management and compliance; Lead
strategic processes of resource prioritisation and allocation across the programme;
Coordinate with programme teamsto result in successful implementation of work plans;
Manage partner contracts, compliance and deliverables, including GEEs main partner
EMOP; provide support the Deputy Country Director in designing and implementing a
VfM Strategy and preparing the organisation for institutional sustainability.
The post holder must have excellent communication and networking skills in order to
build effective working relationships with counterparts in DFID Ethiopia, Girl Effect
Global and Girl Effects implementing partners. The post holder will be required to very
quickly build his/her knowledge of both DFID and Girl Effect systems, procedures and
policies (especially DFID Smart Rules).
He/she must have excellent managerial skills, attention to detail, knowledge of financial
management and procurement processes. He/She should be able to lead the finance
and operation team to ensure systems and procedures that are stable, functional and
yet simple. He/she will also play a key role in the development of strategic priorities for
the team.

Key Duties and Responsibilities:


Operations and programme coordination/management:

Ensure excellence through management oversight of all operational processes:


- Financial and budget planning and management
- Procurement and contract management
- Risk mitigation and management
- Compliance
- External communications in relation to Finance and Operations
- Girl Safeguarding

Responsible for efficient delivery of all administrative requirements for the Girl Effect
Ethiopia team, through effective management of the finance and operations team
Support the Fin/Ops Manager on the budget forecasting and monitoring of GEEs
different work streams (Evidence, Girl Networks, Safe Spaces, Partnerships,
Communications, Brand) to ensure alignment of the programme with the budget;
Support the Finance and Operations Manager in procurement and contract
management, as needed. Provide strategic support and guidance in procurement
processes and contract management.
Ensure compliance with, and implementation of, DFID Smart Rules Guidance and
Girl Effect Policies
Provide support to the Deputy CD on VFM and institutional sustainability
Work with other Girl Effect and DFID peers as required to ensure the smooth
implementation of programme operational needs
Ensure that Annual Reviews/other reviews, assessments and audits are planned in
advance and well-coordinated within GE and DFIDE
Lead on ensuring systems and procedures in Girl Effect are functional and effective
Lead recruitment processes, design and delivery of local induction programmes to
ensure new hires understand the needs and requirements of Girl Effect, DFID and
local country operations
Manage all SAIC staff HR requirements in the DFID system
Oversee all higher level visits from DFID and Girl Effect and other VIPs ensure all
logistics and other arrangements are effectively delegated to relevant staff
Partner Management
Oversee the creative management agency contract (EMOP) in its management of
appropriate level of risk and programme delivery by working closely with Brand
Manager and Fin/Ops Manager and report to Deputy Country Director and CD any
areas of concern that may affect the smooth delivery of the programme
Responsibility for overseeing GEEs implementing partners to ensure: Contractual,
financial and operational compliance; Accountability; Good governance; and Timely
reporting
Ensure compliance with, and implementation of, DFID Smart Rules Guidance and
Girl Effect Policies in GEEs implementing partners
Compliance
Ensure compliance of Girl Effect and DFID policies in all aspects of GEEs
operations, including DFID Smart Rules

Ensure compliance in the implementation of the MoU between GE and DFID on


aspects relevant to the work portfolio
Ensure GEE staff have the necessary knowledge an understanding of Girl Effect and
DFIDs policies and procedures, providing training where necessary
Report to DFIDE and GEE quarterly (and as required) on programme delivery, risks,
VfM
Ensure that all agreements, contracts and others, undergo the required levels of
assessments on risk, practicality and VfM
VfM Strategy
Support the development of a VfM Strategy in coordination with DCD, Impact Team,
and Finance and Operations Manager
With support from Finance and Operations Manager, ensure that all programme
planning and expenditure considers VfM
Work with GE Global and other country offices in benchmarking VfM indicators and
identification of improvement areas.
Key skills and experience and qualities:

Minimum of a bachelors degree in relevant field; ideally, a Masters degree in


management, or related field
At least five years of professional experience in NGO/Donor setting that involves
operations and programme management role
Proven experience in operations and financial management
Experience of leading a team in a dynamic environment
Experience of managing external partners, including consultants, suppliers and
government offices
Excellent experience ensuring and documenting VFM
Ability to work under pressure and produce quality work within tight deadlines;
Ability to take a broad view and focus on, and plan for, the longer term.
Excellent oral and written communication and presentation skills
Excellent interpersonal skills, as well as a collaborative team player
Experience working in multicultural teams is an advantage
Ability to evaluate the level of risk and possible outcomes of decisions
Excellent attention to detail
Able to work autonomously
Energetic and solution focused
