PURPOSE
This Standard Operating Procedure (SOP) is issued and maintained by FO/MNT/ELC and
reviewed by HSE as it belongs to the TOTAL E&P INDONESIE (TI) HSE Manual.
The objectives of the Electrical Safety Procedures (ESP) are the following:
- to provide directives for the application of safety electrical work rules,
- to eliminate personnel injuries, reduction of damage to equipment/property and to
prevent reoccurrence,
- to establish responsibility and accountability,
- to assure the safety of the company's employees and contractors who work on electrical equipment,
- to ensure the continuity of the electrical supply in the best safe conditions.
A hard copy of this procedure is issued to Electrical Section at each site. This SOP is also
part of the TI CMS, Corporate Management System, available at Intranet.

Isolation Responsible: Electrical authorized person who has responsibility to lock off/on
equipment on specific location based on his/her ability permit.
Isolation Log Record: is a book/record located in site electrical maintenance section which
is used to record all information concerning the work carried out and the user of the
padlock. Refer to the form attached to this SOP.
Live Conductor/ Parts: Conductor or conductive part which is energized in normal operation, including a neutral conductor.
Locking off: is performed to put and maintain the equipment in one status; stop, draw-out
and test position in such condition that nobody is able to manipulate without authorization.
Maneuver: Successive operations leading to an electrical installation status change (switching on, switching off, closing and opening loops...) with switches, breakers, isolators
and other devices specially designed to this purpose.
Except the maneuvers, whatever the voltage class, all other operations performed on
the electrical installations or equipment are categorized as works.
Neutral Conductor: Conductor (in an AC system) connected to the neutral point and liable
to carry current.
Operating Authority: is formally appointed by the RSES and he is directly responsible for
acceptance of permits at the planning stage for operations of which he is in charge.
Refer to SOP 03-001 Work Permits.
Partial Electrical Isolation: this type of isolation is performed to avoid any possibility of putting back into service an electrical motor or device driving a machine, on which a
non-electrical job has to be carried out. Locking off request is required on the electrical isolation permit and on the main work permit.
Performing Authority: TI representative in charge of the work performance. He is present
on the installation or in the immediate vicinity for the entire duration of the work. Refer to SOP 03-001 Work Permits.
RSES: Responsible for Health, Safety and Environment on Site appointed by General Manager. Refer to SOP 03-309 RSES.
Safety Padlock: padlock, which used for locking off purpose.
Safety Extra-Low Voltage (SELV): denotes a voltage, which does not exceed 50 V a.c.
r.m.s. or 120 V d.c. between conductors or between any conductor and earth in a circuit which is isolated from the supply mains by means such as a safety isolating
transformer.
Sr. Electrical Authorized Person: is the Senior Electrical Engineer who is appointed by
Executive Vice President & East Kalimantan District Manager (EVP) in written, and
must be a competent person on electrical subject and has the responsibility of issuing Electrical Ability Permit for TI.
Substation: the part of power system, concentrated in given place, including mainly the
terminations of transmission or distribution line switchgear and housing and which
may also include transformers. It generally includes facilities necessary for system
safety and control (e.g. the protective devices).
Switchgear: A general term covering switching device and their combination with associated control, measuring, protective and regulation equipment, also assemblies of
such devices and equipment with associated interconnections, accessories, enclosures and supporting structures, intended in principle for use in connection with generation, transmission, distribution and conversion of electric energy.

Total Isolation: this type of isolation is performed to allow work on electrical equipment.
This equipment is out of service, current switched off without any possibility of it coming back and all other powers (pressured air, potential energy, etc) are disabled.
Locking off/ isolation requisition is required on the electrical permit and the main work
permit.

5.2 INTERVENTION
In case of any doubt (in implementation of the following rules), it is the responsibility of
the RSES to appreciate if electrical works require the application of the work permit procedure or not.
5.2.1
Unless:
- RSES does ask for issuing a Work Permit,
- the works are located within an Explosive Area,
the following works do not require the Work Permit and Isolation Permit:
- replacement of LV fuses,
- replacement of lamps and ballast including minor repair,
- systematic maintenance of battery,
- running test of emergency generators,
- running test of turbine generators,
- change-over turbine generator operation,
- restarting of thermal electric generator/CCVT,
- all works in workshop area,
- routine systematic maintenance and performance test on engines, HVAC,
domestic equipment and generators.
However:
- all above works should be recorded in a logbook available in control room,
- those interventions should always be made in the absence of voltage (if applicable).
- those intervention shall be covered by written instruction
5.2.2
The work should not be started without following existing work permit procedure.
If work location is not in Electrical Room, each working zone should be delimited by
protection tape
Passage for evacuation should be preserved every time.
The work could be started only when any possible voltage sources are isolated.
The electrical supervisor shall issue an electrical isolation permit to cover electrical
locking off and total isolation.

5.10
Locking off (partial/electrical isolation) and locking off all other sources of power are
necessary, and must appear on main work permit. For this type of work among aother
requirements (refer also to SOP 03-002), an electrical isolation permit is required. After
checking that the right machine has been locked off, no possibility of local or remote
start-up, using padlocks, then work can be started on the machine.

The work does not require electrical isolation work as long as there is accessible livepart, however main work permit is necessary.

EXCAVATIONS
5.13
Instruction to make apparatus alive or dead following a given signal or pre-arranged understanding after an agreed interval of time, verbally or by body language is strictly
forbidden. All actions for isolation and/or de-isolation shall be based on this procedure.

ELECTRICAL ISOLATION
6.1 LOCK OFF
6.1.1
PROCEDURE
1. Padlock and keys are stored in keyboards installed in each section supervisors
office.
2. If require, a master key or second keys for all safety padlocks are to be kept in
keyboard installed in the Site Maintenance Superintendent office for emergency
use only.
3. Keys for substation doors, electrical rooms and transformers fence doors, are
stored in the Electrical Supervisor's office.
4. Padlocks and keys should be delivered to each employee who works on isolated equipment by his section Supervisor.
5. Padlocks and keys shall never be lent.
6. Padlock used for isolation shall be special type with unique key (not generic
type).
7. A tag has to be attached to every padlock to identify the Work Responsible or
Isolation Responsible. It is recommended also to indicate the reason for locking-off and the Work Order Number.
8. Each corresponding Supervisor shall draw up a list of the assigned and installed locks, with their discreet.

9. After the circuit breaker or switch has been opened, the worker or workers who
will be involved in the job snap their lock or locks on the control lever/ locking
off arrangement or on multiple lock adapters.
10. When the work is completed and checked by the Performing Authority, the isolation responsible is the last to remove his padlock. (A type).
11. Removing the electrical padlock should be under the supervision of the isolation
responsible.
12. All padlocks and keys shall be returned back to the responsible Supervisor at
the completion of the work.
GENERALITIES
1. For each work which requires an electrical isolation permit, a separate electrical
isolation permit shall be issued, even if the same item is already isolated for
other work. In this case all the works shall be completed before the electrical
isolation could be cancelled.
2. The Electrical Isolation Permit is required for any intervention or work on
equipment or an installation, which has to be electrically isolated.
3. It can only be issued as a complimentary permit to the main work permit and
can never be used alone. It has to be signed off to indicate that the equipment
has been de-isolated.
4. The electrical isolation shall use padlock and follow the lock off procedure (especially for HV equipment) available on each site for each equipment.
5. When the electrical section requires locking off/ electrical isolation of equipment
for electrical work, the same procedure shall be adopted.
6. Separation of equipment or network from possible voltage sources should be
clearly visible and secured (breaker or contactor draw-out, perfect operating indication).
7. The Electrical Isolation Permit can only be prepared by Electrical Authorized
Person and the isolation work should only be done by Isolation Responsible.
The isolation work has to be documented in special isolation logbook. Basically
a record of each activity will be made as follows:
- the work permits number,
- the tag number of the equipment concerned,
- the padlock number,
- the name (and badge number) of the work responsible,
- the date and time of this operation started,
- the date of return of the padlock (and key) to the section Supervisor,
8. The isolation logbook should be kept in a good manner.
9. The five copies of the isolation permit should be signed together.
9.1. During performing work:
- white copy shall be put in work place and available there permanently
and to be presented at any request
- yellow copy shall be kept by Operating Authority
- blue copy shall be put in Control Room
- pink copy shall be kept by Electrical Authority
- green copy shall be kept by RSES

REQUEST
The request for an electrical isolation permit shall be issued during the "daily work
permit coordination meeting" by electrical authorized person. The requestor shall:
- determine what type of isolation will be carried out,
- describe the nature of work to be carried out,
- indicate precisely the equipment to be locked off, the tag number and the
location,
- check all possible safety procedures.
The RSES or his/her delegate shall:
- verify the equipment to be locked off confirm to the main work permit,
- acknowledge the electrical isolation permit to be undertaken by his signature.
6.2.3
EXECUTION
The Electrical Supervisor shall nominate the isolation responsible to perform the
electrical isolation.
The Isolation Responsible shall:
1. identify the equipment/ network to ensure the work, which will be carried out
is on the isolated network,
2. read and follow the isolation procedure of the equipment isolated,
3. inform to control room to make sure the lock off is safe to be done,
4. verify the lack of voltage on the equipment or network,
5. put in place, if necessary, screen for prohibiting the access to the live parts
if exist,
6. short circuit to earth the downstream conductors by closing the earthing
switch if available and padlocking it in the closed position,
7. put the equipment in the desired condition and observe that the available
indications show the desired condition; the indication should work properly,
8. put padlock for prohibiting any manipulation,
9. when total isolation of the equipment is completed, the working zone must
be marked out with barricades or flags, if the work place is not in Electrical
Room,
10. fill in the electrical slot on the permit with the reference number of each padlock applied and sign,
11. fill in the isolation logbook.

When working on power transformers and putting them in parallel, the isolation shall be made on both primary and secondary side, since low voltage
on secondary can produce high voltage in primary.
Opening of the circuit which is supplied by the secondary of current transformer when the primary side is live or likely induced current is strictly forbidden. If opening is required, the secondary terminals of the current transformer shall first be sorted using an appropriate device.
CHECKING
The five copies of electrical isolation permit form are filled up and signed all together and distributed accordingly.
The Electrical Authorized Person shall check that the isolation is correct, perform
the necessary tests and sign on the Electrical Authorized Person slot.
Note: it is compulsory that tests of HV locking off/ isolation are performed by Isolation Responsible.
The Operating Authority shall:
- check the electrical isolation,
- if required, fill up and sign the special instruction slot by himself / herself.
The Performing Authority shall:
- check the isolation conditions,
- put his own padlock,
- fill the padlock reference number in electrical isolation permit,
- ensure that the workers have the ability permit level required to perform the
work.
The work will start only when the Performing Authority is in possession of both
given main and electrical permits.
6.2.5
SIGN OFF
The five copies of electrical isolation permit form are collected, signed all together
and archived accordingly.
The Performing Authority shall:
- remove his padlock,
- sign in the Performing Authority slot.
The Isolation Responsible shall:
- read and follow the de-isolation procedure of the isolated equipment,
- upon approval of the Operation Authority, put the involved equipment back
in service,
- perform de-isolation when any electrical isolation permits concerning this
part are already returned to him,
- return the equipment/ installation to service, sign in the signing-off slot.
The Electrical Authorized Person shall:
- check that the de-isolation is correct,
- perform the necessary tests,
- sign on the Electrical Authorized Person slot.
The Operating Authority shall:

The Electrical Isolation Permit will never be closed without completion of the work.
If the works are not completed and the validity of the main work permit has expired
then:
- the installation is kept isolated,
- the Electrical Isolation Permit remains valid and open,
- the reference number of valid Electrical Isolation Permit must be written on
the new main work permit,
- the work can be continued.

LETTERS
Second Letter:
R: Intervention responsible, person who:
- has to be aware of application of safety regulation,
- is responsible of interventions or maintenance work on Low Voltage
range only.
C: Isolation responsible, person who is responsible to perform electrical isolation and takes the corresponding safety measures.
7.2.2
NUMERICAL INDEXES
Characterizing the functional level of person who is entitled to perform the job:
0: Non electrician: person who:
is not in charge of the interventions or works in the scope of electricity,
- is authorized only to enter into substations to do the works such as
cleaning, maintenance of premises and reading of measurement apparatus.
1: Work Performer: person who:
- is in charge of the interventions and the maintenance works in the scope
of electricity,
- can only take action after having received a written or verbal instruction
from the work or intervention responsible.
2: Work Responsible: person who:
- has to be aware of his own safety and the personnel under his responsibility,
- shall continuously supervise his personnel (if necessary).
