THE UNITED STATES ATTORNEY CHARGES THAT:

1.

At all times material to this indictment, defendant JOHN WRIGHT was

employed as a Review Specialist, Construction and Plans, by the City of Philadelphia, Department
of Licenses and Inspections. As part of his duties, defendant WRIGHT was involved in the
inspection of properties in the city of Philadelphia and could issue or withhold certificates of
occupancy, which are required as a condition of a change in the use and occupancy of a space and
for all new construction and building additions.
2.

At all times material to this indictment, HF, a/k/a KF, was a building

contractor doing business in Philadelphia and elsewhere. As part of his job as a building
contractor, HF, a/k/a KF, made repairs to a property located at 5520 Whitaker Avenue,
Philadelphia, PA.

From on or about July 30, 2015 until on or about August 18, 2015, in

Philadelphia, in the Eastern District of Pennsylvania, and elsewhere, defendant

JOHN WRIGHT

obstructed, delayed and affected commerce, and the movement of articles and commodities in
commerce, and attempted to do so, by extortion, in that defendant JOHN WRIGHT obtained and
attempted to obtain property, that is, United States currency, which was not due defendant
WRIGHT and his office, from HF, a/k/a KF, with the consent of HF, a/k/a KF, under color of
official right.
All in violation of Title 18, United States Code, Section 195l(a),(b)(2).
