BACKGROUND OF THE STUDY

Local university students have justified their action of selling of trading the 1Malaysia Book
Voucher (BB1M) for the cash by saying that they need cash more than book. Majority of the
students admitted trading of selling the book voucher would be a better option compare to using
it in accordance with the governments guidelines. The market price, normally range from the
RM200 to the RM230 cash for RM250 BB1M voucher. The Sun Daily.
The 1Malaysia Book Voucher or Baucar Buku 1Malaysia (BB1M) is an initiative by the
Ministry of Higher Education (MOHE) in 2012 to help ease the financial burden of tertiary
students all over Malaysia as well as help these students get better access to books and stationery
that would help them with their studies. In 2013, the RM260 Million allocation for 1Malaysia
Book Voucher 2013 has benefit all Malaysian Students in Tertiary Education (Local Public &
Private University / Colleges / Institute), Matriculation as well as Form 6 Students. In 2012, the
book vouchers were given out in the month of January. In 2013, the vouchers were given out
starting from February 2013.

PROBLEM STATEMENT
In 2016 budget, the 1Malaysia Book Voucher Programme at RM250 per voucher for 1.2millions
student will be continued. From previous years, student tend to convert the voucher into cash
which is illegal in law. The voucher also does not seem to help the student in any ways.

SUPPORTING DETAILS
Some students are selling their 1Malaysia book vouchers for cash at a discount of 20 per
cent. Despite a tightening of the rules and threats of punitive action, the practice is prevalent in
private universities. The government has spent RM910 million on the 1Malaysia Book Voucher
or Baucar Buku 1Malaysia (BB1M) scheme to help ease the financial burden of tertiary students
when buying books and stationery. But despite the tightening of rules, it looks like some students
are still turning those vouchers into quick cash at a discount of 20 per cent. Checks with
government college students who had sold their vouchers revealed that vouchers were only given
to them nearly three months after their semesters started. A few students said their semesters
started in January, and the vouchers would have come in handy then as the books they had to buy
cost a few hundred ringgit. However, they only got the BB1M vouchers in March from their
universities and by then, it made sense for them to convert the vouchers to cash to cover their
earlier purchases.

OBJECTIVES

To discover why student convert the voucher BB1M into cash.

To identify the advantages of BB1M to the student.

To study the suitable time for hand over the voucher.

Government gives vouchers instead of cash for student to encourage them socialize with the
book, but most of student act to convert the voucher into the cash money even though they know
that was illegal. The goal of this study is to discover why student convert the voucher BB1M into
cash. The trading or selling of BB1M voucher is not a usual practice, in fact many people are
doing this since the BB1M scheme was implemented by the government a few year ago.

RESEARCH QUESTION
1. Does the BB1M benefits to the students?
2. Does the student really need cash rather than book voucher?
3. Is it true that the students trading the voucher into cash because of financial problems?

SIGNIFICANCE OF STUDY
BB1M is for the purchase of books-academic books, journals, magazines, scholarly and
educational equipment based on the need of IPT. Most bookstore also allow purchases of other
varieties such as electronic item (computer keyboard, USB, speakers, etc).
The act of selling a book voucher to get the cash money is wrong, unethical and broke the
trust and the original objectives of giving vouchers. The goal was the creation of vouchers to be
exchanged for books, so that students can buy books of their needs and improve their knowledge.
Not only for compulsory text book in universities but all kinds of other worthwhile.
Students and bookshops found misusing the 1Malaysia Book Voucher (BB1M) face being
blacklisted. Higher Education Minister said his ministry had received complaints about students
allegedly selling the BB1Ms to bookstores to obtain cash, and would conduct a holistic
investigation on the matter. Government will carry out a probe soon to determine the number of
bookshops that have taken advantage of the vouchers by misusing them.
The vouchers are given to students by the government to ease the burden of purchasing
books. According to the report, the bookshop will use the vouchers to buy books that are not well
received and claim the money from the government, and at the same time, will sell the books at a
second hand bookshop for profit. Students who are blacklisted for abusing their BB1M would
not receive a voucher next year while blacklisted bookshops will not be able to sell books that
received BB1M in the future.

LIMITATION OF STUDY

TIME LIMIT Because of time limit was conducted only a small size of population.

RESPONDENTS To generalize the result for large groups, the study should have
involved more participants at different level. In the study, the 3 respondent involved to
complete the survey.
1. Students the result does not involved more participant from different years of
study among students.
2. Workers of bookstore lack of bookstores in Batu Pahat.
3. People who in charge in trading the voucher into cash the lack number of agents
involved in survey.

Measure to used collect the data not including a specific question in a survey that, in
retrospect, could have helped address a particular issue that emerged letter in that study.

Self-reported data not remembering data from interviewed.

METHODOLOGY
1. Make a questionnaire for the students
Prepared 10 questions about the BB1M research.
The questionnaire are mold as flyers.
60 students from University of Tun Hussein Onn Malaysia are involved to
answer this survey. They are divided into gender.
Flyers are distributed to student during lunch time at KKTDI and KKTF.
Questionnaire are collected after the student finish to answer the
questions.
Data analysis is determined according to each question asked.
2. Interview people who in charge in trading the voucher into cash
Prepared 10 questions about the BB1M research.
Listed the bookstore around Batu Pahat.
Make an interview session with bookstore employee.
Three bookstore in Batu Pahat was interviewed, and one of the bookstore
is the converting voucher into cash agent.
Video recording is made as a proof of interview session with bookstore
employee.
Data analysis is determined according to each question asked.
3. Make a survey on media social such as Facebook about advertisement of trading
the voucher into cash.
Online questions are prepared to advertise at facebook and twitter.
The same question from questionnaire are used for media social survey.
Questionnaire are prepared using google drive.
The link is share through facebook and distributed to university student.
Data analysis is determined according to each question asked.
