PatronEligibility
a. HomeboundServicewillbeprovidedtotheresidentsofAltoonawhoare
notabletocomeintothelibrary.Patronswhoidentifyashomebound,
whichisdefinedasbeinggenerallyconfinedtotheresidenceeither
temporarily,duetoillnessoraccident,orpermanently,duetoage,
unreliabletransport,disabilityorothermobilityproblems.
b. PatronsmustfillouttheAltoonaPublicLibraryHomeboundApplicationto
beconsideredfortheprogram.
c. Thepatronmustbeingoodstandingtoqualifyforthisservice.

LibraryCardRegistration/Use
a. Eachhomeboundpatronmustpossessorregisterforalibrarycardifs/he
doesnotalreadyhaveone.
b. Afilecontaininghomeboundservicesregistrationforms,includinglibrary
barcode,willbemaintainedatthecirculationdeskforuseincheckingout
materialstothesepatrons.
c. Ifthepatrondoesnothaveavalidcard,anapplicationwillbefilledoutby
phoneorinpersonandthelibrarian/volunteer*willbringthecard
applicationandthehomeboundserviceapplicationwiththemforthe
patronssignatureonthefirstdeliverydate.

DeliverySchedule/LoanPeriod
a. Materialswillbedeliveredapproximatelyonceamonth.Thescheduleof
deliveryisuptothediscretionofthepatronanddeliveryvolunteerto
coordinate.Atthetimethatnewmaterialsaredelivered,theitemsfrom
thepreviousdeliverywillberetrievedandreturnedtothelibrary.

Fines/Fees
a. Thereisnofeeforhomebounddelivery.Overduefineswillnotbecharged
onhomeboundmaterials,butthelibrarysstandardfeeschedulewillapply
fordamagedorlostitems.
b. TheAltoonaPublicLibraryretainstherighttodiscontinueserviceif
borroweditemsarelost,damaged,and/ornotreturnedinthesame
conditionastheyweredelivered.

MaterialsAvailableforHomeboundDelivery
a. Allformatsofmaterialsareeligibleforhomebounddelivery,excluding
electronicdevices(e.g.KindlesandiPads).
b. Eachdeliverywillbelimitedtoonebagofmaterialsorapproximately25
30items.
c. IfamaterialdesiredisnotownedbytheAltoonaPublicLibraryitcanbe
requestedbycontactinglibrarystaffat(715)8395029orloggingintothe
MOREsystemwiththeirlibrarycard

Renewals
a. Ifamaterialisdesiredlongerthanthefourweekdeliveryschedule,thena
patronshouldcontactlibrarystaffat(715)8395029orlogintotheirlibrary
accountontheMOREsystemforarenewal.

HomeboundEnvironmentRequiredforDelivery
a. Volunteersareunabletoassistpatronswithothererrands,household
chores,etc.Theyarethereforlibrarypurposes.
b. Volunteersarenottosearchformissingormisplacedlibraryitems.Itis
theresponsibilityofthePatrontokeeptrackofallmaterialsforreturn.
c. Patronsrequestinghomebounddeliveryservicesmustprovideasafeand
appropriateenvironmentforallvolunteersandstaffmemberswhomake
deliveriestotheirhomesandpatronsmustprotectalllibrarymaterials

whileintheircustody.Volunteersorstaffmembersreservetherightto
choosenottoenterahome,toleaveahomeimmediatelyand/orto
recommendsuspensionoftheserviceifanyofthefollowingconditions
exist:
i. Petsarenotconfined(withtheexceptionofserviceanimalstrained
toassistadisabledperson).
ii. Aclearandsafepathtothehome,withsnowshoveledandice
removed.
iii. Anypersoninthehomeisdressedinrevealingattire
iv. Anypersoninthehomepresentsthreateningbehavior
v. Anypersoninthehomeusesabusiveorobscenelanguage,makes
obscenegesturesordisplaysobsceneimages.
vi. Anypersoninthehomeharassesthelibrarysrepresentative
vii. Anypersoninthehomeexhibitssignsofillnessthatmay
jeopardizethehealthofthelibrarysrepresentativeandthelibrary
hasnotbenotifiedoftheillness.
viii. Anypersonissmokinginsidethehomeatthetimeofthelibrarys
delivery.
ix. Anypersonisengaginginanyillegalactivityinthehomeatthe
timeofthelibrarysdelivery.
x. Conditionsinthehomeareunsafeorunsanitary
d. Ifavolunteerorstaffmembermustleavethehome,denyservice,or
wishestorecommendsuspensionofservicebecausetheoccurrenceof
anyoftheaboveisdeemedtomakethehomeenvironmentfordelivery
unsafeorinappropriate,thevolunteerorstaffmembershallprovidethe
AltoonaLibraryDirectorwithnoticeofwhysuchactionoccurredtogether
withanyrecommendationforlengthofsuspensionofservice.
e. TheAltoonaLibraryDirectorshallsendwrittennoticetothepatronofthe
reasonforandthelengthofanycontinuingsuspensionofservice.
f. Anyhomeboundpatronmayrequestinwritingthatthesuspensionof
servicebereviewedbytheBoardofTrusteesatthenextmonthlyBoard
Meeting.
