1.1 Abstract
In this document, Huawei would like to propose its RND services which are aimed to translate
Claros business objective into technical targets and results and then to achieve them. In particular,
this proposal takes into account the deployment of the LTE Network to introduce Huaweis RND
services to illustrate how Huawei will be able to work with CLARO team to design a winning LTE

Achieve the target of Radio Network Design (RND) after tuning is the key factor for commercial launch, the
initial tuning of radio network is one of the most important procedures during the network deployment by
CLARO to ensure business successful.
LTE Initial Tuning
In this document, Huawei would like to introduce its Radio Network Initial Tuning services which are to verify
and tune the network. It should be provided with Huawei wireless equipments, the purpose of this activity is in
order to ensure that the coverage performance of radio network is satisfactory prior to commercial launch, which
mean is to ensure good quality for the end-users.
Perform a drive test to collect field measurements that include pilot scanning, PS measurements. Analyze drive
test data and identify problems, propose recommend changes to improve coverage quality of radio network. When
changes have been correctly implemented, perform verification drive test to ensure improvement is achieved with
change proposals. Finally, produce the cluster report at the end of this phase.

Service Description
2.1 Overview
The LTE new-build service is to provide an end to end solution when the CLARO build a new or/and
expand the existing network, and get the new-build network into the steady operation in a short period. The
LTE new-build service includes the following service modules: LTE new-build network design and LTE
network initial tuning. Each service module has several important service steps also. The LTE new-build
network design module includes two sub-modules: LTE new-build solution design and new-build cell
parameter design. Before the network design start, How to get the LTE new-build network quickly go to
market with steady performance is the key factor of network new-build service. The network solution design,
parameter design, and the network initial tuning are the most important procedures to guarantee the new-build
service quality.
2.2 Deliverables
2.2.1 RF Survey and Site Selection
Description
Site selection module will help CLARO select valuable sites location to maximize its investment. It has
two approaches: new-build and over-build. The new-build is applicable to the scenario that a complete new site
is selection and the site location do not come from the existing network site list, and the over-build is
applicable to the scenario that the site selection candidates are based on the existing sites list. Site survey will
invest the RF environment and rooftop environment and determine the project parameter.

Description
New build site selection could be facilitated with candidate site locations proposed during nominal
planning in the area where the navigation map with building information is available.
Candidate sites shall be evaluated using coverage predication (simulation). Site ranking shall be generated
according to the performance and interference. If no suitable candidate site is available, Huawei shall propose a
solution to CLARO for further discussion.
With updated site information from site survey, the overall network performance will be assured for the
design targets. Azimuth or tilts shall be adjusted for few sites. The site lists/database would accordingly be
updated as well as site survey report. Otherwise the site information should be updated during site
implementation.

Description
Over-build site selection is applicable to the scenario that the site selection candidates are based on the
existing sites list. For the over-build site selection, the target area of site selection should be determined first,
then the following activities are included:

The over-build sites are selected based on the above activities. The site can be changed by coverage or
capacity requirement. If coverage or capacity cant meet the target requirement, new-build site will be
suggested.

Description
In radio network construction, RF site survey is the most key task. Its result is basis of antenna-feeder
system installation and affects engineering quality and progress. The site survey mainly contains the survey on
radio propagation environment and the survey on engineering installation conditions. Environment Survey
includes the following three parts: Overall Shot of the Site Measuring Latitude and Longitude of Site and
Propagation Environment for Site. Rooftop Survey also includes three parts: Height Survey, Azimuth Survey
and Requirements for Antenna Isolation.

The solution design function will focus on the LTE interoperability strategy design, LTE multi carrier
strategy design, the new-build plan, and the final acceptance criteria confirmation.
The cell parameter design function will focus on the numbering and naming for the sites and cells, TA/SA
border design, intra-frequency, inter-frequency, and inter RAT neighbor list design, PCI design, logical root
sequence design, and the baseline of system parameters which include access related parameters, handover
related parameters, timers , and etc.

Engineering Parameter
Description
The LTE new-build solution design module is a very important function to get the new-buildnetwork into
the steady operation in a short period. It will design the general strategy of the network and the entire plan for
the total new-build network design project. It includes:
Define the final acceptance criteria which include test equipment selection, test route definition, test
method definition, statistics and drive test KPI acceptance criteria definition.
LTE interworking strategy is a very important design module and it includes idle mode and connected mode
design.
Idle Mode
The GL/LTE/UL multi-mode MS will stay on LTE network when LTE RF signal is above the absolute
threshold since LTE network has the high priority. But in the LTE coverage boundary, the MS can be down
to GSM network to guarantee the service.
Connected Mode
The GL/LTE/UL multi-mode MS always sets up RF link for PS call on LTE network when LTE RF signal is
above the absolutely threshold. It can be handed down to UMTS network by DRD or Redirection when LTE
in high load or poor coverage. It can also re-setup RF link on GSM network by CCO or Reselection when
LTE in high load or poor coverage.
When the GL/LTE/UL multi-mode MS camps on LTE network, the voice call should be set up on GSM or
UMTS network by CSFB. When voice call is finished, the MS will return to LTE network.
LTE multi carrier balancing strategy is another important design module and has close relationship with
interoperability strategy design. Firstly, the number of carriers for the LTE network should be decided by the
future data traffic requirement .Secondly, the different LTE carriers may have big gaps on spectrum and have
very different radio propagation performance. So the lower spectrum should be designed as coverage layer and
higher spectrum should be designed as capacity layer. Finally, to realize the layer function design and carriers
balance, the LTE interworking strategy for both idle mode and connected mode should be considered.

Description
The LTE new-build cell parameter module will detailed design the cell parameters which includes the
numbering and naming for the sites and cells, TA/SA design, intra-frequency, inter-frequency, and inter RAT
neighbor list design, PCI design, Logical root sequence design, and the baseline of system parameters which
include access related parameters, handover related parameters, timers , and etc.
TA/SA Design:
Tracking Area is similar with LA of GSM and UMTS network, but there is a new concept
named TA list which includes one or more TAs. It is the real paging area, the paging messages
from the network to the UE are sent in all the cells of TA list.
PCI design:
PCI is a very important parameter using to identify a cell. It is similar with PSC in UMTS
network. Huawei recommend U-NET V3R6 is used to do the PCI planning.

Description
Radio network routine audit helps to find and exclude network performance fluctuation caused by
hardware fault and basic configuration problems, such as alarm, missing & redundancy neighbor, PCI/PRACH
and parameter configuration error etc. It will ensure the status health of radio network. It mainly includes the
following contents:
Alarm checking refers to outputting classified alarm lists according to the impact eNodeB alarms on
services (call drop, access, throughput ) and the impact extent.
Neighbor cell/PCI/PRACH check: missing neighbor cell check and redundancy neighbor cell check,
special for the cell without any neighbor or missing co-site neighbor. Inconsistency check for neighbor
cell information should be included also. Frequency should be checked for consistency with planning.
Parameter baseline comparison: compare the global and cell parameters of the network with the baseline
parameters, mark the parameters with obviously improper values and those with large differences,
explain possible causes and impacts, and make suggestions on the parameters that need to be optimized.
Huawei suggests performing the routine audit action periodically, the principle of the audit should be
agreed with CLARO at the beginning of the project.
Description
This service is an activity of evaluation and verification for new eNodeB after site integration, through
detailed service item verification, the problems caused by hardware faulty or installation mistake can be found
out, special for transmission potential problems, it also can improve the efficiency of network tuning.

Description
After LTE integration, we need ensure that the coverage performance of radio network is satisfied with the
required target and ready for commercial launch, so RF tuning service should be imperative in Huawei service
package.
According to the both agreed cluster division with customer, make detailed test schedule, design test route,
and update sites information. Using DT tool to record radio air interface data, and save the log file, then
analyse the network problem such as coverage, handover and call drop, etc.
RF tuning is just for new sites, considering the efficiency of work, Huawei suggest it begins when site
integration finishes 80% of the entire cluster in one cluster and thus goes on in parallel with site integration,
exceptional or single new sites initial tuning will be considered as site level, Any problems related to missing
sites (coverage problem) will be justified by Huawei and the acceptance will be granted by CLARO.
The most important items of LTE RF tuning are as below:
Pilot coverage analysis
Pilot coverage analysis is very important to LTE radio network performance. Weak coverage, over shooting
problems are the main considerations of RF optimization. The coverage can be improved by RF Parameter
tuning and optimization such as azimuth, tilt and height.
neighbor relations optimization
Neighboring cell optimization involves adding and deleting neighboring cells. The influence of missing
neighboring cells is that the user cannot switch to a cell with strong signal in time, resulting in increased
interference, reduced throughput, and even call drop. In this case, it is required to add a necessary
neighboring cell. The influence of a redundant neighboring cell is generation of an excessive amount of
neighboring cell messages, increase of unnecessary signaling overhead, and failure to add a required
neighboring cell when neighboring cells are all configured. In this case, it is required to delete redundant
neighboring cells.

DT KPI Optimization
The target of RF tuning is to guarantee the service, so the accessibility, mobility, retainability and latency
KPI for PS services should match the design target after the optimization. We can modify RF parameters and
other wireless parameters to improve the DT KPI.

Delivery Description
1.1 Resources
Huawei will provide qualified personnel needed to perform the services described in this proposal. The term
qualified, means that Huawei personnel will have the skills to perform the services contracted from day one.
Huawei will use its own qualification/certification procedures, to ensure that personnel provided possess the
minimum skills required for the project. During Huaweis performance of the work, Huawei shall make its best
effort to maintain continuity of personnel assigned to the task and to perform the work as agreed.
A project team is in charge of delivering this service. In the project team, a project manager and an expert are
appointed. A team member can work as both project manager and an expert. If the project scale is large, the
project team must be divided into several groups according to job responsibilities. The group leader must be an
engineer having thorough technical knowledge and good at coordination.

The project requires the participation of teams of various functions. There are RF design team, drive test team,
trouble-shooting and RF optimization team, and hardware change team in a typical project. A brief description of
these teams are provided as follows:

RF design team consists of individuals who work in this area or working remotely with the sole responsibility of
RF network design by analyzing CW data to deriving newer propagation models and simulating these models to
accurately design a radio network to meet both coverage and capacity requirements.
Drive test team consists of individuals (i.e. a dedicated Driver and a Drive Test Technician) who perform network
monitoring and data collection through drive tests on planned routes.
Trouble-shooting team consists of individuals who assess the radio network performance through data analysis
and other means to develop proposals to improve the performance of the problem area.
Hardware change team consists of individuals who implement the corrective measures such as hardware change
according to improvement proposal from RF optimization team.

Actual traffic or clutter of coverage area changes which exceed capacity or coverage planning objectives
defined in the planning phase.
Issues related to other suppliers equipments, including but not limited to Terminal, Core Network, Existing
Wireless Network, PSTN, Transmission Network, and Service Layer Equipments.
Extreme traffic impact in holidays or special events.
Radio Spectrum Interference from other surrounding systems not managed by Huawei.
Equipment failures caused by unauthorized actions other than Huawei Service Staff or Service Staff
managed by Huawei;
3. Field test shall only pass through areas covered by the planned sites and with enough coverage. Any problem
that occurs due to the other sites is excluded.
4. For stat. KPI, any data of cells from both coverage edge and isolated sites shall be eliminated.
5. The KPIs definition, measurement counters, test route, test equipment and test methodology as well as test time
for KPIs shall be negotiated and agreed upon both parties.
6. Network performance is affected by the settings of system parameters, so Huawei shall have authorization to
configure and optimize system parameters.

5.1 Liability
5.1.1 Huawei's Liability
Provide the key event assurance service to CLARO according to the contract.
Provide necessary information for troubleshooting, including fault symptom description, configuration data,
and fault logs.
Provide Huawei engineers with spare parts or vulnerable and consumable parts required for problem
locating and troubleshooting.
Prepare correct remote access connection to enable Huawei engineers to provide remote support in case of
fault as soon as possible.
Carry out routine equipment operation and maintenance in a proper manner (including backing up and
checking log files, and operating the equipment according to Huawei's operation process).
In case of onsite service, ensure that Huawei engineers can go in/out the site easily and obtain the
operation authority of equipment, and guarantee the safety of the working environment.
5.1.3 Limitation
The service described herein is applicable to only the equipment within the agreed scope and are not
provided for software and hardware of equipment out of the scope.
General vulnerable and consumable parts such as light bulbs and fuses are not within the scope of service
commitments made by Huawei.
The KPI degradation caused by the aging equipment deterioration problem, which has been advised by
Huawei but not be fixed by CLARO timely, is not within the scope of service commitments made by
Huawei.
The temporary network congestion and KPI degradation caused by the accidental social activities and/or
any public event are not within the scope of service commitments made by Huawei. Such activities include
but not limited big concerts, conferences, holidays, and etc.
The end to end KPI is only applicable to the end to end equipments which are only provided by Huawei.
The drive test route and test method should be confirmed by CLARO and Huawei together.

CLARO have obligation to grant the total parameter modification permissions to Huawei since the network
performance has much dependence on the system parameter setting.
The damage of Huawei equipment due to the following reasons is not within the scope of service
commitments made by Huawei:
Equipment damage caused by force majeure (natural disasters, fire, and war).
Equipment damage directly caused by the failure in satisfying the environment requirements marked on the
equipment in terms of onsite equipment operation environment or external electric parameters.
Large-scale hardware or data damage due to CLARO's neglect, improper use, or malicious destruction.
Damage due to CLARO's failure in running Huawei equipment according to the operation manual.
System damage cause by CLARO or a third party, including system damage due to arbitrary system
swapping, installation, identification adjustment, modification, and deletion without referring to Huawei's
requirements.
5.2 Assumptions
All the external interference should be cleared before the service implementation.
All the frequencies used in the current network should be guaranteed that can also be used during the
network expansion.
CLARO have obligation to take the responsibility of handling the authorities of the local government and
other CLAROs.
CLARO have obligation to inform Huawei three months before some specific sales and marketing activities
occurs which will cause the network traffic increase explosively. Such sales and marketing activities includes
but not limited local area discount activity, large number of new users putting into service, and etc. Based on
the information, Huawei can design and optimize the network reasonably and ensure the network is in steady
operation.
No design and tuning service for indoor distribution coverage system are involved in this service proposal.
Huawei GENEX Toolkits are supposed to be used for radio network initial tuning service.
CLARO have obligation to assist Huawei complete this service, that including but not limited offer necessary
data and information of Network for completing this service.
The acceptance shall be carried out in the defined situation. If there is no feedback or objection from CLARO
within 10 working days after the delivery of initial tuning reports, it will be believed as approved
automatically.
If the radio network by CLARO deployed has been commercial launch, it will be believed as approved with
acceptance automatically.
The obligation for Huawei of experience and knowledge transfer only valid during the initial tuning lifecycle,
begin from the initial tuning and stopped 10 days after the initial tuning report submission.
Customers can be implemented by the third party, but Huawei's point of view is regarded as the same with
customers. If customers requested Huawei for coordination, it should be positioned as a Project Management
Services.
