Manners, Etiquettes and Integrity in Civil Service

Civil service is the backbone of a countrys government and plays a key role player to ensure
nations social, political, diplomatic, economic, and cultural excellence. The performance,
development, achievement, glory and strength of a government largely rely upon the
performance of its employees. And among the employees the admin cadre is the nucleus to
keep the government alive.
The professionals of admin cadre works like a bridge or network that ensures effective and
necessary communication between the government and the people of a nation. The admin
cadre also could be defined as the face of a government as the professionals of the cadre
represents the government in field, national and international arena. So, the professionals of
admin cadre should be educated on and be aware about professional manners and etiquette to
ensure an effective image and integrity of government.
Etiquette is defined as the formal manners and rules that are followed in social or
professional settings. The manners and etiquette go hand in hand, but are not the same.
Etiquette is a set of rules dealing with exterior form. Manners are an expression of inner
character. According to Emily Post, the influential American writer on etiquette said,
"manners are made up of trivialities of deportment which can be easily learned if one does
not happen to know them; manner is personalitythe outward manifestation of one's innate
character and attitude toward life." Manners are common sense, a combination of generosity
of spirit and specific know-how. And rules of etiquette are the guiding codes that enable us to
practice manners.
Good manners define you as a person, while etiquette is what makes you socially acceptable.
They help you gain respect and create a good as well as lasting impression. Pier Forni, the
author of Choosing Civility: The Twenty-Five Rules of Considerate Conduct uttered,
"The rules of good manners are the traffic lights of human interaction. They make it
so that we don't crash into one another in everyday behaviour."
Manners represent your inner self, whereas etiquette is what and how you portray yourself to
the public. One represents your way of acting, and the other is how you treat others. They
touch every aspect of our lives, and have been ingrained in our minds since we were children.

Simply manners and etiquette hold the key of portraying your or your institutional image to
others. And as the professionals of admin cadre represents the government so they must know
and learn the proper manners and etiquette.
The professionals of admin cadre work from the root level of the government in field to the
top level of the government in policy making. So, if they do not know the proper manners
and etiquette then they may represent a negative or unexpected image of the government to
others.
In root level the admin cadre professionals works as executive magistrate and
(need other names, examples) to ensure proper services to the people of nation in field. So,
the professionals do need to know appropriate manners and etiquette to interact and serve the
people in field. Because inappropriate manners will represents negative image of the
government to the people.
In the policy making of the government the senior administrative personnel work with
newbies as well. So, if the newbies do not know how to communicate back with their seniors,
how to respect them or follow the footprint of other officers then the policy making will be
hampered.
The governments political leaders need very close and extensive supports of professionals of
admin cadre. So, if the professionals must understand proper manners and etiquettes to ensure
smooth and respective communication between political leaders and administration of the
government.
In international arena, the admin professionals mainly responsible to meet with international
delegates and personnel. So, how the admin professionals are behaving with them is very
important. Even the table manners do matter to make some meetings successful in
international space.
In foreign mission, to ensure rights and respect of our nation the admin cadre professionals
should know the highest appropriate manners and etiquette as their single mistake or wrong
doing at any meetings could result failure of the mission.
The government needs to keep a smoother relationship with not only other parties and groups
in the country, rather with international bodies and nations as well. Good manners of the
admin cadre professionals could help to ensure this good relationship with necessary parties.

In daily office environment manners and etiquette needs to be followed properly to ensure
highest result with available resources and man power. If the colleagues do not know how to
behave with others, how to ensure both physical and social space, how to behave and look at
other people working in the same cubicle then we wont be able to fit into others shoes. And
if we cannot understand and share others feelings, then we cannot ensure integrity in
workplace.
In regular and daily work arena, good etiquette is vital to building and maintaining a team of
workers most effective. Failing to turn in your part of a project or taking a personal phone
call during a team brainstorming session is not good etiquette. When one person doesn't do
her share of the work, the other team members are forced to pick up the slack. If the team
doesn't maintain some standard of manners, its members may resent each other. This can cost
the company lost time and money. So, if the admin professionals do not learn proper manners
and etiquette that will result into spoiling of peoples money.
Every single person wants to be addressed with respect. If the admin cadre professionals do
know and learn proper manners and etiquette then they will always be respective and polite to
others. This will ensure respect of the religious beliefs, political opinions and sexual
orientation of others. If even sometimes the professional can not agree with others opinion
they can just be polite enough to respect others opinion. If we respect others, it will come
back to us with the same respective way.
Good manners and etiquette embellish ones personality. They add extra charm which will go
a long way portraying the admin cadre along with its institution. So, good manners and
etiquette must be practiced to ensure a long time fame of the government.
Practicing good manners could make the admin cadre more confident, and increases
awareness of their surroundings. Good manners act as a magnet and draw people towards
person who practice them. Being sympathetic towards others, and not making fun of the
weaknesses or deformities of others could take the professionals a long way in life. Personal
attitude and confidence do determine the way once look at things and react to particular
situations. These come from the practice of good manners and etiquette, which are the
stepping stones of success in professional and personal life.
Manners, etiquette, wisdom, virtue, knowledge, and intelligence are accepted and appreciated
universally. Being kind and generous towards other people, and maintaining a calm and

composed stature even in bad situations, helps earn respect. It is impressive behavior that will
please others and help gain respect. Good manners and etiquette give constant happiness to
your own self, and help gain self-respect. So, if the admin cadre become kind and generous to
general people in filed or service receiver that will draw a positive image of government to
others.
To conclude, as a representative of Bangladesh government, the admin cadre professionals
should be aware that their single behaviour not only illustrate their own personality rather it
represents the government itself. So, to ensure a professional integrity and bring highest
result with available supports and resources, the admin cadre professionals should always be
aware the golden rule
