Learner License Issuance Requirements

AN APPOINTMENT IS REQUIRED FOR ALL LEARNER LICENSE (PERMIT)


TRANSACTIONS AND ROAD SKILLS TESTING.
TESTING IS LIMITED TO RESIDENTS OF MANATEE COUNTY ONLY (RESIDENCY PROOF
REQUIRED).

All driver license transactions require the following application to be completed prior to

Must be at least 15 years old.


Completed Traffic Law and Substance Abuse course. Please visit
www.flhsmv.gov/ddl/TLSAE_providers.html for a provider listing. Results must be
electronically transmitted by 3rd party vendor to the State in order to be verified by our
office. Any problems with online verification must be directed back to the 3 rd party vendor.
Proof of Citizenship/Legal Presence (US birth certificate, valid US passport or current
immigration documents), proof of social security or proof of non-issuance and two proofs
of the address where you live. (All items listed are required.) Visit
www.gathergoget.com for information on acceptable documents. (Non-US citizens must
have at least 61 days remaining on the immigration documents.)
Vision examination Administered at time of license application. If you need glasses or
contacts for distance, bring them with you.
Parent/Guardian consent. Consent can verbally be given in the office. Parent/guardian
must show legal valid state issued identification. If parent is not present, a notarized Parent
Consent form 71142 can be used. Visit www.flhsmv.gov for forms.
Written exams may be taken through an approved Driver Education Course or 3 rd party
company. Please visit www.flhsmv.gov/ddl/TPDLTS_providers.html for a list of providers.
Manatee County residents may, by appointment only, take the written exam at our Desoto
location. (If exams are completed through a 3rd party vendor, a parent/guardian must
certify at the time of issuance that the applicant was supervised during the online process.)
There is a 60 minute time limit on all written testing completed in our office.
Fees will be $54.25 for the issuance of the learner permit by cash, check or debit card (no
credit cards). Tax Collector administered written exams will be $6.25 initially, plus $10.00
per retest, if applicable.
If you were ever issued a state issued identification card, you must bring it with you.

Note: After completing the written exams and holding the learner license for 1 year, private companies
can administer the driving skills test on weekends, after hours, or during regular business hours.
Upon successful completion of the test, the company uploads your results to the State of Florida,
allowing us to use the test results on file. This expedites the issuance of your license when you visit

All first-time learner licenses (permits), learner upgrades, written testing and road
skills driving tests can only be processed at the Desoto Tax Collectors Office,
Specialized Driver License Department at 819 301 Blvd. West, Bradenton.
The Specialized Driver License Department will be moving to a new location in Fall 2016.

Learner License Upgrade to Class E Requirements

Must have held a learner license for at least 1 year conviction-free or until your 18th
birthday.
You must bring in your learner permit and any state issued ID card, if applicable.
You must present your Social Security card or know your Social Security number, if you
have been issued one.
Driving skills road test may be taken at our Desoto office only by appointment for Manatee
County residents only, through a private company, or through Drivers Education at your
high school.

Note: Private companies can administer the driving skills test on weekends, after hours, or during

If the driving skills road test is administered by our office, a parent or guardian must be
present with a valid state issued ID to certify 50 hours of driving experience. If Parent is not
present, customer may submit a notarized Certificate of Driving Experience of a Minor
Form 71143. Visit www.flhsmv.gov for forms.
If you require glasses or contacts for distance, bring them with you. Otherwise, you may
not be permitted to test.
Proof of legal presence/current immigration documents will be required for Non-US citizens.
(Must have at least 61 days remaining on the immigration documents.)
You must pay $6.25 to upgrade your Learner License to a Class E License plus any exam
retake fees. If your Learner License is lost/stolen or you have changes to make to your
personal information, you must pay $31.25 plus any exam retake fees ($20.00 for each
Road Test retakes) by cash, check or debit card (no credit cards).
