Update:
With heavy hearts, we are devastated to report a fourth
officer has died.
The person of interest whose picture has been circulated
just turned himself in.
Another alleged suspect was in a shootout with Dallas
SWAT officers. That suspect is also in custody. A suspicious
package was discovered near this suspect's location. The
package is being secured by DPD bomb squad.

A DPD officer observed an individual carrying a
camouflaged baq, walking quickly down Lamar
St. The individual threw the bag in the back of a
black Mercedes and the Mercedes sped off at a
high rate of speed .
Officers followed the vehicle southbound on 135E and performed a traffic stop at 1-35E and
Kiest, Police are questioning both occupants of
the vehicle.

nforceme nt officers in dow ntown Dallas Thursday night during a protes t of this wee k's controversia l
police shootings of African-American men in Louisiana and Minnesota. One of the assailants told police
he "wanted to kill wh ite people, especially white officers." Seven other officers wer e wounded. three of
them critically. One of the snipers. who exchanged gunfire with police in a downtown parking garage,
was killed at about 3 a.m. [local time] when a police robot detonated an explosive dev ice after
negotiations broke down, reports the Dallas Morning News.
Police Chief David Brown said three others were in police custody but were not coopera ting. None of
the four were immediately identified. Brown said , "There are no words to describe the atrocity that
occurred to our city. Alii know is that this must stop , this divisiveness between our police and our
citizens." The shooting happened at about 9 p.m. [local time] as a protest by some 1,000 people was
winding down. The snipers opened fire from elevated positions in a seemingly coordinated attack that
targeted white uniformed police officers. Once again, horrific videos of the scene circulated widely on
social media. President Obama, speaking in Poland, called it "a vicious, calculated and despicable
attack on law enforcement." Dallas Morning News
"I'd like to have a word with the armchair quarterbacks who think they know how to fix every law
enforcement challenge In America. You don't, but I bet you have a lot of good ideas," writes Texas
police detective Nick Selby in a Viewpoints column for TCR prepared before last night's Dallas
shootings. "Our society needs thoughtful people who criticize based on their intimate knowledge of the
processes and procedures that must be followed, who clearly state problems and provide actionable
suggestions about how to get from where we are to where they think we should be," he continues. "We
can get there, but first both sides have to start talking to each other, not at each other." The Crime

Homicide totals rose unexpectedly in most major U.S. cities last year, but why? To criminologist Richard
Rosenfeld of the University of Missouri St. Louis, the most plausible reason may be a "police legitimacy
crisis," particularly among African Americans, reports TCR Washington Bureau Chief Ted Gest.
Rosenfeld noted that cities with the highest rates of homicide increase have a proportion of population
that is African Amer ican double that of other cities, and considers what might be done to halt the

What was supposed to be a protest for peace in Dallas Thursday night took a deadly turn when snipers
began firing at police officers. About 1,000 people had gathered in the Texas city to speak out and
march after videos emerged this week of two officer-involved shootings that led to the deaths of Alton
Sterling, 37, in Baton Rouge, La., and Philando Castile. 32, in Falcon Heights, Minn. The protest began
at 7 p.m, at the Belo Garden Park off Main Street in downtown Dallas. Before the shooting began, the

As the use of deadly force by police once again roils the nation. the number of fatal shootings by
orficers increased from 465 in the first six months of last year to 491 for the same period this year,
reports the Washington Post. A Post database that tracks fatal shootings by police show s a t3 percent
increase in the number of such deaths during the first six months of 2016, compared with the same
period last year.
The fatal encounters are strikingly similar to last year's shootings: Blacks continued to be shot at 2.5
times the rate of whites. About half of those killed were white, and about half were minorities. Less than
10 percent of all those killed were unarmed. One-quarter were mentally ill. More of the shootings were
captured on video~~76 in the first half of 2015 and 105 in the first half of this year. Washington Post
Prompted by the shooting of Alton Sterling in Louisiana, an African-American police officer from the
Cleveland area says in an emotional Facebook Live video that she's angry and ashamed over racism
among her peers. "How dare you stand next to me in the same uniform and murder somebody, " Nakia
Jones says in the video. Jones, on the job since 1996, was the first black female officer in Warrensville
Heights, Ohio.
"It bothers me when I hear people say, 'Y'all police officers this, y'all police officers that.' They put us in
this negative category when I'm saying to myself, 'I'm not that type of pollee officer," she says. "If you
are white and you're working in a black community and you are racist, you need to be ashamed of
yourself. You stood up there and took an oath. If this is not where you want to work, then you need to
take your behind somewhere else." Her seven-minute video had been viewed 5.5 million times Friday
morning. Facebook
Diamond Reynolds was as cool and composed as an anchorwoman on Wednesday night in Falcon
Heights, Minn., her voice strong as she narrated the horrific scene around her into her phone that was
streaming live on Facebook. By Thursday, Reynolds had given into tears, fury and grief. "She's not
calm right now;" sa id an aunt, Joyce Doty. "She is very, very upset right now."
Reynolds, 26, has emerged as an extraordinary figure in the latest police shooting of an AfricanAmerican, her boyfriend Philando Castllo. "I didn't do it for pity, I didn't do it for fame," she told reporters
and others after the shooting. "I did it so that the world knows that the police are not here to protect and
serve us. They are here to assassinate us. They are here to kill us. Because we are black." Reynolds
grew up on the South Side of Chicago and works as a hotel housekeeper. New York Times
Baltimore's police department. already beset by a controversial death in custody and a soaring murder
rate, is facing another headache: it's shrinking fast.The number of uniformed officers in the city of
622,000 fell 6.1 percent last year and has shrunk by even more in the first half of this year, reports
Reuters. The decline in 2015 was the greatest in police numbers among nine comparably sized U.S.
cities.
The reasons for the decline are unclear, although budget pressures and a difficulty in attracting police
candidates were cited by some observers. The city ended 2015 with 2,634 sworn officers, down from
2,805 a year earlier. From Jan. 1 to June 9 this year, the force shrank to 2,445 officers. "We're
operating short-handed," said Gene Ryan, president of the Baltimore Fraternal Order of Police (FOP)
union, who called the climate in the city since the controversial in-custody death of Freddie Gray a
"morale killer." A national FOP executive says the shortage of recruits is a broader trend. Reuters
A live, 10-minute video of the aftermath of a police officer shooting a black man in Minnesota was the
latest example of the riveting power of video streaming and the complex ethical and policy issues it
raises for Facebook Live and similar features, says Reuters. Facebook this year has made its Live
feature, which allows anyone to broadcast a video directly from their srnartphone, a central component
of its growth strategy. Rivals Twitter and YouTube are also pushing live video as a new frontier in
Internet content.
While traditional TV broadcasters are subject to "decency" standards overseen by the Federal
Communications Commission - and have a short delay in their broadcasts to allow them to cut away
from violent or obscene images - Internet streaming services have no such limitations. That easy
accessibility and openness are fostering a new type of intimate, personal broadcasting that proponents
said can be extraordinarily powerful. But critics said the lack of regulation can allow exploitation of
tragedy. Rabbi Abraham Cooper of the Simon Wiesenthal Center says, ''The availability of a live
broadcast, unencumbered, becomes a horrendous tool in the hands of a terrorist." Reuters
Former Illinois Congressman Joe Walsh posted an apparent threat for President Obama on Twitter after
the Dallas police shoot ing, reports the Chicago Tribune. "This Is now war. Watch out Obama. Watch out
black lives matter punks. Real America is coming after you," Walsh wrote in the post, which was later
deleted. In SUbsequent tweets, he called the shooters "uneducated black thugs" and blamed Obama
and the Black Lives Matter movement for the officers' deaths.
Walsh served one term in Washington, representing Chicago suburbs. He now works as a conservative
talk radio host. An unrepentant Walsh stood by his tweets Friday morning, saying, "Of course I didn 't
mean 'Jet's go kill Obama and Black Lives Matter.' I was not trying to incite violence against Obarna and
Black Lives Matter. That's crazy and stupid and wrong." Some were calling for Walsh's arrest, but he
said he had not been contacted by federal authorities. Chicago Tribune
FBI Director James Corney was correct in his conclusion that no reasonable prosecutor would indict
Hillary Clinton based on the evidence, attorney Alan Dershowitz writes in USA Today. But he raised
trOUbling questions by going beyond that conclusion and expressing his opinion that Clinton had been
"extremely careless" in her handling of sensitive material. It Is not generally the job of an FBI director to
describe and assess the evidence in a public statement.
Nor is it the job of an FBI director to make delicate judgment calls as to whether a prosecu tion should
be brought. That discretionary decision is usually left to experienced prosecutors. As FBI director, he is
simply supposed to investigate the facts and make a recommendation. We must never forget that the
original head of the FBI, J. Edgar Hoover. abused his authority repeatedly. We would not want another
Hoover to be making these kinds of decisions. It is fair to ask the question whether Comey might have
established a dangerous precedent by his decision to go beyond the usual role of an investigator and to

But to understand the Supreme Court under Chief Justice John G. Roberts Jr., she wri tes , it's impo rtant
to get' beyond the binary Iiberal-versus-conservative label and see these and other recent cases in their
full context. Greenhouse says the truth that em erges is much more nuanced. She concludes , "To reject
a con servative extreme doesn't make the court liberal. Rather, it puts the court - incr easingly over the
dissent of the chief justice, it's worth noting - in the zone of ma instream reasonableness." New York

One suspect engaged OPO officers in a standoff for several hours. OPO sent in a bomb robot because
there was no way for officers to engage the suspect unprotected. The suspect was killed by the bomb.
He told negotiators that he wanted to kill white people and was upset about the recent police shootings.
He told negotiators that the end was coming and that there were bombs planted throughout Dallas. The
perimeter is still in effect and officers continue to sweep the area for bombs.
DPD is not commenting on other suspects who are being questioned, as they do not want to
compromise the investigation. Most of the injured officers have been released from the hospital.
At the end of the day, if you can spread the message of our solidarity in light of such devastating
attacks and tremendous loss, that will be key. If you speak to media, it will help reinforce what a painful
night we have endured and the messages Mayor and Chief shared today. We have five funerals to
prepare for next week and the investigation is not over.

requests from media for live interviews, but I'm sure you all are getting bombarded. I am also going to

One suspect engaged DPD officers in a standoff for several hours. DPD sent in a bomb robot because
there was no way for officers to engage the suspect unprotected. The suspect was killed by the bomb.
He told negotiators that he wanted to kill whi te peop le and was upset about the recent police shootings.
He told negotiators that the end was coming and that there were bombs planted thro ughout Dallas. The
perimeter is still In effect and officers continue to sweep the area for bombs.
DPD is not commenting on other suspects who are being questioned, as they do not want to
compromise the investigation. Most of the injured officers have been released from the hospital.
At the end of the day, if you can spread the message of our solidarity in light of such deva stating
attacks and tremendous loss. that will be key. If you speak to media. it will help reinforce what a painful
night we have endured and the messages Mayor and Chief shared today. We have five funerals to
prepare for next week and the investigation is not over.
