1. Purpose
This specification defines the minimum general requirements for the Telecommunication
systems, to be supplied as part of the telecommunications package for the south YARAN
Project.

4. Overview
4.1

Introduction

South Yaran oil field is located in Khuzestan province 120KM west of Ahwaz with 20Km
length and 2.5Km width at south part of Yaran oil field.
24 No wells considered at this area consisting of 14 No Sarvak wells, 8 No Fahlian &
Gadvan wells and 2 No appraisal wells for sarvak and fahlian&Gadvan layers with total
estimated output between 50,000 to 60,000 STB/Day.
Flow of wells is transferred to the 2 phase separation unit (Cluster) for separation of gas
from liquids and dehydrating of gas.
The dehydrated gas is transferred to NGL 3200 and the liquids are transferred to Karoon
production plant for further processing.

8. Telecommunication Systems
The YARAN oil field Telecommunications system shall comprise of the following systems
for the whole of plant:

Telephone Circuits and PABX Telephone system

Three telephone circuits external to the production unit are normally required; two
automatic connections to the nearest Company telephone exchange and one C.B.
connection to a switchboard or production PABX.
Telephone service to the production unit will normally be provided by a small PABX which
the two incoming auto telephone lines will serve.
Telephone circuits should be designed to meet the standard of quality and grade of service
general to the main fields telephone network. Degraded quality or service should be
accepted only if difficult circumstances are encountered at the planning stage, and after
consultation with all authorities concerned.
8.4

CCTV System

Contractor shall undertake detailed design and install a CCTV security system for each
wellhead and security and process CCTV for clusters within the scope of the YARAN

Project. Wellheads CCTV shall be viewable in cluster control room. So vendor/contractor


shall provide all requirements for transmission of CCTV data from each wellhead to cluster
man CCTV system.

8.5

Radio system

New voice radio base stations shall be installed to using VHF voice radio operations system
to new manned facilities in cluster. These facilities will include Production Units,
Compressor Stations and manned areas in cluster.

Base station radios shall be installed in Telecommunication room cluster main control
building. Remote desk-sets shall be provided on operator desks to extend the radio controls
and audio interface to the control rooms.
Mobile and hand-held radios shall be provided for vehicles, operators and maintenance
staff.
Antenna masts shall be located as close as possible, or on the roof of the control building.
High-gain antennas shall be used to maximize radio coverage. Radio system shall have an
interface with downstream plants NGL3200 and West karoun station. Frequency band
range shall be based of operator specified band for oil fields in YARAN area.
8.6

B02

Local area Network system

The Local Area Network (LAN) shall provide PC-equipped users with access to centralized
computing and printing facilities such as word processing, electronic mail, spreadsheets;
drawing packages; database applications stored in file servers and internet services.
LAN System shall include:

Personal Computers (PCs) and IP Telephone
Routers & Switches
Printers, Scanners
Hardware Firewall

Ethernet Switches, Router, Access switch and firewall, S-FTP, UTP Cat 7cable and RJ45
LAN socket outlets shall be installed to provide data access for the All buildings facilities.
All LAN requirements that is used in this document shall be considered as Indoor Type with
IP 42.

8.7

PA/GA (Public Addressing/General Alarm) SYSTEM

The design shall provide facilities for the control and management of a high integrity PA/GA
system specifically designed for industrial oil and gas environments where advanced
technology coupled with very high system availability is demanded. The materials used
shall have characteristics suitable for the installation site and for the service required with
high immunity against noise, interference and electromagnetic radiation. The equipment

shall be modular, fully solid state type, multi-processor based and programmable. The
system shall be software programmed controlled to enable simple system configuration,
self diagnostics and future software upgrade.
8.8

General specifications

All the telecommunication systems and equipment shall be of a modern, proven and
reliable design complying with the applicable codes and standards. Where possible, in
order to ensure compatibility and interface connectivity between the onshore and offshore
systems, the equipment to be supplied shall be of the same model and manufacturer.
Commonality of equipment and interface compatibility should be carefully reviewed during
the detailed design.
Wellheads shall have their main interface to cluster via Fiber Optic Network system. This
system will interconnect the cluster with the 24 nos wellhead accessories in a ring
operating at a speed of STM-16 (2.5 Gbit/s). This fibre optic ring system provides the
network resilience to carry the required communication services from cluster to each of the
wellheads in the event of a single equipment or single fibre optic failure. YARAN oil field
Fiber Optic Network shall be a standalone system and all necessary measures shall be
provided for connection to west Karoun and NGL3200 plant networks and to the existing
other oil filed network.
Fiber optic ring between wellpads and cluster task is transmission (send and receive) of all
required data and status related to process activities in addition to telecommunication
facilities. So in detail design stage, core no of fiber optic shall be specified according to

Telecommunications field equipment will not be required to be located in a Zone 0 area. All
field equipment shall be certified for Zone 1 or Zone 2 Gas Group IIB Temperature Class
T3 as minimum.
All equipment shall be designed with growth capacity allowance to allow for possible
expansion at a later date.
All systems shall be designed and provided with lightning and surge protection where
necessary.

9. General Requirements
All equipment shall be designed using good and established engineering practices. The
VENDOR shall take due account of the fact that the Systems and Equipment must be
capable of being operated and maintained by others. This shall include the use of modular
designs, which permit fault finding and rectification with the minimum of specialist technical
knowledge.
9.1

Operational Track Record

The VENDOR shall only supply systems equipment and accessories which have a proven
operational track record and which have been in operational service in a similar application
for not less than three years.

Electromagnetic Compatibility

All Telecommunications Systems shall be electromagnetically compatible with all other


systems and equipment provided by the VENDOR/CONTRACTOR. Should any
electromagnetic interference be experienced by any systems, including nontelecommunication systems the VENDOR/CONTRACTOR shall cooperate with others to
review and resolve the interference issues.
The design of cabinets and panels shall be such that the equipment counted inside is not
adversely affected by electromagnetic interference as defined in IEC 60801.
The equipment shall not suffer from radio frequency interference if any. The power and
frequency of portable radios are as follow

Electronic equipment sall function correctly in accordance with IEC 60801-Electromagnetic
Compatibility.
9.3

Systems Expandability and Design Growth

All equipment shall be capable of further expansion. VENDOR/ CONTRACTOR shall


incorporate an allowance for design growth within the capacity of the systems. The systems
capacity shall be capable of a growth in initial capacity of up to 20% without the need to
make a step-change in the systems equipment or systems design.
9.4

Systems Integration and Third Party Systems

All of the telecommunications systems shall operate as a single integrated systems


package. Where specified, the systems shall operate in conjunction with third party
systems. It shall be the responsibility of the VENDOR/CONTRACTOR to ensure that he
has all interface and integration information necessary for the integration of the third party
systems. The VENDOR/CONTRACTOR shall also be responsible for providing all
necessary interface and integration information necessary for the integration of all the
related third party systems. The VENDOR/CONTRACTOR shall liaise with all appropriate
third parties to ensure that all information is provided and received to meet the integration
requirements of the systems.

10. Equipment Cabinets


10.1

General

All Telecommunication central equipment and ancillary devices shall be housed into freestanding equipment cabinets.
The cabinets shall be co-ordinate in type, dimensions and color for uniformity with other
equipment cabinets installed in the same room.

Front and Rear access for alignment in equipment rows shall be provided whenever
possible. The protection degree for indoor cabinets shall be a minimum of IP42 according
to IEC 60529 standard.
All cabinets shall be equipped with a lockable glazed front door. Safety glass shall be used.
A lockable steel rear door shall also be provided where applicable. Doors shall be able to
open through 180o. The cabinets shall be equipped with adequate supporting frames for
proper mounting of all equipment. Swing frames shall be provided whenever required to
facilitate maintenance and cable connections.
All cables shall be neatly organised inside the cabinet using proper ties, straps, etc.
Cabinets shall be fitted with earthing bus consisting of a copper bar to which the various
components that require earthing shall be connected.
In general cable entry to the cabinet shall be on the bottom side. Any possible opening at
the bottom side shall be fitted with galvanised steel close-net to prevent rodent entry.
All equipment cabinets shall be fitted with removable lifting eyes to aid cabinet installation.
The lifting eyes and attachment method shall be certified for the maximum equipped weight
of the cabinet.
Each cabinet and enclosure shall be provided with an Electrostatic Protection bonding stud.
This stud shall be appropriately earthed for the connection of ESP wrist straps and other
similar devices.
10.2

Equipment Cabinet Cabling

The equipment cabinets shall be supplied with all internal wiring installed and terminated.
Equipment terminations to field equipment shall be cabled to termination rails within the
cabinet. These termination rails shall have clear segregation between the equipment side
and field side.
The terminal blocks shall be arranged to reflect the cable termination requirements.
Consideration shall be given to cable access into the panel and the bending radius of
cables. Terminal blocks shall be grouped into functional/operational groups. Terminals for
power and signal shall not be installed on the same rail.
All terminals shall be numbered. For DIN rail terminals this shall be both on the equipment
and field side of the terminal. Each group of terminals shall be clearly marked with a
terminal block header.
Cable management (tray or trucking) for both the equipment cables and field cabling shall
be installed. Separate tray / trucking shall be used for signal cables and power cables.
All internal cables shall have a Low Smoke Zero Halogen, Flame retardant Sheath.
All cabinet internal cabling shall be laid in PVC ducting with removable covers.

All equipment cabinets and distribution frames shall provide termination facilities for all
spare cable pairs, screens and armour. Each rail and / or terminal group shall have
sufficient space for an increase of 30% in terminal blocks.
10.3

Heat Dissipation

Natural Ventilation shall be the method of ventilation wherever possible. The Ventilation
shall be sufficient to ensure that the ambient temperature within the equipment cabinet
does not exceed the operating temperature of any installed unit. The
VENDOR/CONTRACTOR shall submit design calculations, which demonstrate that the
ventilation, throughout the cabinet is suitable for the units. Where forced ventilation is
necessary, suitable dust filters shall be fitted to the air inlets of the cabinets.
Enough fan units with enough air throughputs shall be installed for each indoor cabinet to
equalize temperature inside the cabinets with temperature outside the cabinet.
If each vendor/contractor couldn't provide desired temperature at the location of telecom
cabinets by HVAC system, additional cooling system (such as split cooler) shall be installed
for that room to achieve desired temperature.

11. Power Supply


Equipment mounted in cabinet in LCR/LER/TER/CCB shall be dual fed from redundant
110V AC (single phase and Neutral) 50 Hz UPS supplies with 4 hour backup except the
equipment outlined below:

Facsimile and field telephone devices (bells/sounders and beacons), shall be powered
from a non-UPS 230V AC, 50Hz supply.

UHF and VHF hand portable battery chargers and LAN/WAN workstations and printers,
shall be powered from a non-UPS 230V AC, 50Hz supply

All internal power supplies shall be supplied in redundant configuration and shall be sized
40% in excess of the estimated maximum demand.
Power supply modules shall be installed so as to provide easy access for maintenance
purposes. It shall be possible to isolate, disconnect, remove and replace faulty power
supplies without interruption to operation. If critical back-up batteries are employed, they
shall be easily accessible for maintenance purposes.
In each cabinet, a power distribution board shall be installed. In this PDB for any electrical/
electronic equipments inside the cabinet a sized Circuit Breaker (CB) shall installed. Any
CB isolates electrical/electronic equipment from Main power supply in the cabinet.
The VENDOR shall present to the CONTRACTOR a listing and detailed schematics of the
number of electrical feeders, their termination points and respective loads. The VENDOR
shall provide calculation of the estimated power consumption of the system (volts, amps,
watts and heat dissipation). This shall include the basis of calculation to enable
CONTRACTOR to evaluate the impact of any changes.

VENDOR's design deliverable will include a drawing illustrating their complete system
power distribution.
Static switch devices shall be installed in each equipment rack to switch to the secondary
UPS feed should the primary UPS supply fail.

12. Cables
All cables shall be a Low Smoke Zero Halogen Sheath (LSZH) and be suitable for use in
humid, calciferous and Hydrogen Sulphide laden corrosive atmospheres. External cables
shall be able to withstand prolonged exposure to direct sunlight and high atmospheric
temperatures.
All external cables shall be water, oil, aliphatic hydrocarbon resistant, gas/vapour tight and
shall burn without releasing corrosive or toxic gases (Oxygen index better than 32).
All external cables, with the exception of coaxial antenna feeders shall be armoured. All
internal cables shall be non-armoured.
S/FTP CAT 7 cable shall be used within office environments and Substation/ CCRs.
All Telecommunication cables, with the exception of the Public Address / General Alarm
(PA/GA) cables shall have a flame retardant sheath to IEC 60332. All PA/GA System
cables including relevant power cables shall have a fire resistant sheath to IEC 60331.
Where optical fibre cable splices are required, the fibre splicing method shall be of a laser
weld type, not a mechanical splice. Cable jointing splice enclosures shall be suitable for
direct burial and shall be water, oil aliphatic hydrocarbon resistant and gas/vapour tight.
All Multipair cables and optical fibre cables shall be sized for the initial service plus 30%
spare cores as a minimum for future use.

13. Earthing
The telecommunication and instrumentation systems shall use a common earthing system.
Telecommunication electronic and protective earths shall be connected back to the
protective earth system.
The protective earth is for the protection of both personnel and equipment and will be
connected to all Telecommunications cabinets and enclosures, as well as all cable armour.
Protective earth bars shall be installed in all buildings where cabinets / enclosures are
located.
Telecommunications electronic earth bars shall be located in all buildings, which form the
hubs for field cables. The signal screens shall be earthed back to these earth bars at one
end only, the central equipment or hub end, and isolated at the field instrument end of the
cable.
Protective (safety) earth bars, bonded to the metal work of the cabinet and to which all
metallic parts and equipment earth terminal shall be connected with green/yellow PVCinsulated 6mm2 cores.

Isolated instrument reference earth bar, insulated from all metallic parts of the cabinet,
which shall be the 0 Vdc reference point for the cabinet and to which all 0 Vdc instrument
and power supply terminals shall be connected.
Earth bars shall be clearly labeled.
The system VENDOR shall review the earthing philosophies proposed by the
CONTRACTOR. He shall confirm that they satisfy all of his requirements, with particular
emphasis on noise generated on analogue and pulsed signals. The system VENDOR shall
advise of any potential improvement or cost reductions based on his experience.
The continuity of all metallic parts shall be maintained by suitably arranged equipotential
connection. Where this connection is made by cable, its minimum size will be 16mm2
copper.
Door shall be bonded to the main frame with flexible straps.

14. Installation
14.1

Cabling

The cabling design shall allow for runs with minimum bending radius and offsets have easy
access for maintenance and maximum flexibility to cope with future expansion and
equipment growth.
Where essential services require dual cable routes for greater security, the cable routes
shall be physically separate.
Adequate separation shall be maintained between Telecommunications and electrical
power cables.
Screened Telecommunications cables may be run alongside instrument cables carrying
voltages of less than 65V. Steps however should be taken to route cables separately from
instrument cables as much as possible.
Underground Telecommunication cables shall be avoided. In some cases, underground
route is mandatory; cables shall have lead covers before last cover. Telecommunication
cables shall be laid down in concrete duct banks. Whenever additional mechanical
protection is required, it should be provided by use of buried PVC ducts.
Cable routing through hazardous areas should be kept to the minimum and routing through
high fire risk areas shall only be allowed where cables terminate in Telecommunications
equipment situated in those locations.
Where false floors exist, power and signal cables should be routed under the false floor
and antenna feeders routed in the overhead ceiling space. Gas proof wall cable transits
used for antenna feeders shall adequately seal the entries without any risk of compression
damage to the feeders. Where possible the cable entries shall be concealed above false
ceilings.

Cables shall be terminated with cable spare loops at each end to allow for possible retermination at a later date. All cable pairs and fibers including spare cores shall be
terminated. Spare cable terminals shall be provided for this purpose in cabinets/racks and
junction boxes.
Junction Boxes shall have cable entries only from the bottom and have all spare entries
plugged.
Spare terminals shall be included for possible future requirements.
14.2

Equipment

Where only one (1) or two (2) Telecommunications equipment cabinets need to be installed
in a single location, they may be situated in a local Equipment room (LER).
Where more than two (2) equipment cabinets need to be installed in a single location, they
should be situated in a dedicated Telecommunications technical room. The room shall be
sized to accommodate free standing cabinets with a minimum 1000mm free access space
front and rear and take into account future growth requirements.
All Telecommunications free standing equipment cabinets/racks and consoles shall be
bolted to rigid floor support plinths and the plinth securely fixed to the floor. This
requirement applies to equipment located in rooms with or without false floors.
Consideration shall be given to the position of electrical light fittings in the rooms with
respect to illuminating the inside of the cabinet/racks when open for maintenance.
Wall mounted voice and data RJ45 socket outlets shall be flush mounted with cables run
inside conduit embedded in the walls. If RJ45 socket outlets are to be floor mounted in
office areas, they should be concealed below floor hatches and the cabling run in an under
floor trunking system.
For pole mounted CCTV cameras, the pole shall be constructed and installed to provide a
rigid and vibration free camera mounting. The pole shall have access and climbing rungs
and safety cage to allow maintenance access to the cameras.

15. System design life and reliability


SUPPPLIER/ CONTRACTOR shall design the System for a minimum field operating life of
30 years.
SUPPPLIER/ CONTRACTOR shall provide Mean Time Between Failure (MTBF) and Mean
Time To Repair (MTTR) data for all major system components.
The equipment shall have an operational reliability of 99.99% or greater with a field MTTR
of 4 hours.

16. Warranty
The SUPPPLIER/ CONTRACTOR shall undertake to warranty any defects by normal use
of the supplied equipment, systems, works, and services as per CONTRACT requirements.

17. Inspection & testing


17.1

General

The equipment shall be fully tested at the VENDORs shop to ensure satisfactory operation
before packing and shipping. A schedule for testing and inspection shall be detailed in the
manufacturing quality plan. The tests will be witnessed by the client.
17.2

Inspection and Testing Procedures

The VENDOR shall submit detailed procedures and test sheets for client approval which
cover the Factory Acceptance Testing. These procedures shall adequately cover both the
VENDORs own equipment/design and that of sub-VENDORs.
Where sub-supplied equipment/design is not explicitly covered by the VENDORs
procedures, then this must be covered by documentation provided with the sub-supply. The
VENDOR is responsible for the inspection, co-ordination and retention of the
documentation.
17.3

Inspection and Testing Documentation

The VENDOR shall maintain up to date documentation at all times reflecting the
inspection/testing status of the equipment. The VENDOR will be required to formally submit
certain parts of the documentation as defined in the CONTRACTORs order. However, the
submitted documentation shall not be regarded as the total requirements.
The CONTRACTOR will wish to inspect retained documentation such as internal test
results, equipment logs and fault correction records. The original signed test procedures
and test sheets shall be supplied to the CONTRACTOR at the completion of the tests.
17.4

Factory Acceptance Tests (FAT)

Prior to advising the CONTRACTOR that the equipment is ready for the Factory
Acceptance Test (FAT), the VENDOR shall have completed his own 100% in-house test of
each cabinet/panel. On successful completion of this, the VENDOR shall then undertake
the FAT.
The CONTRACTOR/COMPANY will wish to witness the FAT prior to releasing the
equipment for shipment. The VENDOR shall be responsible for conducting the test and
providing all necessary facilities, test equipment and personnel.

18. Installation, site testing and commissioning


VENDOR shall provide full details for installing, site testing, commissioning and start up of
the telecommunications equipment.
The VENDOR shall take into consideration that the telecommunications equipment for
offshore facilities will be installed in equipment rooms located on topside facilities,
fabricated in more than one yard simultaneously. Pre-commissioning and commissioning
of the systems may occur simultaneously. VENDOR is required to take this requirement

into consideration in his design, and planning in order to achieve the project schedules and
to facilitate installation, pre-commissioning and commissioning activities.
When specified in the Purchase Order, the VENDOR shall provide representatives to assist
the COMPANY during installation, commissioning and initial start-up for all aspects of the
package.
18.1

Commissioning

VENDOR shall prepare a commissioning procedure for the CONTRACTOR to review and
approve, prior to the start of the VENDOR commissioning activities.
Commissioning shall include, but is not limited to, the following:

An audit and inspection of equipment received. A deficiency report shall be written and
appropriate action taken to rectify any problems.
System power up and functionally tested with appropriate test equipment.
Field equipment shall be powered up and checked out with diagnostic routines.
Communications shall be established between all components of the systems and
tested.

The SUPPPLIER/ CONTRACTOR shall carry out installation of complete cabinets with
assistance from the VENDOR. The VENDOR shall perform installation of loose-shipped
items in cabinets. The Installation/Fabrication SUPPPLIER shall perform installation of field
instruments. The VENDOR shall provide any special tools required for installation and
commissioning.
18.2

Site Acceptance Testing (SAT)

VENDOR shall develop and produce an SAT procedure covering all aspects of the system
that have not been tested in the FAT, specific to the site, or included as a punch list item
from the FAT. The SAT procedure shall be submitted to the CONTRACTOR for review /
approval prior to commencement of SAT.
SAT procedure shall include sub-sections to verify mechanical completion, site acceptance
tests and initial operational procedures.
SAT shall demonstrate that the system is in the same physical and working condition as
FAT, i.e. there is no corruption, damage during shipment, etc.
The SAT shall include all the interfaces to the actual sub-systems, system redundancy,
configuration, physical installation interfaces; data links settings and testing of data transfer
from each data point.
During the SAT, all Telecommunications equipment shall be tested including all field
devices.
At the satisfactory conclusion of the SAT (Site Acceptance Test), a final Certificate of
Acceptance shall be prepared by the VENDOR. Attached shall be all test records, software
backup media, receipt for documentation and spare parts plus any other pertinent records

regarding the VENDORs delivery. The document becomes a Certificate of Final Site
Acceptance which shall be submitted to the CONTRACTOR for approval.
