This is a request made under the Freedom of Information Law of the State of New York. This request seeks records and documents from the
Office of the Manhattan Borough President and/or her staff, as indicated below.
Please provide to me in electronic (.PDF) format the following records and documents :
A. For the period beginning 01 January 2014 and continuing through 01 June 2016, any and all e-mail, correspondence, reports,
recommendations, memoranda, motions to discharge, notices of motion to discharge, other motions, other notices, legal reviews, legal
opinions, and any other document or record regarding :
1. Small Business Jobs Survival Act (Intro 0402-2014) ;
2. any and all proposals for mediation or negotiation as a form of a commercial lease assistance program to be legislated for the benefit of
any commercial tenants, including, but not limited to, small business tenants ; and
3. any and all proposals for tax incentives for landlords as a form of a commercial lease assistance program to be legislated for the
ultimate benefit of any commercial tenants, , including, but not limited to, small business tenants .
B. In respect of the time period and each of the subjects identified in A. (1 3) above, any and all communication between (x) any person
employed by, acting as an agent of the City, or otherwise empowered, authorised, or delegated by the Office of the Manhattan Borough
President and (y) each of:
1. any and all officers, employees, agents, or lobbyists of the Real Estate Board of New York (for purposes of identification only, this

4. any and all officers, employees, or agents of Capalino + Company (a.k.a. James F. Capalino & Associates Inc.), the lobbying firm (for
purposes of identification only, this groups Web site is : capalino.com).
