CASE DESCRIPTION

Hyderabad is one of the fastest growing metropolitan cities in India. However, this growth has also triggered
mass rural to urban migration that has cascaded into a steep rise in Hyderabads slum population.
Approximately 1.7 million people (~25% of the overall population of the city) constitute the urban slum
population in Hyderabad. Almost 65% of these slums are concentrated in the core areas of the city while the
rest are scattered across the peripheral areas.
Creating education opportunities for children residing in these rapidly expanding urban slums remains one of
the most important policy priorities for the Telangana Government. However, despite a number of government
initiatives over the past years, urban slums currently suffer with the following chronic education related issues:
1. High over-age and dropout ratios. Over-age is caused by late admission to school and is often caused by
both demand side factors (migration from rural areas to slums) and supply side factors (lack of school
capacity for all children).
2. Female literacy rate continues to significantly lag behind male literacy rates.
3. Stagnant enrollment rates.
4. Parents from slums are typically unschooled; but a vast majority of them now enroll their children into
schools. Yet there is very little home support they can provide to their children's schooling. Also, they
are usually unaware of the progress their child makes which usually translates to the child dropping out
by the time he or she reaches middle / high school.
Globally, the education system has seen a huge revolution with the advent of Ed-tech unicorns providing viable
and innovative technology-based education products such as MOOCs, Learning Management Systems,
Computer Administered Testing etc. to universities and schools. During a recent workshop, Mr. Jayesh Ranjan
(Secretary IT Electronics & Communications, Government of Telangana) highlighted how the Telangana
government too believes that technology has the potential to revolutionize the public education system and
solve the challenges associated with educating the urban poor and is currently exploring partners to help it
conceptualize & design a technology-based solution for improving education for the urban poor & slumdwellers.

PROBLEM STATEMENT
You are invited to provide a Request for Proposal containing the following:
1. Statement of Understanding: Your assessment of the issues (not limited to issues described above) and
associated root-cause(s).
2. Proposal: A technology based solution for improving the quality of education within urban slums in
Hyderabad. Your solution should be structured along the following lines:
a. Description of technologies used in your solution (In case you feel existing technologies do not
meet your solution requirements, you are free to propose a new product as a part of your overall
solution).
b. High-level solution architecture
c. How will the solution be deployed and delivered?
d. Content delivered by the solution
e. Deployment timelines & milestones
f.

High-level Financials (You may choose to cover aspects such as Deployment & Ongoing costs?
Will a part of the expenses be passed on to the end-users as a small subscription fees? Cashoutflows for the state? Etc.)

3. Impact & Scalability: How would your solution address the issues identified in statement of
understanding? Whats the qualitative and quantitative impact? How quickly and efficiently can your
solution be scaled up to target similar scenarios across other cities?

GUIDELINES
1. Submit details in Power Point Presentation. Maximum number of slides is 10 including executive
summary and cover page (exhibits and annexures can be beyond these 10 slides).

4. Deadline for making your submissions is 3rd September, 2016 11:59:59 PM.

EVALUATION CRITERIA
The RFP should be shared with team TECHNOVATION no later than 23:59hrs 3rd September 2016 in the form
of a presentation deck not exceeding 10 slides (excluding annexures and exhibits). Following are the criteria on
the basis of which RFPs will be evaluated:
1. Clarity of understanding of the problem statement. Depth and quality of research.
2. Quality of the proposal
a. Feasibility of the solution
b. Reach & Scalability of the solution
c. Content delivered by the solution
d. Depth of solution deployment planning
3. Impact & Effectiveness.
